MAJOR ACTIVITIES/ EXPECTED RESULTS:
Significantly contributes to the implementation of the GPS, focusing on achievement of the following results:
  • Acts as a designated representative of UNFPA Finance Branch to this project
  • Provides inputs/requirements to design and development for finance elements in GPS
  • Develops mapping of data elements between GPS and Atlas
  • Validates the final design of Programme cycle and Annual Work Plan(AWP) & GPS Budgeting module
  • Liaises with PD, MIS and other units
  • Conducts thorough testing, analysis, feedback, and more testing of the finalized module(s) once developed by MIS
  • Develops training materials for users
Provides a post-implementation support after GPS launch, focusing on achievement of the following results:
  • Participates as trainer in GPS roll-out workshops
  • Provides regular training and knowledge sharing to UNFPA staff and contributes to the ongoing development of professional practices within UNFPA
  • Supports GPS users and responds to finance-related queries
Contributes to further enhancements of the GPS:
  • Makes recommendations on system improvements based on experience and feedback from users
  • Contributes to further GPS enhancement e.g. Funding Authorization Certificate of Expenditure Tool (FACET)
  • Conducts thorough testing, analysis, feedback on introduced enhancements
  • Develops training materials for users on system changes
Overall financial support and guidance to UNFPA Business Units. focusing on achievement of the following results:
  • Ensures full compliance with UNFPA Financial Regulations and Rules and policies of financial activities and internal controls
  • Follows up on audit recommendations implementation
  • Provides training and knowledge sharing sessions as required
  • Performs other duties as assigned by Manager, GMAT and Manager, DMU

JOB REQUIREMENTS:
  • Advanced University Degree in Finance/Accounting or other related field or a professional accounting qualification from an internationally recognized institute of accountancy. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  • A minimum of 2 years of progressively responsive experience in financial management and/or accounting at national and international levels in ERP/Atlas project budgeting and management
  • Excellent organizational skills, attention to detail, precision and accuracy, ability to work independently and under pressure, ability to lead the team in fast changing business environment
  • Strong analytical and problem solving skills to synthesize business requirement into logical systems specifications
  • Advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems and ERP financials, preferably PeopleSoft is a distinct advantage
  • Familiarity with UNFPA Programming Policies, including Annual Workplan policies and experience with their implementation in UNFPA financial system (Atlas) is a distinct advantage
  • Strong technical writing/documentation skills
  • Fluency in English is required. Working knowledge of another official UN language is desirable.
