Pact in Myanmar is currently working in the Delta Zone, Dry Zone and Shan Zone on various projects including Micro Credit, Primary Health Care, HIV/AIDS Education Programs and Livelihoods Integrated Program. Pact in Myanmar operates its various projects in 51 townships.
Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the position of Grants and Contract Officer.

Summary of Role and Responsibility:
Grants Officer will be part of Shae Thot team reporting directly to Grants Manager. Incumbent will assist Grants Manager in all aspects related to sub-agreement management in form of grants and contracts in accordance with Pact and donor policy. S/he will work closely with program and finance to identity and select and monitor grantees and contractors.

Coordinates: Program and Finance General:
  • Assist Grants Manager in all matters related to sub-agreement management including sub grant, contract and consultant agreements;
  • Assist in responding to inquiries regarding compliance with terms and conditions under prime award and Pact policy;
  • Assist in preparing request for donor approval from donor and Pact HQ;
  • Update status of grants and contract commitment on monthly basis;
  • Support closeout of Pact award (Shae Thot) that is managed by the Myanmar office, including 
    providing oversight to staff in the preparation of final inventories and property disposition
     
    requests;
  • Willing to learn USAID rules and regulations'
  • Perform other duties as assigned. 
    Sub-agreement Management:
  • Assist in administering the full cycle of grants management activities starting from pre-award assessments to monitoring and close-out from contractual compliance perspective;

  • Work with program staff to facilitate solicitation/selection of potential sub-grantees, contractor and consultant;
  • Assist in negotiation on the terms and conditions with potential grantees, contractors, or consultants;
  • Maintain proper documentations of sub-agreements in coordination with Pact policy;
  • Assist in developing agreements (grant, contract or consultant) and procure signature from 
    Country Director or HQ's Director of Grants & Contracts;
  • Work closely with program staff and finance to manage sub-agreements from contractual 
    compliance point of view including: monitoring timely submission of various reports and other requirements, issuance of modifications, monitoring and oversight of sub grant activities, resolution of disputes, resolving audit findings and closeout of sub grants;
  • Liaise with program, finance, grant and contract regional and home office to manage sub- agreements and monitor all sub-agreements to ensure compliance with the donor rules and Pact policy;
  • Ensure that all required documentation related to sub-agreements are properly maintained and safeguarded; 
    Training:
  • Assist Grants Manager in identifying training needs for both Shae Thot staff and local subgrantees on USAID rules and compliance;
  • Assist in developing training materials based on the lessoned learned from previous implementation and experience working with grantees;
  • Arrange training logistics including venue, training materials etc. Qualification:
    • Bachelor degree in law, management, business administration or accounting and finance;
    • Proficient in English both in writing and speaking;
    • Strong analytical skills and ability to exercise sound business judgment to wisely 
      prioritize and successfully perform multiplicand complex tasks;
    • Highly organized and able to develop and streamline systems for efficient conduct of 
      day-to day tasks;
    • Ability and willingness to learn new things;
    • Proficiency in word processing and spread sheets;
    • Ability and willingness to travel.
    • Prior work experience in related field is an advantage but not necessary; training will be 
      provided.
