Background
The proposed UNDP-GEF project aims to address barriers to the dissemination of photovoltaic (PV) power and create conditions for the sustained long-term development of PV in the Egyptian market. Specifically, the proposed project intends to achieve these aims through the following: supporting the establishment of a regulatory framework that allows the installation of small-scale (rooftop) PV systems; coordinating with the national electricity regulator and the power distribution companies to allow the connection of PV systems to the grid and the sale of power from these systems to the grid; establishing a purchase price (tariff) for PV power that encourages private investors to invest in renewable energy systems; and establishing a technical knowledge base and supply chain that help to reduce the costs of PV.
As part of the activities to finalize the required documentation for final GEF CEO endorsement, the project preparatory phase (PPG) activities will focus on each of the project components, as well as on important inter-linkages between the different components. The regulatory environment in Egypt has been changing rapidly in recent years, a trend that is expected to continue (and even accelerate) after the imminent parliamentary elections.
The project preparation activities will focus on: conducting a more detailed assessment of the PV market in Egypt (retail, production, O&M); cost and revenue profiles and GHG reduction potential of small decentralized PV systems in Egypt; mapping and coordinating stakeholders, and mobilizing particular sectoral constituencies (e.g. in the financial community); feasibility assessments of potential sites for roll-out of PV units; and laying the groundwork for sustainable financing mechanisms and regulatory instruments (e.g. an appropriate grid code) for grid-connected PV uptake.
The project activities under the ongoing project have been grouped under four main components:
- Construction, installation and grid-connection of PV systems;
- Policy, institutional and regulatory framework;
- Strengthening the PV technology supply and maintenance chain;
- Create a financing framework to support the development of PV systems (and renewable systems in general).
The project will be implemented by the Industrial Modernization Center in Egypt, Ministry of Industry and Foreign Trade, in coordination with the Egyptian Electricity Regulatory Authority.
Duties and Responsibilities
The Photovoltaic Consultant will prepare a background paper on the PV market status and projections in Egypt that will provide the necessary information for the GEF Project Formulation Consultant to understand the potential of PV technology expansion in Egypt and needed areas to overcome barriers as an important input to the project design.
Scope of Work:
The PV Consultant is support the GEF Project Formulation Consultant in his assignment to enable preparing the GEF project documents as per the GEF PIF and PPG documents. The scope of work of the PV Consultant includes the following:
- Data collection and analysis of baseline conditions including PV retail market size, prices, production and O&M capacities;
- Site survey and feasibility assessments for potential PV unit installations to serve the finalization of the required project documentation;
- Review of the regulatory frameworks and institutional structure that govern and influence PV market in Egypt,
- Support the mission of the GEF Project Formulation Expert to Egypt and facilitate meetings with different stakeholders and potential donors;
- Identify possible economic, financial and market instruments to be considered in the FSP to promote PV technology in Egypt;
- Identify project stakeholders to establish partnership for effective FSP implementation and leveraging co-finance resources;
- Provide the GEF Project Formulation Expert with other needed technical inputs as it concerns the local PV market characteristics that may be required during project preparation, including the finalization of the project intervention strategy and responding to comments from UNDP HQs and GEF Secretariat.
Deliverables:
The main product of the consultant is a concise report including the following:
- Market assessment of retail, production and O&M capacities and bottlenecks; capacity needs, economic analysis; GHG reduction analysis of PV applications in Egypt;
- Recommended appropriate sties for installation of the PV units within the framework of the FSP,
- ·An updated situation and baseline analysis of the current PV market in Egypt: dealers, prices, local manufacturing - import (and from which countries), annual sales volumes, prime market segments, situation with quality and after sale services, capacity issues, availability of engineering and installation services, any quality control mechanisms in place, etc;
- Analysis and reporting on eventual issues with grid connection and metering (including elaboration of eventual specific technical requirements for PV systems to operate with an unstable grid). Also an updated situation analysis about the grid code that according to the PIF is currently being developed;
- An updated stakeholder analysis and stakeholder involvement plan as it concerns the training and capacity building (with which entities to co-operate including component manufactures, research institutions, reference to PV in the existing curricula of academic institutions, and professional schools and how these eventually could be developed further in the project context, preferred set-up for training of designers, installers and other professional groups etc.
- Suggestions for improved quality control
UNDP Egypt will contract the national consultant who will be reporting UNDP Egypt and work in full coordination with the GEF Project Formulation Consultant. The level effort needed for this consultancy is estimated at approx. 25 working days over a period of three months.

Required Skills and Experience
Education Requirements:
- University advanced degree (at least Masters Level) in engineering, physics or a science related discipline
Work Experience:
- At least seven years of work experience in an energy related field;
- Previous work experience in Egypt is a must;
- Previous experience with GEF projects development and implementation is preferable
- Familiar with the UNFCCC Conventions and calculations of GHG savings methodologies for renewable energy technologies.
Language Requirements:
- Excellent English communication skills.
