Technical Advisor – Conflict Management & Governance Duty Station Reports to Contract Period Number of Opening : Taunggyi, Shan State : Program Manager : One Year with possible extension for another year :1
Qualifications include: Experience in conflict management and peacebuilding, land rights and human rights, rule of law, community mobilization and empowerment, and/or civil society strengthening is required. Knowledge of environmental issues and natural resource management is an advantage. Previous experience working with LNGOs/INGOs and/or the government. Excellent facilitation skills and experience training and mentoring government and civil society leaders. Strong communication, coordination, and networking skills; experience developing and managing relationships with diverse stakeholders. Demonstrated attention to detail, computer skills, organizational skills, and ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members. Fluency in written and spoken English is required. Responsibilities include: Training & mentoring: Train and mentor government and civil society leaders in negotiation and dispute resolution. Provide technical training and guidance to program team in key program approaches, including negotiation, conflict analysis, dispute resolution, community mobilization, and multi-stakeholder dialogue. Support program team to organize workshops and events. Identify participant training needs and engage relevant resource persons. Relationship management, coordination, & networking: Develop and maintain strong relationships and good communication with local, state, and national government representatives and civil society leaders. Build networks and coordinate joint activities between civil society and government actors. Link local actors to state and national forums. Information management & analysis: Analyze and manage information related to resource-based conflict, including managing the conflict database and drafting reports. Coordinate all monitoring, evaluation, and learning activities in the field, including assessments, learning reviews, and dispute resolution monitoring. Facilitation & dialogue: Facilitate participatory problem analysis of resource-based conflicts with local stakeholders. Facilitate dialogues between diverse stakeholders related to resource-based conflict and natural resource management. Strategy: Develop strategies to prevent and resolve resource-based conflicts in collaboration with local stakeholders. Facilitate strategic planning to address resource-based conflict by local stakeholders. Project implementation: Work with the program team and local stakeholders to identify and implement small projects that support dispute resolution and address causes of resource-based conflict. Manage disbursement of small grants in collaboration with Mercy Corps finance team. Operations: Coordinate logistics related to Mercy Corps activities in collaboration with partner logistics staff. Program management: Support the program team in workplanning and reporting.
