This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
Building on the ILO's engagement with the Government of the Republic of the Union of Myanmar over the past decade and taking into account recent developments and decisions by the International Labour Conference and the Governing Body, the ILO is developing its programme further in Myanmar. The overall programme consists of a number of interlinked components, managed by the ILO Liaison Officer in Yangon with support from across the ILO globally.The International Programme on the Elimination of Child Labour (IPEC) of the International Labour Organization is operational in over 90 countries worldwide and has the long-term objective of the effective abolition of child labour. In the short and medium term, the programme aims at assisting member States in designing and implementing policies and programmes which help them combat the worst forms of child labour. IPEC also aims at heightening the awareness of member States and the international community on the problem of child labour and assists them in implementing the relevant international labour conventions.IPEC is implemented through national, sub regional and regional programmes which include activities such as technical advisory services; direct action for the withdrawal, prevention and protection of working children; institution building; training, advocacy and the collection of and dissemination of information and research. The main task of the CTA is to coordinate and assist in the implementation, monitoring and evaluation of child labour policies and programmes in Myanmar under the donor-funded project 'Project to Reduce Child Labor in Burma'. In addition the CTA is expected to assist in political and conceptual work related to the development of strategies, instruments and tools against child labour.
The expected outcomes of the proposed project include:
- Increased knowledge and public awareness within Myanmar about child labour.
- Improved legislation to address child labour in accordance with international labour standards.
- Strengthened capacity of the national and local governments, civil society, labour unions, employer organizations and other key actors to address child labour in accordance with international labour standards.
- Improved capacity of national and local governments, civil society, labour unions, employer organizations and other key actors to network and advocate on child labour issues and to support the reduction of child labour.
- Reduced child labour in target communities by removing children from the worst forms of child labour through the provision of educational and livelihoods interventions.
The Project will also address gender concerns.
The Chief Technical Advisor will serve as the Project Director and shall be responsible for overall project management, supervision, administration and implementation of the requirements of the donor cooperative agreement.
- S/he will establish and maintain systems for project operations;
- ensure that all project deadlines are met and targets achieved; maintain working relationships with project stakeholders; and oversee the preparation and submission of technical and financial reports to the donor.
- S/he shall coordinate the work of the project personnel and ensure smooth functioning of the entire project team, particularly to ensure that all linkages and synergies between activities under the different Project components are fully developed and availed for maximum efficiency in implementation.
Under the guidance of the ILO Liaison Officer, s/he, along with the other project team members, will establish and maintain working relationships with Government offices and national stakeholders in Myanmar where the Project activities are implemented, and represent the Project at relevant international conferences and seminars/ workshops.
Reporting lines:
supervision to be received by the incumbent (level and type) and supervision to be given by the incumbent.The incumbent will work under the supervision of the ILO Liaison Officer in Yangon, Myanmar and the technical guidance of the Child Labour Specialist in Bangkok and IPEC Headquarters.A number of staff will also report to the CTA as their immediate supervisor, including a Monitoring and Evaluation Officer, and a Survey and Research Officer.
Description of Duties
- Lead, coordinate and supervise the implementation of the project 'Project to reduce child labour in Myanmar' in close collaboration with the Ministry of Labour, Employment and Social Security of the Republic of the Union of Myanmar (MOLES), the Central Statistical Organization (CSO) and other major stake holders in Myanmar.
- Building on the ILO's established country positioning and Governments commitment to ratify Convention 182 on the Worst Forms of Child Labour, maintain the ILO position as a lead agency in advocacy related to child labour issues, coordinating and mobilizing support from other stakeholders in order to strengthen the country's ability to combat child labour.
- Provide technical guidance in clarifying key child labour and forced labour concepts.
- Coordinate the development of appropriate survey questionnaires and methodologies on child labour in line with international standards in close collaboration with ILO-IPEC statistical programme (SIMPOC).
- Conduct training seminars, workshops and meetings on all project invention areas (CL surveys, research, advocacy, awareness raising and provision of direct services to project beneficiaries and their families);
- adapt training guides, manuals and other knowledge-sharing materials to local environment.Build the capacity of MOLES and other government agencies and social partners on the combat against child labour.
- Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers' and workers' organizations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project and engage in coalition building and public-private partnership promotion.
- Promote ILO policies in the technical area of child labour, other fundamental rights at work, the relevant International Labour Standards and other major Instrument such as Child Rights Conventions, etc. in collaboration with other technical/labour standards specialists.
- Ensure the development of monitoring and evaluation and project information systems covering ILO technical activities covered by the project, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programmes.
- Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
- Organize meetings and seminars, and develop knowledge sharing tools designed to forge partnerships, share good practices and foster sub-regional networks of government policymakers, workers' and employers' organizations and civil society organizations to reach the project's goals.
- Effectively manage human resources including recruitment, staff development and performance management of the project personnel.
- Any other relevant duties requested by the ILO Liaison Officer.
Required Qualifications
Education
- Advanced university degree in economics, management, social science or related field with demonstrated expertise.
Experience
- At least seven years of progressively responsible experience in the above fields of which at least five years at the international level carrying out project management, supervision, administration and implementation of technical assistance projects.
Languages
- Excellent command of English.
Competencies

- Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skill with governments, social partners, industry associations, and mobilizing the support of international donor agencies
- Experience in working on child labour and forced labour issues in a sector-specific setting such as agriculture or seafood processing, in value chain issues.
- Wide knowledge of area based monitoring and referral systems, migration, labour law enforcement, education and social protection of children
- Ability to research and interpret various guidelines and policies for application to address difficult administrative related issues.
