Background
I. Background
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. In line with its 2014-2017 Strategic Plan, preventing and eliminating violence against women and girls is one of the key strategic priorities for UN Women. As part of its coordinating function to lead and coordinate the work of the UN system in the area of gender equality and women’s empowerment, UN Women hosts the global and regional Secretariats for the United Nations Secretary-General’s UNiTE to End Violence against Women Campaign and also serves as the Administrator to the UN Trust Fund in Support of Actions to Eliminate Violence against Women.
In Asia and the Pacific, as in other regions, UN Women is prioritizing the prevention of and response to violence against women and girls (VAWG) as part of its work under Development Results Framework 3 (“Women and girls live a life free from violence”). Progress towards this goal is achieved through the provision of technical advisory services and capacity-building of regional, national and local partners to support the development and implementation of laws and policies to prevent and respond to VAWG; the creation of knowledge and tools, including through research and practice; the implementation of evidence-based programmes, including Joint Programmes; and by leading and guiding UN system inter-agency coordination in this area.
In June 2013, UN Women Regional Office for Asia and the Pacific and the Government of Australia signed a cost-sharing agreement for a 2.5 year programme entitled Leveraging Technical Tools, Evidence and Community Engagement to Advance the Implementation of Laws and Provision of Services to Women Experiencing Violence in East and Southeast Asia: Phase I (2013-2015). The overall goal of this programme is to advance the implementation of laws and provision of services to women experiencing violence in Asia and the Pacific, with a particular focus on Southeast Asian countries. Under this goal, the focus will be on:
Given its programming needs in the area of VAWG in Indonesia, UN Women Regional Office for Asia and the Pacific is now looking to hire a national programme officer at NOB level to support the planning, implementation, monitoring and reporting of programmes in this area, and to work with national and local partners in Indonesia to strengthen their capacity to prevent and respond to VAWG in the country.
Duties and Responsibilities
II. Duties and Responsibilities
Under the direct supervision of the Regional Programme Manager, Ending Violence against Women, in the UN Women Regional Office for Asia and the Pacific and consultation with Country Manager, a.i., the EVAW Programme Officer will be responsible for coordinating and monitoring the implementation and impact of the national component of the Australia-funded regional programme to EVAW/G in Indonesia, including by overseeing the following tasks:
Summary of Key Functions:• Oversee and coordinate EVAW/G programming within the Indonesia context, including through effective programme planning, implementation and reporting, establish linkage with gender responsive planning and budgeting initiative in the country, including integrating EVAW commitments into the annual planning and budgeting process of the key line ministries.
• Support the timely delivery of the Indonesia project component of the regional EVAW programme, through overall project monitoring and financial management.
• Build capacity of and coordinate with key national stakeholders, counterparts and partners.
1. Oversee and coordinate EVAW/G programming within the Indonesia context, including through effective programme planning, implementation and reporting, including:a. Ensure the timely and quality planning and implementation of the programme, taking responsibility for overseeing the daily management and the delivery of results-based outcomes.
b. Review, analyze and provide technical inputs into reports and other relevant materials on the state of VAW/G in Indonesia, and facilitate the sharing of good practices and lessons learned, including those from neighboring countries.
c. Prepare substantive technical reports, such as narrative progress reports and other programme documents required, to UN Women HQ and/or RO, Governments and Donors.
2. Support the timely delivery of the Indonesia component of the regional EVAW programme, through overall project monitoring and financial management, including:a. Oversee and manage budgets, finance, administration and procurement-related matters and functions in accordance with UN/UN Women rules and regulations.
b. Monitor, analyze and evaluate technical and financial reports from partners, providing regular substantive and management support to resolve any challenges and ensure timely and quality delivery.
c. Engage in regular field visits and closely liaise with and support UN Women Regional Office for Asia and the Pacific to facilitate the achievement of the above tasks.
3. Build capacity of and coordinate with key national stakeholders, counterparts and partners, including:a. Build and maintain strong relationships with key inter-agency and partner stakeholders, including the UN Women Indonesia Office, Ministry of Women’s Empowerment and Child Protection and the National Commission on the Elimination of Violence Against Women , NGOs working on EVAW, other participating UN Agencies, the UN Women Regional Office for Asia and the Pacific and other national partners.
b. Support the capacity-building of national counterparts and programme partners in developing, implementing, monitoring and reporting on evidence-based interventions to prevent and respond to VAW/G.
c. Coordinate the 16 Days of Activism campaign and work closely with other development partners on EVAW events, including by providing resource materials.

IV. Qualifications
Education: Master’s Degree or equivalent in Gender and Development, International Relations, Public Administration, Law, Human Rights or related field.
Experience:
1. At least 3 years’ relevant experience at the national and international levels in providing management support and in coordinating the design, implementation and monitoring of development programmes and projects.
2. Experience with policy and programming for human rights and gender equality, advocacy and results-based management, preferably in the UN context. Particular experience in the area of preventing and responding to violence against women and girls a distinct advantage.
3. Experience in preparing high-level meetings and coordinating with multiple entities and participants in this regard. Experience in preparing background documents, agenda and talking points for such meetings.
4. Excellent verbal and written communications skills, including an ability to prepare succinct analytical documents and briefs in English.
5. Experience with office software packages.
6. Familiarity with the UN system and its coordination mechanisms would be an advantage.
7. Fluency in spoken and written English and Indonesian required.
