Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.Under the direct supervision of the Country Representative of UN Women in the Dominican Republic, the National Programme Adviser is responsible for coordinating with and providing technical assistance to UN agencies and the Government for mainstreaming gender into national policies; and for representing gender equality and women's empowerment issues at meeting with the UN system organizations, stakeholders and partners, including Government entities, to help ensure delivery of UN Women's mandate in Dominican Republic. He/she will coordinate with the Resident Coordinator's office and the UN Women Regional Office in partnership building, outreach, and donor relations within the country within the framework of related regional strategies for gender equality and women's empowerment. He/she will also be responsible for developing a synergy between the Global Training Centre and activities at the national level in accordance with UN Women global and regional strategic plans, rules and accountability framework.The National Programme Officer post is based at the UN Women Country Office in Santo Domingo. The incumbent will work in close collaboration with the Operations team, the Global Training Centre team, Regional Office staff, Government officials, technical advisors and experts, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation.
Duties and Responsibilities
Summary of key functions:
  • Provide technical support, quality policy advice and services to stakeholders and partners to help ensure delivery of UN Women's mandate related to gender equality and women's empowerment;
  • Supports the development of UN Women country strategy;
  • Supports the development of synergies between the Training Centre and the country focusing on knowledge management and capacity development;
  • Supports the development of strategic partnerships and support to resource mobilization.
Ensures provision of technical support and quality advisory services focusing on achievement of the following results:
  • Provides technical support to stakeholders and partners upon request to facilitate gender mainstreaming processes in national and local policies and programmes;
  • Conducts policy scanning, analysis and assessment of implications for UN Women in the area of gender and women's empowerment and advises the Country Representative on different courses of actions to respond to that context and changing environment;
  • Produces concise reports, briefing notes, etc. for external audiences, both national and international, including UN Women country reports as required;
  • Identifies lessons learned and good practices in relation to areas of strategic priority to guide improvement to attention to gender concerns in the country level activities.
Supports the development of a UN Women country strategy for the Dominican Republic:
  • Monitors trends and issues affecting women in the Dominican Republic for a strategic response to opportunities and challenges in line with UN Women strategic plan;
  • Delivers advisory services to Office on national policies and programme matters;
  • Formulates quality project proposals in strategic areas for UN Women's intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems;
  • Prepares analytical and progress reports for UN Women HQ, Regional Office and donors as required;
  • Takes part in country level United Nations programming processes and similar exercises ensuring that gender concerns are clearly reflected and mainstreamed in processes, including leading the Inter-Agency Gender Team, as required;
  • Ensures that UN Women is strategically placed as an advocate for gender concerns within UN planning processes, and joint programmes and initiatives.
Supports the development of synergies between the Global Training Centre (GTC) and activities at the national level including facilitation of knowledge building and management focusing on achievement of the following results:
  • Continually seeks opportunities for piloting the Training Centre's courses, training materials, etc. with national partners including Government and civil society;
  • Identifies training needs and develops country-specific training for gender equality project proposals;
  • Delivers training, upon request, using GTC materials;
  • Manages the process of collecting and sharing lessons learned on gender equality and women's empowerment to build knowledge and capacity of partners and stakeholders;
  • Supports the development/expansion of knowledge management strategies and methodologies at the country level;
  • Designs/implements required research for formulating appropriate interventions, preparing terms of reference (ToR), identifying consultants, and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions.
Supports the development of strategic partnerships and support to resource mobilization, focusing on achievement of the following results:
  • Develops strategic relations and networks with appropriate counterparts to ensure effective advocacy and policy related interventions to mainstream gender in national programmes and policies;
  • Establishes partnerships with key academia and capacity development institutions to promote the use of training materials, etc.;
  • Identifies potential donors and opportunities for funding and cost-sharing for new projects
Impact of Results:
The overall impact of the National Gender Advisors' portfolio is the success in mainstreaming gender into the programmes/policies of key partners at the national level. In addition, impact is also the success in interpreting and advising on local conditions to promote and advance gender equality and women's empowerment issues, including the development of project proposals to form the basis for a national programme portfolio. Impact and success will also depend on the ability to promote and use the Training Centre´s courses and materials to the benefit of the Host Country.

Required Skills and Experience
Education:
  • Advanced university degree or equivalent in Gender Studies, International Development, Economics, Political Sciences, Social Sciences or related field.
Experience:
  • A minimum of 2 years of relevant experience at the national or international level in development projects in Latin America and Caribbean;
  • Experience in the UN System will be considered as an asset providing advisory services;
  • Hands-on experience in design and implementation of projects, and establishing inter-relationships among partners specifically in the field of gender and women's human rights;
  • Demonstrated experience in gender mainstreaming is required;
  • Experience in training for gender equality and/or training delivery would be an asset;
  • Publications on gender issues are desired.
Language Requirements:
  • Fluency in both written and spoken English and Spanish.
