Job: Deputy Facility Manager of Finance and Operations

Location: Kabul, Afghanistan 

Description
The Deputy Facility Manager of Finance and Operations will oversee the financial and accounting control systems for DAFA IIII Afghanistan Offices and supervise the operations staff of the Facility. The Deputy Facility Manager is responsible for implementation of standard accounting procedures, management of financial transaction procedures, forecasting of cash flow needs and preparation of financial reports for weekly, monthly and quarterly program reporting according to contract conditions. In addition, the Deputy Facility Manager will supervise day-to-day management of operations staff, including Finance, Procurement, IT, Human Resources and Operations. The Deputy Facility Manager will assist the Facility Manager in ensuring delivery of services to best practice standards in accordance with the requirements and terms of the Contract. The Deputy Facility Manager will be responsible for specific tasks as requested by the Facility Manager and provide financial management support as needed to all program components.
Reporting Arrangements:
The Deputy Facility Manager reports to the Facility Manager Facility Manager & Senior Finance Manager-DAFA III.
Responsibilities and Tasks:
  • Supervise the day-to-day administration and financial management of the AUSAID funded program.
  • Supervise the day-to-day operations of the program office and staff.
  • Oversee tendering and procurement for the program, ensuring compliance with AusAID regulations and IRD policy
  • Develop and implement tracking and reporting systems for all aspects of administrative and financial management for DAFA III, compliance with local laws, rules and regulations and records management .
  • Supervise the local staff responsible for program accounting to ensure that generally recognized accounting standards are being followed.
  • Ensures that all policies and practices instituted are compliant with AUSAID and IRD Solutions' /DAFA RD's performance monitoring, policy and compliance programming requirements set forth in the AUSAID Automated Directives System (ADS) and other rules and regulations.
  • Provides capacity building workshops for prime and sub-partner staff to improve performance management.
  • Manages and leads staff, consultants and contractors to ensure efficient and timely implementation of project;
  • Provides policy guidance, training and ongoing guidance to each of the Office staff members;
  • Prepares weekly and monthly reports to IRD Solutions' HQ Finance;
  • Prepares quarterly financial reports according to the contract requirements;
  • Performs other duties as assigned
Mandatory Competencies and Experience:
  • At least 5-7 years of progressively responsible financial experience managing the accounting and finance component for large donor-funded programs, particularly in transitional, Islamic, and/or post-conflict countries.
  • Master's degree in accounting, finance, or a practicing Certified Professional Accountant, will be responsible for compliance with all IRD policies and AusAID regulations
  • Proven ability to set up and manage projects or facilities involving a suite of development activities in a developing country.
  • Familiar with USAID project accounting requirements.
  • At least 5 years of progressively responsible supervisory experience, selling up the accounting and finance function for a large AusAID or USAID funded project.
  • Substantial experience in the application of financial management, contracting, reporting, and monitoring and evaluation systems.
  • Strong analytical skills, strong interpersonal, oral, and written communication skills to convey program concerns and solutions and motivate staff in English.
  • Other duties as required.
Desirable Competencies and Experience:
  • Tertiary qualification in a relevant field.
  • Experience in the education, training, and development sectors in Afghanistan, at both the national and sub-national levels.
  • Experience with AusAID processes and procedures.
  • International Program management experience

Duration and Location:
The Deputy Facility Manager will be a long-term appointment based full-time in Kabul.
This position is an international position with fee rates governed by AusAID's Adviser Remuneration Framework: Remuneration Tables and Guideline (February 2011). The position fits under Table D: Long-term Adviser, Discipline Group A, Job level 3.
