Responsibilities
  • Within delegated authority and depending on location, the Chief of Section, Procurement is responsible for the following duties:
  • Plans, develops and manages the procurement activities of the Procurement Section involving multi-million dollar expenditures for worldwide procurement of a broad range of commodities and services.
  • Serves as principal advisor to senior officials; provides authoritative technical and policy advice and support on all aspects of procurement;
  • Develops and disseminates best practices and ensures the highest levels of quality and accuracy of the Procurement Section's work.
  • Leads and directs RPO's Procurement Section; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
  • Analyzes unusually complex and/or critical procurement proposals of significant financial or operational impact; determines appropriate strategy/approach to best serve institutional interests, and ensures implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary.
  • Directs, manages and conducts planning, solicitation, negotiation, and, if necessary, termination of contractual and procurement action.
  • Authorizes up to approve limit, or recommends authorization of procurement contracts/purchase orders.
  • Develops proposals on revisions to procurement policies and procedures; develops and recommends strategy for the effective implementation of procurement policies, reforms and internal controls.
  • Represents the organization in key meetings with senior officials internally and government officials, and in negotiations with senior executives of various commercial organizations for the purpose of concluding major contracts.
  • Ensures that Acquisition Plans are in place in advance of the procurement cycle and ensure that they are properly laid out in order to carry out successful procurement activities in a timely and efficient manner in accordance with all financial and procurement guidelines.
  • Carries out programmatic/managerial tasks necessary for the functioning of the Procurement Section including budget preparation and staffing actions.
  • Performs other duties as required.
Competencies

Education

Work Experience
A minimum of ten years of progressively responsible experience in procurement, or related functions such as contracting, logistics and/or supply chain management in multicultural institutions is required, of which at least five years should be directly related to recent first hand purchasing experience at the international level. Experience in the implementation and use of eCommerce tools such as eSourcing, eProcurement, eCatalogs, eInvoicing is desirable. Firsthand experience in conducting procurement at the international level for an inter-governmental organization(s), governmental organization(s), or large mulit-national organizations(s) is desirable'
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Purpose of the Position
Under the general guidance of the Chief of Field Operations and emergency, with support from Programme Chiefs based in Kampala, is responsible for the planning, implementation, monitoring and evaluation of the national level programme of cooperation as it pertains to the area served by the zonal office, including emergencies, that address the consequences of the ongoing conflict and insecurity. As head of the Zonal office, the incumbent directs and oversees a significant group of professional and support staff to develop and administer the on-going programme.
Key Expected Results
1. Ensure effective management of the zonal office through proper leadership, planning, control, organisation and motivation of staff in accordance with UNICEF personnel rules and regulations, financial policies and procedures.
2. Provide leadership and guidance for program planning, implementation and analysis through ongoing consultations; inter sectorial exchange with project officers and partners, in close collaboration with the Kampala Office to achieve program objectives in the designated areas.
3. Monitor and analyze the social, political and economic trends in the area as they affect women and children. Maintain an appropriate intersectorial information and communication approach to contribute to the formulation of the country programme goals and objectives, its strategies and implementation framework. Prepare annual project plans of action for the area, ensuring consistency with the national level strategies, objectives and project plans of action.
4. Undertake field visits to monitor and evaluate programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Decide on required corrective action. Provide technical advice and assistance to local authorities and other partners in the planning, management, monitoring and evaluation of programmes/projects, seeking guidance from Kampala based sections on policy and operational issues. Establish the programme work plan together with an effective monitoring and evaluation plan in collaboration with the Kampala based units, monitor compliance and provide training support and guidance to the project team to ensure objectives are met. Identify human resource requirements and training needs and conduct performance planning and monitoring.
5. Represent UNICEF in meetings with local authorities as well multi-lateral, bilateral agencies and NGOs; interact, negotiate and advocate programme goals and strategies, identify strategic alliances, and influence policy development to facilitate achievement of programme objectives.
6. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and counterpart accountability. Certify disbursements of funds, monitor and submit financial status report to Senior Project Officer Mid-North Region or Senior Programme Coordinator as required.
7. Write programme/project status reports required for management, donors, budget review, programme analysis, annual reports, etc.
Qualifications of Successful Candidate
  • Advanced university degree in social sciences or related field.
  • Eight years of relevant work experience at national and international levels in social development, management, monitoring and evaluation.
  • Familiarity and experience in coordination with other UN agencies, government and NGO partners a plus.
  • Experience in complex emergencies desirable and management of staff, logistics and financial assets a must.

Background
UN Women in Uganda contributes to the development objectives of Uganda's blue print, National Development Plan, Vision 2040 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) 2010-2014 as well as UN Women Global Strategic Plan (2014-2017). UN Women is in the process of developing a new country strategy (2014-2015) which is aligned to the UN Women global strategy (2014-2017), UNDAF and Uganda government national priorities for promoting and protecting the rights of women. One of the impact areas in the strategy is to ensure that women, especially the poorest and most excluded, are economically empowered and benefit from development. In Uganda, UN Women aims to support efforts that position women as effective and lead participants at all stages of various agriculture value chains at local, national and regional levels. The intention is to shift women from a level of beneficiaries from basic livelihoods interventions to one of key players in wealth creation through agriculture.
Uganda's development prospects have been enhanced by the confirmation of commercially viable oil deposits in 2006. The development of this industry is seen as potentially expanding economic opportunities of women and men in Uganda through employment for the ordinary citizen and increased revenues. However, an increasing number of studies show that women are more adversely affected than men by externalities associated with extractive industries' activities. Within this context, UN WOMEN intends to also focus on the emerging industry of oil and gas, to ensure that women are key players in the development of this sector.
In this context, UN Women is hiring an international expert consultant to develop a Women Economic empowerment (WEE) Strategic Framework Document and a Funding Proposal that builds on its past and current interventions and adapts the best international and regional practices that have successfully empowered women economically.
Duties and Responsibilities
The overall objectives of the consultancy are:
  • To develop a strategic framework to guide the work of the UN Women Uganda Country Office on the WEE for the period 2014 – 2017 and;
  • To develop a programme document aligned to UN Women Global Corporate Strategy 2014-2017. The program document should have a long-term vision to take into account the new UNDAF (2016-2020) and national planning cycles.
Consultations to develop the Strategic Framework Document and the Funding Proposal:
  • In the process of developing the two documents, the consultant will build on the stakeholders' consultations held with key national partners and donors;
  • Inputs from key UN Women Staff both in Uganda, Regional Office in Nairobi and in HQ will be sought to ensure that UN Women core mandate, comparative advantage, lessons on previous and ongoing WEE programming in Uganda, Africa and global level are incorporated into both documents;
  • The consultant will assist the Country Office to present the Funding Proposal to UN Women Project Appraisal Committee. The consultant will revise the Proposal based on the recommendations of UN Women Project Appraisal Committee and submit final version to the Country Office.
Task of the Consultant:
Development of UN Women Uganda Women's Economic Empowerment Country strategy and program document:
  • Conduct desk review of key UN Women documents including; the concept notes and program documents developed by UN Women Uganda, reports on stakeholder consultations on agriculture and oil and gas and the UN Women ESARO economic empowerment program document, UN Women Country strategy, UN Women Global Strategy, the UNDAF 2013-2015, and relevant National development documents among others;
  • Provide a summary on situation/context of women's economic opportunities and challenges in the Agricultural sector and the extractives industry;
  • Conduct thorough analysis which indicates UN Women's comparative advantage/ value addition in WEE programming in Uganda, including technical and human resources required to deliver on the strategy and the WEE program;
  • Undertake a quick mapping of actors/interventions in the agricultural sector, and specifically those targeting women;
  • Hold consultation meetings with key partners including identifying potential implementing partners;
  • Propose geographical areas where UN Women's Economic Empowerment program should be carried out, based on the findings of the field missions to Gulu, Moroto and Western Uganda;
  • Include lessons and best practices from the region and elsewhere that have had successful impact. In the strategy explain the effective approaches and strategies to promote Women's Economic empowerment;
  • Identify strategic partnerships for UN Women to deliver on the strategy, including government, private sector, donors, CBOs, UN agencies, etc;
  • The integrated strategy should be based on the foundations of gender equality and human rights, within a vision of situating women as key players in the economic development of Uganda, and within the UN principle of delivering as one.
Development of Funding Proposal on WEE:
The product document should contain the key elements of UN Women Program Document format, highlighting the following:
  • UN Women's role and comparative advantage;
  • Contextual analysis;
  • Guided by the UN Women annual work plan for 2014/2015 include the priority areas that UN Women should focus on, highlight different approaches, effective strategies, good practices along with challenges and gaps;
  • Identify direct and indirect beneficiarie;
  • Specific strategies and activities;
  • A clear description of the programme management and implementing modalities. A log frame, budget framework with annual work plan for the various proposed activities, with outcomes, outputs, indicators, activities;
  • Identify potential donor(s) to fund the program.
Deliverables:
  • Methodology and Work plan, submitted within the first 2 days of the consultancy;
  • Strategic framework Document on WEE in Uganda 2014-2017;
  • Program Document for Funding, in the UN Women Program Document Format, including: Theory of Change, M&E Framework, Contextual Analysis and Justification, Results Based Framework, Budget, including TOR for staffing of the Program, etc.

Background:
UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In pursuit of women's equality, UN Women in Uganda supports women's leadership and participation in decisions making at all levels that affect their lives. UN Women intervention will focus on defining and implementing a strategy to increase the representation and influence of women in political leadership at national and sub-national level, in preparation for the forth-coming (2016) elections. UN Women's contribution will aim at influencing political parties and institutional structures in charge of elections to create an enabling environment for women's political participation. Through partnership development with women's organisations, UN Women will support a non-partisan political dialogue to create a common agenda by identifying women's key priorities that will serve as a platform to commit political parties to propose specific actions to promote women's rights in the targeted areas. UN Women will also build capacities of women leaders and candidates and available technical support for their effective participation in different processes.
The Government of the Republic of Uganda has ratified most of the international and regional instruments aimed at promoting gender equality and women's rights, but most of its commitments are yet to be implemented. Uganda is a signatory to the Universal Declaration of Human Rights; the Convention on the Elimination of All forms of Discrimination against Women (CEDAW) and its Optional Protocol, and at a regional level, Uganda has signed the Abuja Declaration, the Additional Protocol to the African Charter on Human and People's Rights on the Rights of Women in Africa.
The Constitution of Uganda of 1995 provides for a system of affirmative action, and in the 9th Parliament (2011-2016), the percentage of women now stands around 35%, a rise of 5% from the outgoing Parliament. But this success has been undermined by the fact that compared to the 8th legislature more women have been elected on the affirmative quota than through the constituency. This poses the critical question of women competiveness to cover the gap leading to effective parity representation of women and men.
Progress has also been made at lower levels of government where there is a one third women's quota set by the Local Government Act. The percentage of women district councillors has risen to 46.8% compared to men at 53.2%.
The 2016 Parliamentarian election offers a unique opportunity for women to strengthen their gains and seek representation beyond affirmative action quota, and clearly define a common agenda on which various stakeholders will be held accountable. To ensure women's effective participation to the up-coming parliamentarian election UN WOMEN seeks to document the experience of women's political leadership by conducting an extensive research on their participation in the Parliament of Uganda, including the lessons learned from the 2011 campaigns and electoral process es , the role played by political parties and CSO in this domain and implications for the way forward. UN Women will also produce two (2) knowledge products.
Purpose:
The purpose is to produce a high-quality, publishable research study on women's political participation including the role and influence of state institutions, political parties and civil society organisations in transforming their experiences. Two knowledge products will also be published, an 'Election Journey' including detailed information on the legal and institutional framework of the election process, how to access information, how to become candidate, how to run an election campaign and the voting day and (2) a Facts sheet giving a snapshot of the status of Women in Political leadership in Uganda at national and local levels .

Under the overall guidance of UN Women's Country Representative, in close collaboration with the assistant Researcher, the Senior Consultant will be responsible for the following key functions:
  • Develop a Concept Note on the Proposed Study, inclusive of a detailed budget.
Develop a detailed Research Plan for the gathering of quantitative and qualitative data and information which will inform the study's content and analysis.
This research plan should include the following components:
  • Aim of the study;
  • Theoretical Framework;
  • Rationale for the Study;
  • Research design and methodology;
  • Guiding research questions;
  • Data collection methods, including list of potential interviewees;
  • Data analysis;
  • Time-frame and work plan;
  • Convene and facilitate a meeting to share the Research Plan and Research Instruments to assure quality of the research design and methodology before field research begins;
  • Develop a detailed bibliography and list of documents for the literature and document review;
  • Conduct literature and document reviews, field research and conduct interviews as per the research design and methodology;
  • Develop a detailed outline of the study's content [Chapters and the information and analysis provided in each chapter] for internal review [UN Women] to guide the analysis and write-up of the study;
  • Write the first draft of the study and circulate for review;
  • Finalize the draft based on comments and inputs.
Development of the Election Journey:
The document should contain
  • Simplified information on the legal framework guiding the Parliamentarian elections;
  • What are the different stages to become candidate and how to fulfill them;
  • What is the role of the Electoral Commission and the judiciary;
  • What is the role played by political parties in proposing candidates;
  • How to become an independent candidate;
  • What are the rules and regulations of the Electoral Campaign;
  • How to become a voter;
  • How to vote.
Development of the Fact Sheet:
  • The document should contain
  • Number of women in parliament;
  • Women parliamentarians elected through the voters list and those elected through the constituency list and district they represent;
  • Number of women in local councils;
  • Graphics showing the level of women representation in the different districts and regions of the country.
Deliverables:
  • Concept Note;
  • Research Plan which includes time-frame and work plan;
  • Instruments for conducting interviews and gathering data and information;
  • Bibliography of sources;

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In pursuit of women's equality, UN Women in Uganda supports women's leadership and participation in decisions making at all levels that affect their lives. UN Women intervention will focus on defining and implementing a strategy to increase the representation and influence of women in political leadership at national and sub-national level, in preparation for the forth-coming (2016) elections. UN Women's contribution will aim at influencing political parties and institutional structures in charge of elections to create an enabling environment for women's political participation. Through partnership development with women's organisations, UN Women will support a non-partisan political dialogue to create a common agenda by identifying women's key priorities that will serve as a platform to commit political parties to propose specific actions to promote women's rights in the targeted areas. UN Women will also build capacities of women leaders and candidates and available technical support for their effective participation in different processes. The Government of the Republic of Uganda has ratified most of the international and regional instruments aimed at promoting gender equality and women's rights, but most of its commitments are yet to be implemented. Uganda is a signatory to the Universal Declaration of Human Rights; the Convention on the Elimination of All forms of Discrimination against Women (CEDAW) and its Optional Protocol, and at a regional level, Uganda has signed the Abuja Declaration, the Additional Protocol to the African Charter on Human and People's Rights on the Rights of Women in Africa. The Constitution of Uganda of 1995 provides for a system of affirmative action, and in the 9th Parliament (2011-2016), the percentage of women now stands around 35%, a rise of 5% from the outgoing Parliament. But this success has been undermined by the fact that compared to the 8th legislature more women have been elected on the affirmative quota than through the constituency. This poses the critical question of women competitiveness to cover the gap leading to effective parity representation of women and men. Progress has also been made at lower levels of government where there is a one third women's quota set by the Local Government Act. The percentage of women district councillors has risen to 46.8% compared to men at 53.2%. The 2016 Parliamentarian election offers a unique opportunity for women to strengthen their gains and seek representation beyond affirmative action quota, and clearly define a common agenda on which various stakeholders will be held accountable. To ensure women's effective participation to the up-coming parliamentarian election UN WOMEN seeks to document the experience of women's political leadership by conducting an extensive research on their participation in the Parliament of Uganda, including the lessons learned from the 2011 campaigns and electoral processes, the role played by political parties and CSO in this domain and implications for the way forward. UN Women will also produce two (2) knowledge products. Purpose:The purpose is to produce a high-quality, publishable research study on women's political participation including the role and influence of state institutions, political parties and civil society organisations in transforming their experiences. Two knowledge products will also be published, an 'Election Journey' including detailed information on the legal and institutional framework of the election process, how to access information, how to become candidate, how to run an election campaign and the voting day and (2) a Factsheet giving a snapshot of the status of Women in Political leadership in Uganda at national and local levels.The objective of the Research Assistant work is as follows:
  • Under the supervision of the Senior Consultant, support data collection to document women's experience in political participation with a specific focus in their involvement in parliamentarian elections;
  • Under the supervision of the senior consultant, contribute to draft a report that documents women's experiences as successful and unsuccessful candidates to parliamentarian elections from affirmative action/constituency list/; the challenges they have faced; the coping strategies they have put in place, the role played by political parties and civil society organisation and its impact on their experiences;
  • In collaboration with the Senior Consultant propose recommendations on how to support women's needs as candidates;
  • Under the supervision of the Senior Consultant support data collection and development of the ‘Election Journey';
  • Under the supervision of the Senior Consultant support data collection and production of the Fact sheet on women's political participation.
Duties and Responsibilities
Under the overall guidance of the Senior Consultant the Research Assistant will be responsible for the following key functions:
  • Support the development of a Concept Note on the Proposed Study;
  • Participate to the development of a detailed Research Plan for the gathering of quantitative and qualitative data and information which will inform the study's content and analysis. This research plan should include the following components;
  • Aim of the study;
  • Theoretical Framework;
  • Rationale for the Study;
  • Research design and methodology;
  • Guiding research questions;
  • Data collection methods, including list of potential interviewees;
  • Data analysis;

Background

Uganda is a signatory to many international and regional human rights protocols including the Universal Declaration of Human Rights, the Protocol to the African Charter on the Rights of Women, Convention of the Elimination of Violence Against Women (CEDAW); Dakar Platform for Action; Beijing Platform for Action; African Plan of Action to Accelerate the Implementation of the Dakar and Beijing Platforms for Action for the Advancement of Women; UN Resolution 1325 on Women, and Peace and Security, and UN Resolution 1820. These instruments call on member states to among other things improve the legal environment and put in place laws and policies that will protect citizens from all forms of violence, discriminative practices and address any gender imbalances that promote inequalities between men and women.
The Government of the Republic of Uganda has taken important steps to strengthen the protection, promotion and fulfillment of women’s rights as enshrined in international law as well as national legislations. Uganda has got a National Gender Policy (2007) and Action Plan in place and addition the Government has finalized a GBV Action Plan. The following relevant laws have also been enacted to deal with the problem of VAWG and GBV: Domestic Violence Act (2010), the Prohibition of the Female Genital Mutilation of Act (2010) and the Anti-Human Trafficking Act (2010).
Notwithstanding these efforts to establish a conducive legal framework, polices and relevant programme, Violence against Women and Girls remain a serious problem in Uganda. The Uganda Demographic and Health Survey (UDHS) 2011 shows that 56% of women aged 15-49 have experienced physical violence at least once since age 15. The 2012 DHS noted that 58% of women agreed that it is justified for a man to beat his wife under certain circumstances. The implementation of the existing legal frameworks (such as the Domestic Violence Act 2010, The Prohibition of Female Genital Mutilation Act 2010 and the Anti-Trafficking in Human Persons Act 2010) and polices have been very slow. There are number of challenges: including the lack of sustained efforts by both police and courts to enforce the laws, lack of training for lawyers, judges and police in the application of the law, high attrition in the justice delivery chain, and lack of information for women, especially in rural areas, about their rights and on how to interact with the justice system. Furthermore, there is a weak referral system between police, legal aid providers and justice delivery structures in handling EVAW cases.
Since 2000, UNIFEM/UN Women has been contributing towards various initiatives to combat violence against women and girls in Uganda. Work on this area has mainly focused on strengthening legal and justice delivery structures both in the formal and informal systems, as well as advocating for progressive legislations and policies that protect the human rights of women. UN Women is currently implementing and coordinating several large Joint Programs, among them the UN Joint Programme on Gender-Based Violence; UN Joint Programme on Gender Equality; two peace building projects (From Communities to Global Security Institutions: Engaging Women in Building Peace and Security, and Peace building and Enhancing protection systems - Gender Promotion Initiative). All these interventions provide the opportunity for UN Women to develop a comprehensive and strategic framework to better guide its work in this critical area.
UN Women is hiring a local expert consultant to develop an EVAW/G Strategic Framework Document and a Funding Proposal that builds on its past and current interventions and addresses UN Women’s comparative work in this area. The consultant will work together with an International consultant who will provide the lead role.

Duties and Responsibilities

The overall objectives of the consultancy are:
  • To develop a strategic framework to guide the work of the UN Women Uganda Country Office on the EVAW/G for the period 2014 – 2017 and;
  • To develop a programme document which is aligned to UN Women Global Corporate Strategy 2014-2017. The program document should have a long-term vision to take into account the new UNDAF (2016-2020) and national planning cycles.
Consultations to develop the Strategic Framework Document and the Funding Proposal:
  • In the process of developing the two documents, the consultant will hold 2 stakeholder consultations with key national partners and donors to solicit partnership on EVAW/G;
  • Inputs from key UN Women Staff both in Uganda, Regional Office in Nairobi and EVAW/G Policy Division in HQ will be sought to ensure that UN Women core mandate and comparative advantage are incorporated into both documents;
  • The consultant will assist the Country Office to present the Funding Proposal to UN Women Project Appraisal Committee. The consultant will revise the Proposal based on the recommendations of UN Women Project Appraisal Committee and submit final version to the Country Office.
 Task of the Consultant:
    Development of UN Women Uganda EVAW/G Country Strategy:
    • Conduct desk review of key UN Women program documents such as the relevant documents of the JP-GBV, JP-GEWE, Program on Access to Justice, Joint Program on Communities to Global Securities,   UN Women Country strategy & Annual Work plan 2012- 2013, UN Women Global Strategy 2012-2013, the UNDAF 2013-2016, Government of Uganda draft Policy and Action Plan on GBV(2007), etc;
    • Provide a summary on situation /context of violence against women and girls in Uganda, types, data in terms of the magnitude of the problem;
    • Conduct thorough analysis which indicate UN Women comparative advantage /value addition in VAW/G/GBV programming in Uganda, including technical and human resources required to deliver on the strategy;
    • Undertake a quick mapping of the actors/interventions supporting response and prevention, highlighting existing gaps in VAW/G/GBV programming;
    • Propose geographical areas where UN Women’s EVAW should be carried out, based on the findings of the field missions to Gulu, Moroto and Western Uganda;
    • Include lessons and best practices from the region and elsewhere that have had successful impact. In the strategy explain the effective tools and strategies to respond and prevent Violence against Women and Girls;
    • Identify strategic partnerships for UN Women to deliver on the strategy;
    • The integrated strategy should be based on the foundations of gender equality and human rights, within a vision of ending violence against women and within the UN principle of delivering as one.
     Development of Funding Proposal on EVAW/G:
    The product document should contain the key elements of UN Women Program Document format, highlighting the following:UN Women’s role and comparative advantage;
    • Contextual analysis;
    • Guided by the UN Women annual work plan for 2014/2015 include the priority areas that UN Women should focus on, highlight different approaches, effective strategies, good practices along with challenges and gaps in relation to EVAW/G;
    • Build synergies between EVAW/G important national processes such as the new National Gender Policy; the 2016 elections, etc;
    • Identify direct and indirect beneficiaries;
    • Specific strategies and activities;
    • A clear description of the programme management and implementing modalities. A log frame, budget framework with annual work plan for the various proposed activities, with outcomes, outputs, indicators, activities;
    • Identify potential donor(s) to fund the program.
    Deliverables:
    • Methodology and Work plan;
    • Strategic framework Document on VAW/G in Uganda 2014-2018;
    • Program Document for Funding, in the UN Women Program Document Format, including: Theory of Change, M&E Framework, Contextual Analysis and Justification, Results Based Framework, Budget, including TOR for staffing of the Program, etc.
