Org. Setting and Reporting
This position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) at the United Nations Headquarters in New York. 
The incumbent will report to the Deputy Director in New York Office of ID/OIOS. The incumbent may be required to travel to remote locations, at times for extended periods, to manage and conduct investigations. OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID/OIOS follows up on reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources or abuse of authority.
Responsibilities
Within delegated authority, the incumbent will serve as a Chief of the Investigations Section in New York. The incumbent is responsible for all day-to-day operations of the ID/OIOS Investigations Section, including the following areas:

1) Plans, organizes, conducts and supervises investigations of the most serious and complex cases in the fields of corruption and fraud, as well as sexual exploitation and abuse (SEA). This includes adducing evidence, obtaining and reviewing pertinent documentation, conducting interviews and taking statements, analyzing facts and determining findings.

2) Ensures that investigations are carried out in a timely fashion and coordinated within the work of the Division and with other organizations of the UN system, as appropriate, and develops, implements, monitors and evaluates assigned investigations.

3) Ensures the preparation of investigation reports, together with findings and recommendations and related disciplinary and jurisdictional actions, as well as evidence and materials to support such actions; assigns tasks to investigation team members to assist in carrying out the assignments.

4) Creates and maintains a case activity list of the active and open investigations for priority setting and overall case management by the Deputy Director and the Director. 

5) Prepares cases for submission to the UN justice system and/or referral to relevant national jurisdictions; responds to requests for information, assistance and advice from offices and departments outside the Division; supervises intake, processing and evaluation of all new matters for jurisdictional decisions; coordinates the Division's information management to ensure conformity and relevance to UN legal requirements, as applicable; has responsibility for the management and handling of evidentiary material, including locating and liaising with relevant forensic institutions; liaises and coordinates between the Division and the relevant UN legal offices -- the Administrative Law Section and the Office of Legal Affairs; carries out responsibilities for ensuring the legal sufficiency of the planning and reporting documents of the Division, including matters concerning peer reviews. 

6) Liaises with other Offices’ and Departments’ staff and management both at headquarters in New York and at field missions in discussing the work of the Office; coordinates the presentation of criminal or administrative disciplinary cases to national jurisdictions or administrative disciplinary bodies; provides advice and expertise on investigatory matters.

7) Oversees administrative tasks as appropriate.

8) Carries out other tasks as may be assigned by the Deputy Director.
Competencies

Education
Advanced university degree (Master's degree or equivalent degree) in law, international law, criminal investigation, police studies or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A combination of a first-level university degree in the aforementioned field together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) and two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in investigatory work, including criminal or administrative investigations, is required. Experience in investigation management and administration together with supervisory functions is required. Experience with international investigation activities is required. Investigative experience with an international or multilateral public institution is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

The Programme Management Assistant reports to the Director.
Responsibilities
Under the guidance and supervision of the Director of the Division for Sustainable Development and within the limits of the delegated authority, the Programme Management Assistant will be responsible for the following duties: 

•Provides assistance in support of planning and implementation activities/processes for the Division’s project on micro, small and medium enterprises (MSMEs) for sustainable development initiatives.  
•Researches, compiles, analyses, summarizes, and presents basic information/data on topics related to MSMEs for sustainable development.
•Assists in the coordination of project implementation; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
•Assists in the preparation and analysis of project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of project proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.  
•Assists in the monitoring and evaluation of the project; categorizes, updates, tracks and analyses data related to the project, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.
•Collaborates with project manager on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
•Serves as focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against /project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
•Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. 
•Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
•Performs other duties as assigned.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories.

In its resolution 66/234, the General Assembly further 'stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…' Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Organizational Setting and Reporting
This position is located in the Africa II Division of the Department of Political Affairs (DPA), which covers Central, North and West Africa. Under the general supervision of the Director and the Deputy Director of Africa II, the incumbent reports to a Senior Political Affairs Officer/Team Leader.
Responsibilities
Under the supervision of a Team Leader and the general supervision of the Director and Deputy Director of Africa II Division, the incumbent serves as Desk Officer for a number of countries and Special Political Missions covered and/or supported by the Team.
The incumbent
  • Monitors and assesses political developments in Central, West and North Africa, conducts research and carries out analysis and studies on complex political situations affecting the regions to provide the Secretary-General and other senior UN officials with early warning and policy options for conflict prevention, conflict resolution and peace building.

  • Experience providing support to senior officials is desirable.
  • Previous experience providing support to a peace operation in Africa is desirable.

In its resolution 66/234, the General Assembly further 'stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…' Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as 'retirement.' Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Organizational Setting and Reporting
This position is located in the Learning, Leadership and Organizational Development Section (LLODS), Learning Development and HR Services Division (LDSD), Office of Human Resources Management (OHRM), Department of Management (DM). The incumbent reports directly to the Chief, LLODS/LDSD. LLODS manages a wide range of the Organization's learning and development programmes, for staff at all levels. These programmes are aimed at developing core values, core and managerial competencies and promoting a shared organizational culture and values. In addition, LLODS is responsible for the coordination of opportunities offered to staff for the upgrading of their substantive and technical skills.
Responsibilities
Within limits of delegated authority, the Staff Development Officer will be responsible for the following duties:
  • Manage and supervise Staff Development Assistants to maintain and deliver learning programmes and ensure that programmes are offered at a global scale meeting the needs of the organisation within the allocated budget
  • Keep abreast of developments in the area of staff development and learning and take lead in the conceptualisation, design and implementation of new and/or revised staff development activities, policies, practices and procedures to ensure that content is in line with the organisational priorities, learning methodologies applied are fit for purpose (using a variety of online, social and blended approaches) and to ensure that the impact of the programmes is visible
  • Serve as focal point for the Learning Needs Assessment and provide recommendations for 2018-19 adjustments to learning programmes in terms of content and modality;
  • Guide and ensure the team's competence in building, codification and sharing knowledge, including best practices; participate in and/or lead special staff development projects and initiatives.
  • Serve as focal point for the monitoring and evaluation of the effectiveness and impact of staff development programmes, oversee impact assessment projects, and recommend ways to enhance effectiveness and impact.
  • Prepare policy papers, position papers and briefing notes on issues related to Learning, Leadership and Organisational Development to OHRM, Senior Management, the General Assembly and other stakeholders and
  • Provide ongoing support to the Chief, LLODS/LDSD including drafting reports, budgets, correspondence, guidelines, etc. Serve as Deputy to the Chief of Section, and Officer-in-Charge in the absence of the Chief of Section.
