ICPD provides UNFPA with a particular responsibility for some specific aspects of gender equality and given the Fund's expertise in this area in a number of countries, and within the context of the United Nations system collaboration and partnerships, UNFPA will continue making a significant contribution to furthering the human rights of women and girls, with specific focus on reproductive health and rights, within the areas of its comparative advantages and in response to country priorities and specificities. Organizational Setting
The UNFPA-UNICEF Joint Programme on Female Genital Mutilation/Cutting (FGM/C) work jointly towards actively contributing to the accelerated abandonment of FGM/C, in specific areas of implementation within 17 countries, by 2012. The focus of the joint programme is to leverage social dynamics towards abandonment within selected communities that practice FGM/C. In December 2012, the 67th UN General Assembly adopted a new resolution, Intensifying global efforts for the elimination of female genital mutilations. The resolution calls for a common coordinated approach that promotes positive social change at the community, national, regional and international levels and, in line with this, also calls for the international community to strongly support, including through increased financial support, a second phase of the UNFPA-UNICEF Joint Programme. A Phase 2 of the Joint Programme will actively contribute to further scaling up the implementation and sustainability of the common coordinated approach that is yielding results toward ending the practice. The Joint Programme is seeking candidates, with the appropriate profile, for a position in New York. The position will be for 1 year fixed term, commencing January 2011.
The position is located in the Gender, Human Rights and Culture Branch of the Technical Division at UNFPA headquarters, and report directly to the Joint Programme on FGM/C Coordinator. The incumbent provides technical guidance to the FGM/C Programme in all activities related to Monitoring and evaluation, knowledge development and sharing, publications, financial and substantive monitoring of the FGM/C programme and reporting.
DUTIES & RESPONSIBILITIES
  1. Strategic Results Support
  2. Provide substantive guidance and technical support on issues of gender equality and women's human rights in the context of sexual and reproductive health within UNFPA as well as outside;
  3. Provide substantive guidance and technical support in the implementation of the resolution at global, regional and country level;
  4. Provide technical support to the country offices FGM/C focal point in the development of annual work plans to ensure the adequacy of both the hierarchy of results of programmes, and their use of performance and impact measurement methods and indicators;
  5. Support the development and utilization of programme indicators and indicator databases and update the database.
  6. Make recommendations for improving the monitoring and evaluation practices.
  7. Provide technical support for knowledge development, management and sharing activities;
  8. Capacity Development
  9. In collaboration with the FGM/C Coordinator contribute to the development of a comprehensive and integrated capacity building strategy for M&E
  10. Build capacity of the programme staff in the adoption and use of results-based management, planning and reporting techniques and tools.
  11. Evidence, Knowledge Development & Dissemination
  12. Manage communication activities related to the FGM/C programme, including updating and informing UNFPA and UNICEF staff at HQ, regional and country levels on the programme's activities and knowledge products, while also identifying innovative ways to communicate and disseminate newly created tools and resources to staff and relevant partners;
  13. Responsible for synthesizing and documenting the joint programme on FGM/C experiences, including through direct communication with regional and country offices, to feed into ECOSOC and General Assembly reports, as well as the reports of the Secretary General;
  14. Manage the editing and distribution process for the Joint Programme on FGM/C publications
  15. Administration
  16. Undertake all logistical, administrative and financial arrangements required for the organization of technical workshops, inter-agency meetings, panel discussions, roundtables, steering committee and other events organized by the Joint Programme;
  17. Draft for internal and external reporting processes, while working directly with IERD and outside partners, including for drafting, synthesizing as well as analyzing FGM/C annual reports as needed.
  18. Use Atlas to monitor the financial and substantive progress of projects under the Joint Programme ceiling, and maintain and update data on the Joint programme as input to the Branch's project database;

QUALIFICATIONS AND EXPERIENCE REQUIRED 1. Post-graduate university degree or equivalent in public health, social science, demography, gender, economics, international development. The graduate or post graduate degree should preferably include credits in the principles and practice of monitoring and evaluation. 2. 5 years of increasingly responsible professional experience in gender, public health or social sciences. 3. Recognized expertise in monitoring and evaluation. 4. Proven ability to produce demonstrable results. 5. Strong verbal and written communications skills in English. 6. Field experience is a strong asset. 7. Fluency in English is required. Working knowledge of another official UN language is desirable.
