Summary
The Manager, Program Implementation is responsible for quality and timely implementation of all sectors' interventions working closely with the Sector Heads and key staff members of Child Protection, Education, WASH, Health and Nutrition, and Livelihoods.
S/he will strengthen the sectors' performance and reputation through
  • Planning, designing and conducting needs assessment, monitoring of project performance in fields for all sectors
  • Weekly and monthly review of sector's performance with the respective sector heads in accordance with the periodic plans and DIP
  • Sector's budget expense monitoring and review on monthly basis and improve budget burning in accordance with the plan of activities and quarterly procurement plans
  • Capacity building of Sector heads and project staff
  • Supporting Field Manager in timely submitting periodic (weekly, semi-monthly, quarterly, annually) reports to CO and donors
  • Creating mechanism that lessons learned and best practices are captured and properly documented and archived by carrying out regular project/programme reviews.
Responsibilities
Program Implementation
  • Ensure that each of the sectors conducts a baseline survey and/or needs assessment before launching the sector activities in coordination with the cluster members
  • Ensure that each sector completes the DIP and operational planning and implementation of sector activities are done according to the timeframe and within the budget
  • Ensure that quarterly procurement plans are done and procurement requests are submitted by the sector heads to Operations Section quite in advance
  • Monthly cash projections are prepared and submitted by the Sector heads to Finance
  • Introduce implementation tracking tools to follow up the activities and outputs and discuss with the respective sector heads if implementation are not as per the plan
  • Develop and introduce project cycle implementation monitoring strategy and tools to measure the sector progress in terms of activities, outputs and beneficiaries reaches
  • Conduct weekly sector review meeting with each sector team and discuss the monitoring findings and recommendations for improvement.
  • Coordinate with Finance Manager to acquire needed support related to program support activities
  • Conduct regularly monthly meeting with the Sector heads and sector teams to follow up progress in accordance with the set monthly objectives to achieve the DIP. Identify gaps and determine the creative solutions to fill the gaps with the participation of the sector heads
  • Be part of proposal writing team in the FO and contribute with the inputs in concept note preparation and proposal development.
Logistics, Inventory and Procurement
  • Ensure that the Abyei/Agok FO logistics capacity and systems meet the agency's MOS and are able to satisfy the programming requirements
  • Ensure appropriate and adequate emergency logistics procedures are in place in order to enable rapid scale up
  • Ensure procurement processes are effectively implemented and the procurement team is negotiating the best deals (including cost, quality and after sales service) with suppliers
  • Manage the fixed assets by implementing a system of controls separating the functions of purchasing and inventory.
Staff Management & Development:
  • Develop and implement capacity building plan to improve the capacity of sector heads and key national staff based on the feedback in annual performance appraisal and capacity assessment reports.
  • Support in developing staff capacity of sector staff to create next level reliable sector lead for each sector
  • Supervise staff development activities to develop sector staff that are performing by the sector heads
Safety and Security:
  • At the time of crisis assist Field Manager to make appropriate decision in time through coordination with Security Focal Person in Agok and Security Advisor, Khartoum.
  • In absence of Field Manager supervises Security Focal Person (SFP) to ensure that staff and Save the Children properties and protected and safe.
  • In absence of Field manager, maintain communication contact with the Director Programs & Safety and Security Advisor, and for making appropriate decisions regarding security measures.
Requirements
  • Skills and experience in project/program implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with international humanitarian rights standards.
  • Substantial people and program management experience with good interpersonal skills and ability to communicate at all levels.
  • Solid experience in Logistics and procurement management.
  • Substantial understanding or proven experience of implementing programs in conflict/post-conflict areas
  • Representational and interpersonal skills
  • Ability to work with limited supervision from line manager.
  • Commitment to and understanding of Save the Children's aims, values and principles.
  • Graduate degree in development studies, social work, or fields related to Save the Children's work.
  • Five years of work experience out of which three at mid-management level.
  • Ability to work in difficult and complex environment.
  • Management experience with international development organization overseas
