Vice Presidency Context
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.
ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.
The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group. ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.
Unit Context
The Middleware Engineering and Rapid Application Development (ITSME) unit is responsible for the architecture, implementation/deployment of all messaging, unified communications, web, SAP, database, reporting, portal, and document management solutions for use by development teams for the creation and deployment of technology solutions to the WBG. ITSME is also responsible for account provisioning and innovation at ITS. Further, the Rapid Application Development team develops small to mid-sized applications for the business in an agile, quick strike fashion.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
The Business Management Officer will report directly to the Director, ITSME. (S)he will work in the ITSME front office with the goal of improving the effectiveness of the services the department delivers through partnerships, responsiveness, strong communications, and transparency. The candidate will work directly with the ITSME program/project leads to help them manage the work program that includes functions related to governance, service management, procurement, program management, capital and business planning and marketing and communications. The main duties and responsibilities that support these functions, though subject to change based upon work program, are the following:
Program/Project Budget Management:
Prepare monthly report to ITSME service managers on budget, staffing/workforce resources, and program/project delivery schedules, highlighting issues and risks
Work in coordination with the central Governance/PMO team on capital project close-out, project extensions, and other routine activities.
Identify areas of progress or concern through review of program/project 'burn rates.'
Governance:
Serve as a resource to ITSME program/project leads to prepare documentation for programs and projects
Capital Annual Investment Planning and Business Planning:
In coordination with the Senior Business Management Officer, prepare and manage ITSME's Annual Investments Plan, including providing guidance on the capital and administrative planning processes and ensuring that governance deliverables are in compliance with stated requirements. This may include gathering financial requirements on projects and preparing the cost estimates of projects using the Bank's capital investment guidelines
Provide guidance on capitalization policies and procedures to project manager/staff and ensure adherence to Bank's fiduciary policies
Work with external parties and business units when necessary.
Participate with ITS Shared Services PMO and ITS FM on ad hoc working groups.
Provide timely information as required and inputs into related templates and systems (i.e., Clarity).
Participate in KPI and other measurements exercises and set baseline targets to integrate budget and performance management.
ITSME Service Management:
Manage ITSME Service Level (SLA) /Shared Services (SSA) Agreements in order to ensure that standards and performance targets are being adhered to as part of formalized agreements.
Establish standards for the provision of business services by optimizing their relationship with business stakeholders, understanding business processes, and setting standards and procedures in their functional area of expertise. Coordination with ITS PMO and ITS FM as necessary.
Report on service performance using agreed upon KPIs, in addition to delivery of service support groups, and vendor resources to in order to meet requirements, as agreed upon as part of SLA, SSA, OLA, and vendor service contracts.
Identify risks and issues and establish a mitigation plan to address issue resolution. Coordinate with ITSME and business stakeholders as necessary.
Procurement and Sourcing:
Work to ensure adherence to WBG procurement and sourcing policies.
Ensure efficient and timely on boarding of Contractor Personnel.
In support of program/project leads, draft, review and edit scope of work defined in RFP.
Marketing and Communications:
Design and implement a communications strategy for ITSME supporting and advocating processes, standards and procedures in coordination with the ITS Communications Team.
Liaise with the ITS Communications team.
Improve and update ITSME website. Develop tools and continuously replenish online multimedia content, including success stories and information on ITSME activities, program events and results.
Integrate social media to explain and promote ITSME program
Selection Criteria:
Education:
MA/MS (In relevant technical discipline or equivalent combination of education and experience.
BS/BA is minimum education requirement.) Minimum Years of Relevant
Experience:
  • 5 Years
  • Preferred 8 years or more in functional position or related work experience education or training
  • In-depth knowledge of broad range of ITS products and services and problem solving/ troubleshooting skills
  • Excellent organization and planning skills. Approaches work systematically, insisting on clarity of roles, functions, policies, and practices
