The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) is seeking the applications from dynamic and highly motivated Myanmar nationals for the following vacancies. Detailed terms of reference for vacancies are attached.
Multiple duty station: Successful candidates are expected to be re-located to another/ different duty station in other states/divisions where the project is operating, in short notice as required by the project requirement. The re-location could be for a short period or for the entire period of one's assignment/or contract.

Requirements:
- Master's Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
- Minimum 2 years of progressively responsible professional experience in the field of humanitarian/ recovery affairs, knowledge on global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform.
- Ability to write clearly and concisely in English and local language(s). Strong computer skills. Proven high-level representation skills, such as speaking at meetings and providing situational analysis. Proven capacity to work effectively in small teams.
- Experience working in implementation and delivery of humanitarian/recovery projects at the field level is a must.
- Experience working in a complex settings that requires sound judgment, and operational flexibility.
- Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred.
- Fluency in English and Myanmar language. Knowledge in any other local languages will be an asset.

II. Organizational Setting and Reporting Lines
The position is based in the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) in Myanmar, deployable to multiple duty stations across the country depending on needs.
Under the strategic guidance of the Head of Office and direct guidance and supervision of the Humanitarian Affairs Officer, the Field Coordination Officer (FCO) supports the roles of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) in emergency preparedness and response, liaison, information management and advocacy functions to ensure the effectiveness of the organizations operations.
The FCO will also work in close collaboration with the local humanitarian and recovery community at both technical and operational levels. This will require liaison with humanitarian and recovery agencies, central and local authorities, as well as other actors across areas of operation (central and local levels), to ensure effective and transparent coordination. S/he also provides support in monitoring and reporting of humanitarian situations on a regular basis. In a broader context, the FCO contributes to the UNOCHA Myanmar Country Office's support to the UN Resident/Humanitarian Coordinator.
III. Duties and Responsibilities of the Incumbent
Summary of key functions:
1. Ensures effective support to coordination of preparedness and relief/recovery response;
2. Provides/elaborates/disseminates relevant information on humanitarian/recovery activities, in close consultation with stakeholders and facilitates knowledge sharing;
3. Performs other duties that may be required by the supervisor or by the Head of Office.
1. Ensures effective coordination of preparedness, relief/recovery response
- Acts as head of Sub-Office in his/her AOR when required, including day-to-day management of staff and administration.
- Facilitates building sector-specific strategies and institutions that will address issues at the field level in collaboration with the Government and other partners;
- Leads in emergency preparedness and response activities, including elaboration/updating contingency plans, assessment tools elaboration and administration, capacity building on disaster management; and simulation exercises;
- Ensures/supports the planning, implementation and strengthening of inclusive coordination in his/her area of responsibilities (AOR), identifies gaps and suggests corrective actions and ensures inclusion of cross-cutting issues, such as gender mainstreaming, etc.
- Depending on situation, leads/supports inter-agency coordination forums as well as other internal and government-led meetings, as required;
- Establishes/maintains effective communication on a regular basis with stakeholders, including Government officials, UN agencies and NGOs to foster coordination in preparedness and response efforts; and advises on solutions to operational challenges;

Provides/elaborates/disseminates relevant information on humanitarian/recovery activities, in close consultation with stakeholders and facilitates knowledge sharing; Monitors developments in the AOR, collects, analyzes information to identify trends, challenges and solutions; Prepares internal/external reports/analysis on the situation, supports information collection and development of information products such as the 'who does what where' database and resulting map products;
Supports monitoring, identification of gaps, lessons learned and evaluations, in collaboration with stakeholders; Contributes to knowledge networks and communities of practice.

IV. Impact of Results
Key results have an impact on the design, operation and programming of inclusive relief/recovery activities, creation of partnerships as well as ensuring the response reaches population affected by disasters and crises in a shortest possible time when they are in need.

Education:
A completed advanced university degree (Masters) in Economics, Social Sciences, International Relations, Political Sciences or related field.
Experience:
