DUTIES AND RESPONSIBILITIES
This post is located in the Finance and Budget Section, in the Programme Support and Management Services, at the Office of the High Commissioner for Human Rights.
Under the supervision of the Chief of the Finance and Budget Section, the incumbent:
  • Prints relevant e-mails communications, IMIS records and collection of relevant supporting documents; prepares the Notification of Funds (NOF) document for review by the Contributions Assistant/Officer; scans and distributes NOFs, and posts them on the Intranet.
  • Is in close liaison with UNOG Treasury; keeps a filing system for Receipt Vouchers (RV); enters RV date in tracking system; follows up on outstanding RVs.
  • Prepares financial tables upon instruction from the Contributions Assistant/Officer.
  • Prepares standard financial statement in Excel upon request by Contributions Assistant/Officer; proposes improvements as required, based upon experience with the contributions database.
  • Provides general clerical support function for the Unit, maintains filing system, send facsimiles, scans documents and ensure good flow of documents in the Unit.

MANDATE OF THE DEPARTMENT:
Our mission is to effectively position UNAIDS and our issues with key audiences and to create, manage and share knowledge with partners in the AIDS response.
Main tasks and Responsibilities of the Position:
Under the general supervision of the Responsible Manager, the incumbent provides secretarial and administrative support, working closely with others.
Administration:
- Screen incoming calls, emails, and correspondence and handle telephone queries, taking appropriate action. Manage the calendar of the Responsible Officer including setting up of meetings and preparation of day file with background materials; and coverage arrangements in the absence of the supervisor. Draft and prepare correspondence based on instructions or on own initiative. Edit and proof-read general correspondence and memorandums before signatures by the Responsible Officer. Draft presentations in PowerPoint.
- Track implementation rates for various budget sub-categories; coordinate reprogramming exercises, undertake regular review of un-liquidated obligations and take action accordingly; assist the responsible officer in drawing up the budget; tracking extra budgetary spending and preparing draft reports to donors, using the Enterprise Resource Planning system (ERP).
- Prepare or oversee the preparation of, and manage the division/team contracts and agreements ensuring conformity with UNAIDS administrative requirements, including through the tracking of deliverables and payments.
- Monitor the contractual status of staff using ERP and other tools, drawing to the attention of the responsible officer regarding contract ending dates in a timely manner; initiate extensions where necessary; monitor due dates of performance evaluation reports, and coordinate travel and leave calendar.
- Manage the planning of meetings organized or supported by division/team, conference calls and video conferences. Organize regular divisional/team meetings; including but not limited to drawing up agendas and supporting documentation; preparing notes for the record and action plans; following-up on action items and deadlines.
- Support the harmonisation of administrative and management systems within the division/team, and share experiences with other relevant divisions/teams; develop and maintain the filing system; coordinate quarterly travel plans and responses to requests from Executive Officer (EXO) and Deputy Executive (DXD) Programme and the Director; handle all aspects of travel arrangements for the supervisor and other staff/ consultants.
Communications:
- Update and maintain the database of media contact and journalists for corporate communication liaison and relationship management; to ensure the database is thorough, accurate and up-to-date.
- Coordinate translation of press materials and web content; review, edit, proof-read and format if necessary corporate communication messages in various languages before it's disseminated to the media, UNAIDS field staff and Cosponsors and/or posted on UNAIDS website.
- Format templates and disseminate press materials in various languages to the media, UNAIDS staff and Cosponsors.
- Provide assistance in areas of multimedia and social media related to communication campaign projects.
- Handle telephone and media enquiries by referring to appropriate staff.
- Responding to journalists requests for information and data in consultation with Communications Managers.
- To provide administrative support related to travel arrangement for staff in the communications team.
- Perform other related duties as assigned, including replacing and backstopping for others as required.
Web publishing:
- Act as single point of contact for web platform team workflow (track and respond multi-lingual web publishing requests from all departments, documents and web stories before publishing).
- Perform regular quality assurance checks for all four language web sites (site integrity checks, fix broken links, orphan pages, page synchronization, etc.).
- Approve, reject electronic documents in web document profiling application, manage online publications and corporate e-documents in web repository.
- Provide partial and second line web publishing support (including publications, feature stories, multimedia, press materials and other) using CMS, ticketing system and other publishing tools as needed, back up web officers as needed.
- Provide back up support in multimedia, photo and video galleries.
- Undertake related assignments as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
Completion of secondary school, complemented by secretarial and administrative training, including training in the use of office systems. ICDL (International Computer Driving Licence) Core Certification.
Desirable:
Higher education. Additional technical training in web publishing software (Content Management Systems) would be an asset but can also be on-the-job training once on board.

OBJECTIVES OF THE PROGRAMME :
The overall objectives of the Polio Eradication Initiative are to lead the global eradication efforts of national governments and the global polio eradication partnership to interrupt the transmission of poliovirus worldwide, certify eradication, eventually stop the use of oral poliovirus vaccine, and help establish the legacy of the polio eradication initiative. The immediate strategic objective is to implement WHO's polio emergency plans and coordinate those of the Global Polio Eradication Initiative (GPEI) partnership in support of national emergency eradication efforts in polio-infected countries and areas.
Description of duties:
1. Manages the Strategy Support and Coordination Unit in Polio Operations and Research (POL), and oversees, guides and supports the work of team leaders and staff within the unit to ensure that the priority global functions of each team are performed efficiently and effectively.
2. Guides the development of team and individual work plans, monitors the work of unit teams, directly supervises team leads and is responsible for completion of their performance evaluations.
3. Supports the country operations information needs of POL and the other units in the Department and coordinates with the Programme Operations and Cluster Management (PCM) team on human and financial resource allocation.
4. Coordinates with the relevant regional office the key programme strategic and technical support functions to ensure quality of Supplementary Immunization Activities (SIAs), surveillance for poliovirus, and outbreak response.
5. Oversees coordination of SIA planning, international vaccine supply, deployment of human resource surge and technical expertise.
6. Coordinates with the relevant regional office, and partner agencies, inputs into strategic planning in priority countries, including supplementary vaccination plans, strategies to reach special populations, and support to increase routine immunization coverage in specific areas.
7. Coordinates the international component of the emergency response to polio outbreaks.
8. Identifies and appoints an outbreak response manager for each major event.
9. Ensures the development of the emergency outbreak response plan and mobilizes human resources, vaccines, and other logistics to ensure an immediate and robust outbreak response and applies and monitors the achievement of outbreak response performance standards.
10. Coordinates the development of technical guidelines for special immunization activities and programme operations in high risk areas and guides the development of strategic plans for mitigating risks of outbreaks due to wild or vaccine-derived poliovirus.
11. Ensures that human resource gaps are tracked in priority regions and countries and coordinates the emergency human resource surge and deployment of consultants, staff, as well as personnel from partner agencies in close collaboration with the PCM team. This includes providing oversight to the training, coordination and deployment of the STOP (Stop Transmission of Polio) teams ensuring their presence and effectiveness in priority areas in collaboration with CDC.
12. Ensures alignment of global SIA plans with available oral poliovirus vaccine (OPV) supply on at least a quarterly basis.
13. Takes immediate steps to address vaccine shortfall due to unanticipated demands.
14. Ensures clear understanding and robust analysis of vaccine demands and supply situation based on SIA plans and outcomes of ongoing risk analyses.
15. Oversees close coordination with UNICEF, monitors, analyzes, and reviews models of vaccine needs, and shares information on SIA plans and vaccine demand and supply situations with regions and partner agencies.
16. Ensures accuracy and reliability of vaccine forecasting information in collaboration with UNICEF and other partners, for internal planning and for discussions with manufacturers that guide production of sufficient vaccines needed by the programme.
17. Collaborates closely with the Security and Access Support Unit to align country plans with the security and access situation in priority areas.
18. Supports country teams and partners in developing operational strategies that enhance safe access of the programme staff in insecure areas.
19. Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential
  • Advanced degree in a health discipline.

  • Medical degree or Masters level degree in epidemiology or public health.

Background
UNDP recognizes that the growing risks and impacts of climate change and the accompanying loss of ecosystem services requires the world to urgently invest in a new green development paradigm. Based in UNDP's Bureau of Development Policy and its Environment and Energy Group, the UNDP-Global Environment Facility (GEF) unit helps developing countries make green, low-emission and climate-resilient development not only possible, but also economically attractive. To achieve this, it works closely with UNDP Country Offices to help countries develop and implement programmes and projects which advance their capacity to put in place the right mix of regulatory and financial incentives, remove institutional and policy barriers, and create enabling environments that attract and drive private sector investment into green development. The strategic objective of the Green, Low-emission and Climate-resilient Development Strategies (Green LECRDS) team is to support countries to attract and direct public and private investment towards catalyzing and supporting sustainable economic growth through, for example, long-term integrated planning and visual mapping, public private partnerships for innovative financing and technology, hazard and climate resilient building and infrastructure and communities based adaptation. The Green LECRDS team manages UNDP-supported initiatives in countries financed by the Least Developed Countries Fund (LDCF), Special Climate Change Fund (SCCF), Global Environment Facility (GEF) Trust Fund, Adaptation Fund (AF), bilateral, and other sources of financing. The intern will work closely with the Green LECRDS team to further develop knowledge platforms and products which capture and share lessons learned and best practices from these country-led initiatives.
Duties and Responsibilities
The Intern will primarily be involved in the content building of the UNDP Adaptation Learning Mechanism (UNDP-ALM) platform and development of various knowledge products. S/he will report directly to the Senior Technical Advisor (STA) for Adaptation in the Green LECRDS team, and will work closely with other members of the team. Under guidance by the STA and Green LECRDS team, the main tasks of the Intern include the following:
  • Maintain, add, and update content to the UNDP-ALM platform and promote its use and implementation, particularly the stimulation of exchange of information and experiences within and among the various user groups;
  • Prepare draft communications to send to users of the UNDP-ALM platform, including how to access and upload resources;
  • Assist in the preparation of training materials for UNDP-ALM users;
  • Assist in ensuring the resource library is populated with high-quality content in multiple languages and that updates are disseminated to site visitors;
  • Support the development of content management procedures for UNDP-ALM to ensure users can easily load and search for content;
  • Conduct research on and create Project Briefs for various projects under the Green LECRDS portfolio;
  • Assist with development of various knowledge products for the Green LECRDS portfolio, including but not limited to, Projects Briefs, Case Studies, Newsletters, etc.;
  • Assist with social media outreach and information dissemination-related activities;

Education

Experience

Demonstrated record of publishing scholarly papers in open and peer reviewed literature. Familiarity with science management and policy decision processes at the national and international levels. Demonstrated ability in science communication to policymakers, and in resource mobilization through voluntary contributions and competitive proposals.
Other requirements
The ability to establish and maintain professional contacts at a senior level within the three WCRP sponsoring agencies (WMO, ICSU, IOC of UNESCO) and other organizations involved in climate research. Exposure and sensitivity to a multicultural environment; demonstrated capability for original thought and initiative, maturity of judgment and the ability to lead a team or participate effectively as a team member would be a definite advantage. Ability to write scientific reports, documents and correspondence in English and to produce final texts and tables using modern multimedia software and hardware; familiarity with budgeting and costing and acquisition of goods and services through competitive process. Knowledge of major global development initiatives and the expected role of climate science and services in sustainable development.
Languages
