Pyi Gyi Khin Vacancy Announcement(018/2013) Pyi Gyi Khin is a local NGO which is implementing the HIV prevention, Care treatment and supports projects for people living with HIV/AIDS and providing supports to the Orphans and Vulnerable Children in Myingyan, Pathein and Aung Ban. Pyi Gyi Khin is seeking the qualified Medical Programme Officer with the detail term of reference for the position is as follows; Position Title : Medical Programme Officer Number of Post : 1 Report to : Programme Coordinator Starting date : As soon as possible Duty station : Yangon (with travel to site for monitoring) Dead Line Date of Application: 9th September 2013 (Monday) 1. Roles and Responsibilities Programme Management tasks
- In consultation with Program Coordinator and work in partnership with Prgramme Manager/Officer and Monitoring and Evaluation Manager/Officer, Medical Programme Officer is responsible for effective implementation of care and support activities particularly ART implementation at project sites
- Coordinate with Field Managers to supervise Medical Officers field sites by providing advice for Care and Support activities and ensure services delivered to beneficiaries are aligned in line with the GF Standard Operating Procedure/donor's requirements and PGK's operational practices
- Review reports, focusing on care and support activities including HBC and ART/OI programme, submitted from field sites to ensure pragmatic and appropriateness of qualitative including ART cohort and quantitative information, troubleshoot the issues, provide recommendations and take necessary action as required
- In consultation with Program Coordinator, take a lead in overall PGK's HBC and ART Programme by providing advice to Medical Officers at field sites as required
- Develop, review ART Protocol and other relevant templates for programme implementation and to gather information and documentation if needed

Direct Pharmacist (Medical) in procurement and supply management of pharmaceutical products/medical commodities, provide recommendations and liaise with suppliers to ensure quality and quantities of products ordered by PGK
Responsible for systematic management of Main Medical Store in Yangon In coordination with Field Managers, document, report and timely submit care, treatment and support programme related requests and report to Project Coordinator
Provide advice to Medical Officers at sites for clinical management of PLHAs visiting DIC for medical care, OI management and referral at sites
Advocacy and Networking
- In consultation with Project Coordinator, for care and support activities and ART programme, represent, liaise, create networks, coordinate and advocate with relevant Government authorities, Donor agency, UN agencies, other local and international organizations and communities at different levels
- Provide advice to Field Managers and/or Medical Officers to coordinate and collaborate with hospital, AIDS/STD team and other concerned health officials from respective areas for smooth running of care, treatment and support including ART activities
- Provide advice in maintaining professional working relationship with beneficiaries and counterparts at different levels Monitoring and supervision
- In coordination with M&E Manager/officer, oversee the implementation of care and support activities specifically the ART services provided to beneficiaries are in line with PGK's operational procedures, donor's requirements and NAP guidelines
- Oversee pharmaceutical products' stock management and preparation of Drugs Order list done by Pharmacist (Medical) and drugs distribution at project sites in coordination with Admin Unit and Field Managers
- Regular visits to field sites for necessary technical advice and support for ART,OI, Home Base Care and Counseling service
- For care and support activities, provide support for donor monitoring visits and technical support teams, and participate in project review activities if needed
- Act as a focal persons for projects of PGK which is assigned by Executive Director

2 . Key competencies REQUIRED QUALIFICATIONS Education: - Must be M.B.B.S with valid SAMA. Essential Skill ƒ Minimum of 3 years' experience in coordination of programs in a health-related project. ƒ Understanding of ART/OI treatment and care and support. ƒ Experience in working with non-profit organizations will be asset. ƒ Good knowledge of English, confident and proficient in the use of MS Office suite. Functional Skills and Knowledge: ƒ Good knowledge on care of PLHA including its programmatic management. Ability to assess HIV/TB ƒ Screening and management activities, including planning, coordinating and monitoring such activities. ƒ Well knowledge on STI treatment. ƒ Ability to establish and maintain effective working relationships with team. ƒ Strong communication skills with Government staff and volunteers at all levels. Desirable Qualifications ƒ Knowledge of health education and training techniques on HIV and counseling ƒ Good command in use of PowerPoint presentation and experience on programmatic management of tuberculosis, or other health-related programs. ƒ Other Skills (e.g. IT): Computer literacy: word processing, spreadsheet and presentation software.
