Project Description:
Food and Nutrition Technical Assistance III (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
Job Description:
The Program Officer I will be a member of the FANTA operations team and will provide administrative and operational support related to project procurement, travel, and logistics.
Essential Job Functions:
  • Support FANTA technical staff in the recruitment and hiring of consultants, including: ensuring proper competition of positions, drafting consultant assignment agreements based on scopes of work and budgets provided by technical staff;
  • Coordinate the fielding of consultants, including: travel arrangement and other logistics as needed, expense report review, expense and payment monitoring and subsequent follow-up.
  • Review and process consultant fee payment requests and ensure: proper technical approval, alignment with approved level of effort, budget and other contractual compliance.
  • Track travel arrangements and other logistics for FANTA technical staff, including airline tickets, hotel reservations, required travel approvals, travel advance preparation, visa applications as requested, and in adherence to the US Federal Travel Regulations and FHI 360 policies and procedures. Work with the FHI 360 Travel Services Unit to coordinate travel for staff and partners as needed.
  • Review and process expense reimbursement requests of FANTA staff consultants and participants, including follow up with FHI 360 staff and consultants and liaising with the FHI 360 Travel Services Unit as needed. Ensure proper submission of supporting documentation and cost allocation of expenditures to funding source(s) and expense categories, and timely delivery/mailing of payments to staff and consultants.
  • Provide overview to new travelers and refresher sessions to existing travelers regarding travel and reimbursement policies and procedures to ensure compliance with FHI 360/FANTA policies and procedures and USAID rules and regulations governing international, domestic, and in-country travel.
  • Procure goods and services for FANTA via purchase orders and other purchasing mechanisms, working closely with FHI 360 Purchasing Department and Country Office staff. Job functions include requesting cost proposals, cost comparison, and related negotiations, as needed; oversee processing of all invoices and other payment requests from vendors (with or without purchase orders) to ensure that procurement process was followed in full compliance with established FHI 360 procurement procedures and full compliance with procurement policies and regulations under FANTA's Cooperative Agreement.
  • Provide backstopping and operational support to FANTA field staff, acting as a liaison between field, FANTA and FHI 360 Enterprise Services.
  • Ensure that project staff, both in the field and DC, are kept abreast of FHI 360 policies and procedures, additions, revisions, and modifications at all time.
  • Backstop specific country and/or project activities as assigned, anticipating program operational needs, alert FANTA technical managers and other concerned staff to the issues, and propose and carry out a specific course of action.
  • Provide support to FANTA regarding project development and implementation by arranging meetings, drafting correspondence, maintaining filing systems, assisting in reproduction and photocopying, mailing, and responding to inquiries.
  • Maintain project databases and filing systems, such as tracking travel advances, expense reports, and trip reports information and managing issue logs as needed for project management.
  • When needed, provide logistical support for conferences, workshops, training sessions, and meetings. Such support may include assisting with preparation of materials and correspondence, obtaining facilities and equipment, coordination of schedules and arrangement of other support services.
  • When needed, prepare documents and reports including advanced word processing (long-document formatting, charts/tables, graphic) and develop presentation materials.
  • Coordinate the integration of FANTA field activities into existing FHI 360 country offices or work with the FHI 360 Business Unit in opening and closing of project offices in countries without FHI 360 official representation to ensure compliance with FANTA's Cooperative Agreement and other FHI 360/USAID requirements.
  • Manage FANTA project computers and other equipment, including purchasing, maintenance and inventory.
  • Lead and carry out onboarding of new staff and other human resources activities as needed.
  • Conduct day-to-day operations of the project, including providing on-the-spot support to FANTA staff with computer- and other equipment-related issues.
  • Bachelor's Degree or international equivalent in one of the following or related fields: Accounting, Business, Business Administration, Finance, International Business, International Relations, Liberal Arts, knowledge/information services, Communications, Public Health, Education, Management or Project Management..
  • 2-5 years' of relevant experience required with public health or non-profit program management and U.S. Government rules and regulations.
  • Knowledge of Word and Excel required. Database, graphics and/or desktop publishing software preferred.
  • Experience in supporting technical assistance activities to developing countries.
  • Knowledge of U.S. Federal Regulations and experience on USAID-funded projects.
  • Excellent organizational skills and attention to detail. Proven ability to manage time and prioritize multiple requests effectively for completion.

  • Ability to initiate and implement activities with minimal oversight and supervision, to anticipate project needs ahead of time, and to be a self-starter. Ability to establish priorities, to meet deadlines, and manage a variety of tasks with accuracy; ability to coordinate a variety of activities simultaneously and interact effectively with a diverse group of people.

Job Description and Responsibilities
CERP is looking for an experienced Chief Financial Officer who will lead the financial management function within the organisation. Specifically, the CFO will have responsibility for:
  • Preparing accurate and timely financial reports to CERP's Board for internal management purposes
  • Preparing accurate and timely financial reports to donors, as required (including the management of donor audit processes)
  • Preparing CERP annual budget; also assist the CEO and Associate Director in drafting proposal budgets, and determining cost effectiveness of prospective service delivery.
  • Overseeing the management and coordination of all fiscal reporting activities for the CERP including organizational book keeping, revenue/expense and balance sheet reports, reports to funding agencies/donors, monitoring of organizational and contract/grant budgets.
  • Working with CERP's Project Coordinators to develop cash flow forecasts for projects (and budget revisions, as required).
  • Overseeing all purchasing and payroll activity for CERP.
  • Reviewing invoices and providing account codes, when appropriate, for proper project accounting.
  • Maintaining an adequate system of internal controls to safeguard assets of the CERP.

Under the direction of the Health Programs Manager , the Health Interpreter (Somali--English) will provide up to 19 hours/week of interpreting for refugees attending medical, employment, and other appointments. In addition, in-house interpreting services will include activities such as assessments, PORTAL activities, cultural orientations, job development, financial literacy, school enrollments, and other activities in which clients are involved. Some written translation may also be required.

Scope of Work
The Senior Monitoring and Evaluation Officer, will work closely with the project manager and the Health Coordinator to develop a monitoring and evaluation system, including key indicators, using Devinfo software to facilitate the monitoring and evaluation of the Inclusive Society: Together Ending Malnutrition Project. The M & E officer will also work with the health coordinator and project coordinator to develop data collection tools including baseline and quality of care assessment tools ensure the effective data collection and use of the monitoring tools by the team in the field as well as the analysis of the data. The M & E officer will also work with partner staff and the DPEM-MC to build their capacity around M&E related to implementation of the DPEM and their action plan.
Key Responsibilities
  • Develop a monitoring and evaluation system including development of key indicators and analysis formats, using Devinfo to monitor and evaluate program performance.
  • Work with Senior Nutrition Officer and the Project Manager to analyze nutrition program data to monitor progress and inform programmatic decision-making where gaps/weaknesses are identified.

Job: Investigator for Quantitative Assessment Consultancy

Description

The Inter-Agency Working Group on RH in Crises was created in 1995 and has since grown to become a network of over 1,200 individuals, representing some 450 organizations worldwide. In recent years, the IAWG has generated key tools and guidelines for adequate provision of RH to crisis-affected populations, including the 2010 Revision of the Inter-Agency Field Manual for RH in Crises.
In 2002, the IAWG endorsed a plan to evaluate the efforts made since 1995 to instituationalise reproductive health in programmes serving refugees and internally displaced people. A report was published in November 2004.
Since the publication of the 2004 Global Evaluation, there has not been a systematic study of the availability, quality and utilization of RH services available. Some components of SRH have been studied in different settings such as GBV services in DRC, EmOC in DRC (HeRAMS), but little is known about the availability, quality and utilization of services in crisis affected settings.
The IAWG decided to undertake a review of RH in crisis settings, supported by the Bureau of Population, Refugees and Migration of the US State Department, MacArthur Foundation and the International Planned Parenthood Federation. The review will assess the current situation of RH services for crisis-affected populations through a number of methodologies, including an assessment of MISP implementation in a current crisis or crisis response settings, an in-depth study of the availability and quality of RH services in two or more crisis-affected settings and an assessment of institutional readiness and capacity to provide or support RH services among national governments and NGOs.
The purpose of the assessments is to document availability, quality and utilization of RH services in selected crisis affected settings to improve programming and subsequently increase availability, quality and utilization of RH services. The assessments will provide information from a range of conflict affected settings to identify successes, achievements and gaps in provision of sexual and reproductive health services for crisis affected populations. It will inform policies and strategies on how to address sexual and reproductive health needs and rights in emergency situations.
The tentative locations for the in-depth assessments are South-Sudan (Maban), Burkina-Faso, Yemen and Democratique Republique of Congo (Goma).
Objectives
  • To assess the availability, quality and utilization of RH services to inform and guide policy and planning.
  • To propose how to adapt programs according to barriers and perceptions, in terms of information, education and communication efforts, and service delivery.
  • To highlight differences between policies and practice, evidence-based decisions versus beliefs/myths/perceptions-based decisions.
  • To propose how to improve quality and utilization of services through training of health providers, task-sharing/task-shifting, supplies (including new-devises) and infrastructure as required.
  • To systematically assess the availability and use of facility-based RH services
The study will be using both quantitative and qualitative techniques such as focus group discussions, key informant interviews and health facility assessments.
SCOPE OF WORK:
  • The consultant will be the lead investigator for the quantitative assessment of RH service availability and use using facility assessments including provider interviews, room by room inventory and record review (one element of the in-depth assessments) in each country.
  • Undertake the assessments:
  • 10 June to 14 July: South-Sudan;
  • 15 July to 11 August: Yemen;
  • 19 August to 15 September: Burkina-Faso; and
  • 16 September to 13 October: DRC
  • Contribute to the development of beneficiary reports and individual country reports.
  • Conduct analysis of the facility assessment data and contribute to a multi-country analysis.
  • Contribute to the development of a journal article.
DUTIES OF CONSULTANCY:
  • Prior to visits, contact NGOs on the ground to gather information on health facilities located in the study areas and determine their ability/willingness to participate
  • Travel to South-Sudan and Yemen 10 June-11 August.
  • Travel to Burkina-Faso and DRC, 19 August- 13 October.
  • Enter data into data entry program and conduct data analysis of the quantitative assessment of RH service availability and use.
  • Write sections of the reports and journal article and provide overall review of draft versions.
DELIVERABLES:
  • Completed data entry program with raw data.
  • Analysed data (in English) from quantitative assessment of RH availability (facility assessments) from all four studies.
  • Country and beneficiary reports in English from each study site, with input from assessment team and global evaluation steering committee.
  • Draft article of study for peer reviewed journal, with input from assessment team and global evaluation steering committee.

Job: Deputy Director for Operations

The Deputy Director of Operations plays a key role in the leadership and management of IRC Iraq's program support departments, including Safety and Security, Human Resources, Administration & Supply Chain and Information Technology. He/she is responsible for ensuring quality program support services according to IRC principles and donor guidelines and that these services are completed in a timely manner and within budget.
Reporting to the Country Director and serving as member of the senior management team (SMT), the Deputy Director of Operations is expected to contribute to organizational strategic thinking, planning, and overall coordination efforts. This position has close working relations with the Deputy Directors of Programs, Finance Controller and Grants Manager as well as other program and region-based staff. This position will be based in Erbil with extensive travel to Dohuk, Baghdad and surrounding governorates.
Responsibilities:
Program Design
  • Support the program staff in developing high-quality project proposals and budgets that include operational realities and requirements.
  • Provide operational analysis and guidance to program expansion opportunities, including expansion to new regions, cities and programming sectors.
Human Resources
  • Supervision of Sr. HR Manager.
  • Verify that human resources policies and procedures are documented, disseminated and consistently applied across the country program. Ensure that compliance monitoring processes are developed and effectively implemented.
  • Through collaboration with HR and program staff, ensure that each team is staffed appropriately according to need and funding availability. Ensure that IRC Iraq's staff recruitment is executed efficiently, through transparent, rigorous and soundly-justified procedures; and in compliance to national labor law and IRC policy.
  • Work with the country and field offices to implement IRCconnect, staff training programs, and initiatives related to staff retention and nationalization strategies to maximize use of staff capacity and resources.
  • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
  • Provide support to the Sr. HR Manager in the roll out of IRC global HR initiatives.
  • Ensure that the HR team is working in a harmonized manner and there is consistency among application of policy throughout all offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork.

Administration & Supply Chain

Safety and Security
  • By delegation of the CD, exercise authority over safety and security in the field based on the IRC Global Security Policy (article 14).
  • Manage all aspects of the management of safety and security for the IRC in Iraq, including ensuring that the program has current, adequate and effective security management plans on file and that the plan is revised regularly.
  • Collaborate with the Deputy Director of Programs overseeing security of programs and then Regional Safety and Security Advisor in assessing country program safety and security requirements and monitor security conditions, advise/inform the CD, staff, the RSSA on security phase changes, response measures, procedures and contingency planning.
  • With support from the Deputy Director of Programs overseeing security of programs, review all reports related to safety and security incidents and conducts analysis of all incidents.
  • In collaboration with the HR/Admin department in country, ensure that all IRC personnel, dependants, IRC and non-IRC visitors receive an orientation on security from their respective Security Manager within the first 24 hours of arrival in the country program.
Coordination & Representation
  • Serve as an active member of the country program's Senior Management Team and occasionally deputize for the Country Director when he/she is out of the country or on leave.

Qualifications:
  • Postgraduate degree in Business Management or relevant technical field preferred with a minimum of five years progressive management and leadership experience.
  • Experience managing a large country team with a diverse portfolio; knowledge of major donors (including USAID/OFDA/PRM, ECHO/EC, DFID, UN Agencies).
  • Strong finance background in budget development and analysis.

SCOPE OF WORK
As part of a small, dynamic policy and advocacy team based in London, the IRC-UK Policy & Advocacy Officer will work closely with IRC staff throughout the organisation to help improve outcomes for those affected by conflict and natural disaster around the world. Specifically, this position will:
  • F eed into and help implement IRC-UK's UK/European Advocacy Strategy, ensuring that it is firmly grounded in evidence from our programmes and a good analysis of our advocacy targets in the UK and Europe.
  • Provide research and analysis on key humanitarian and related debates, and produce reports, briefing notes and other materials on key focus countries where IRC operates, and on the policy environment in the UK and Europe.

Background
The IRC opened its offices in Burundi in 1996 and initially focused on life saving interventions and provision of immediate assistance to refugees and IDPs. IRC Burundi now focuses on development-oriented interventions in order to support the country's transition to lasting peace and stability.
The IRC has implemented a women's protection and empowerment (WPE) program in Burundi since 2005, with current activities in the refugee settings of Muyinga, Ruyigi and Bujumbura Mairie. The WPE program consists of 1) ensuring quality psychosocial, health and legal support services are available to survivors of gender-based violence through direct service provision, technical and financial support to partners, and building the capacity of key actors; 2) economic and social empowerment of women and girls to reduce their vulnerability to violence, 3) community mobilization to encourage changes in attitudes and behaviours that are harmful to women and girls, and; 4) coordination and advocacy on women's protection and empowerment.
Scope of Work
The Women's Protection and Empowerment Program Manager provides overall strategic direction and vision for the WPE program. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the WPE program at various levels including the national and local government, international and local NGO partners, UN organizations and other strategic partnerships. The position reports to the Deputy Director for Programs.
Key Responsibilities
  • Representation & Partnership
  • Form strong relationships with relevant Ministry officials, maintaining IRC as a key actor in women's protection and empowerment issues and advocacy at the national level;
  • Develop, maintain and/or initiate partnerships with community based organizations, NGOs, UN Agencies and Government Ministries to support WPE programming;
  • Represent IRC at WPE related coordination meetings, ensuring proper dissemination of information among relevant stakeholders;
