Job Purpose:
To provide analytical support to portfolio management and project administration in general under the guidance of designated national and/or international staff. To ensure performance of ADB projects under the administration of Sri Lanka Resident Mission (SLRM) through effective monitoring. To ensure Executing and Implementing Agencies’ (EA and IA’s) compliance with ADB procurement guidelines and procedures for SLRM’s projects.
Expected Outcomes
Loan Grant and Technical Assistance (TA) Project Implementation
Assists in monitoring progress in loan grant and TA projects’ contract award and disbursement,
Supports in ensuring the understanding of EAs and IAs of ADB guidelines and procedures for their compliance with loan covenants,
Ensures safekeeping of comprehensive documents, records and files for SLRM projects,
Timely updates data in computer-based system for project administration matters
Updates ongoing Project Administration Manuals
Drafts memorandum for project administration
Provides project administration related support
Review of Procurement under Loan, Grant and TA Projects
Drafts summary notes and memos for internal approval after review of submitted project documents such as bid evaluation report
Drafts memorandum relating to procurement issues
Provides procurement related support for supervisor/s such as enquiry on project administration issues
Statistical Reports
- Gathers data and generates statistics on contract awards and disbursements for ongoing projects for the generation of various reports required by SLRM
- Provides preliminary analysis on the actual contract awards and disbursement against targets to identify shortfalls and their underlying causes, and follows up on these matters with EAs.
Mission Participation
- Participates in various missions such as procurement audits, EA capacity assessment (procurement) inception, review, mid-term mission and project completion report mission by: (i) providing assistance in data collection on contract awards and disbursements, reconciliation of project accounts, compliance of loan covenants, ensuring familiarity of EAs with ADB's loan procedures; and (ii) assisting in the preparation of various reports and applications
Loan Covenants
- Supports the maintenance of records needed to monitor compliance with loan and TA covenants
- Monitors timely compliance of outstanding obligations of EAs such as the submission of financial statements and monthly and/or quarterly progress reports
- Assists in the preparation of compliance status reports
OthersProvides assistance as needed in the implementation and processing of ADB operations in the area of governance, policy, and economic development, and in other SLRM activities as required
Communication and Knowledge Sharing
Uses effective written and oral communication in preparing documents, presentations and interactions
Asks questions to understand how to follow up on feedback
Locates relevant information to expedite workflow
Innovation and Change
Adopts new policies, systems and processes in a timely fashion
Shares ideas for how work can be completed more effectively

Relevant Experience And Other Requirements:Work Experience
- At least 5 years of relevant experience in infrastructure and social sectors; experience in international agencies will be preferred.
- Experience and knowledge of various stages of the project cycle. Understanding and knowledge of Federation International des Ingenieurs-Conseils (FIDIC) conditions of contract will be an advantage.
Technical Knowledge
- Ability to establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies; good inter-personal and communication skills are desirable. Ability to work with individuals from different cultural/national backgrounds.
- Good writing and speaking skills in English language are essential.
- Proficiency in word processing, spreadsheet analysis, and project monitoring software used in ADB.
- Familiarity with local languages and institutions.
