Summary
The Field Manager, Abyei, is responsible for overall leadership, management, and functioning (programmatic, financial and administrative) of the Abyei program operations. The Field Manager will lead and manage the expansion of Save the Children's programs to Abyei Area. He/she is responsible for identifying needs and resources and elaborating program recommendations and represents Save the Children to host government officials, donors, partner organizations, and communities. The incumbent is expected to ensure efficient management of the programs in the area as well as develop new program initiatives. The Field Program Manager, Abyei is directly supervised by the Director Programs and supported by the technical units based in Khartoum.
Responsibilities
Program Implementation and Development :
  • Assume overall management of the SC Sweden operations in Abyei Area.
  • Ensure that Program strategy is line with the local changing context and with that of other humanitarian community including Host Government, UN agencies, INGOs and National Civil Society of Darfur.
  • Make clear recommendations re program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources.
  • Establish constructive relationships with government officials, communities, partners, and donors in the operational area.
  • Develop monitoring systems to ensure program activities are satisfactorily implemented meeting established goals, and quality.
  • Define and request support needed from the Khartoum office and SC Sweden headquarters.
  • Ensure that programs are always in compliance with grant agreements' requirements and that regular and quality progress reports (quarterly) are submitted in timely manner.
  • Support the development of the new initiatives and program expansion with support from Khartoum and Field based technical staff in Abyei.
Overall management and operation of the Abyei Program Office:
  • Ensure that effective and efficient financial and management procedures/systems are established and followed by all.
  • Develop operational policies that are reflective of general Save the Children policies and procedures, but practical within the Abyei area context.
  • Refine the cash transfer, supply, utility, housing, etc. arrangements and systems in the Abyei office and take the leadership for improvement of these systems as appropriate.
  • Collaborate with the relevant departments in Khartoum to ensure efficiency, up datedness of these support systems.
  • Monitor the implementation of grant budgets, keeping the Khartoum office informed and ensuring all corrective actions are taken.
  • Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
  • Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
Staff Management & Development:
  • Ensure that all personnel management policies, practices and tools are compliant with country labor laws and agency standards.
  • Develop staffing plan, handle the hiring and orientation of new staff and develop ongoing staff development opportunities.
  • Coordinate effective personnel management of the staff.
  • Facilitate conducive working environment and integrate strategies to promote employee wellness.
Representation:
  • Represent Save the Children's program to local authorities, donors and members of the humanitarian community in Abyei/Agok.
  • Ensure establishment and maintenance of strong working relationships with local communities, community based organizations and other local authorities as appropriate.
  • Represent the Country Office and Abyei programs in consortiums, partner's forums and relevant working group meetings/sessions.
  • Ensure that all projects and technical agreements are legally approved.
Safety and Security:
  • Ensure optimal safety and security management procedures and practices are in place for the program and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.
  • Maintain communication contact with the Director Programs & Safety and Security Advisor, and for making appropriate decisions regarding security measures.
  • Support the Security Focal Point (SFP) for the Abyei fully ensuring that all employees are aware of the security protocols and share periodic security information as appropriate.
Requirements
  • Graduate degree in development studies, social work, or fields related to Save the Children's work.
  • Seven years of work experience out of which three at Field management level.
  • Ability to work in difficult and complex environment.
  • Field level leadership/management experience with international development organization overseas Skills and experience in project/program implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with international humanitarian rights standards.
  • Substantial people and program management experience with good interpersonal skills and ability to communicate at all levels.
  • Solid experience in grant management, including budget holding and donor reporting.
  • Substantial understanding or proven experience of security management issues and previous experience in conflict/post-conflict areas
  • Ability to produce high quality reports.
  • Representational and interpersonal skills
  • Ability to work with limited supervision from line manager.
  • Commitment to and understanding of Save the Children's aims, values and principles.
