THE ORGANIZATIONAL SETTING
The Head, Field Personnel Administration and Entitlements Unit (FPA) of the Field Personnel Section (FPS) determines and administers the conditions of services of Technical Co-operation Bureau Field Project staff, experts and consultants recruited against Project Funds, in accordance with the provision of the Field Services Staff Rules and the Technical Co-operation Bureau (TCB) Personnel Instructions Manual as well as other United Nations (UN) Common System Administrative recommendations and decisions. The Head, Field Personnel Administration and Entitlements Unit reports to the Chief, Field Personnel Section (C/FPS) of TCB. The incumbent supervises all Professional and General Services staff of the Unit.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Manages Field Personnel, Experts and staff, achieving results such as:
  • Administer all field personnel matters associated with contractual arrangements of ICAO project personnel, from appointment until separation from service which includes, inter alia, the provision of support and guidance to FPA staff on interpretation of Field Service Staff Rules and Personnel Instructions related to salary and allowance, leave, education grant, travel, pension, compensation for illness, injury, loss of personnel effects, appointments, promotions, transfer, secondment, extensions, separation, retainer contracts, shortening of contracts, accident and medical insurance, immigration documentation, releases and other related matters.
  • Validate, review for accuracy and certify documents of authorization of payment of salary, allowances and miscellaneous entitlements based on hardship mobility.
  • Study, analyse and prepare reports on matters relating to conditions of service for international and locally recruited professional project staff, experts and locally recruited staff, National Officers, and General Service category, with particular reference to recommendations and decisions of the Consultative Committee on Administrative Questions (CCAQ), International Civil Service Commission (ICSC), Administrative Committee on Coordination (ACC), United Nations Department of Safety and Security (UNDSS) and other Inter-Agency bodies.
  • Plan and direct the implementation and maintenance of appropriate system for the retrieval of staff data required for regular and adhoc statistical reports.
Function 2 (incl. Expected results)
Manages the performance of the staff of the Unit (FPA), achieving results such as:
  • Supervise and direct the activities of FPA staff to ensure orderly, timely and reliable administration of conditions of service of field personnel.
  • Ensure that commitments with respect to Technical Co-Operation experts are correct, as far as remuneration and related benefits and entitlements are concerned, and in accordance with the applicable regulations, rules, practices and procedures.
  • Draft instructions for Field Services staff and other directives relating to salary and allowances, pension, compensation and other salary entitlements, including salary upgrading.
  • Develop and implement a comprehensive evaluation report including questionnaire for Project Coordinators and field staff at large.
  • Ensure regular follow-up on and timely completion of the PACE reports of FPA staff.
  • Advise staff assigned to FPA on learning opportunities as well as providing coaching as required.
Function 3 (incl. Exp ected results)
Coordinates with the other Sections in TCB, achieving results such as:
  • Ensure maintenance of rulings and precedents for future reference and application in staff benefits administration.
  • Participate in the preparation of correspondence informing and/or instructing individual field staff and Field Project Managers on policy, rules, practice and procedures as they relate to appointments, transfer, separation and benefits.
  • Plan, analyse and address procedural and operational problems related to field personnel as they occur and verify the accuracy of contracts prepared for field service experts.
  • In coordination with the Field Operations Section (FOS), brief staff on entitlements and benefits and process implementation of their entitlements and benefits.
  • In coordination with FOS and the Procurement Section (PRO), manage the separation of field experts.
  • Coordinate with FOS and PRO the Performance Evaluation Report for field personnel.
  • Oversee medical evacuations of staff members on mission, experts assigned to projects as well as oversee repatriation of any deceased staff member and /or their eligible dependents.
  • Assist in the recruitment of General Service staff contracted under projects.
  • Prepare annual reports and ensure that the staffing table for Project staff is being updated.
  • Plan to revise and harmonize the use of Individual Contracts, Special Service Agreements (SSA), International Organization for Standardization (ISO) and AGRESSO system in TCB.
Function 4 (incl . Expected results)
Leads and manages Field Personnel Action Systems, achieving results such as:
  • Supervise the activities relating to the Personnel Action Systems on appointments, including verification of documents to substantiate entitlements, introduction of employee to payroll system by authorization of salary and allowances in accordance with terms of contracts and pension fund, if applicable, verify banking instructions and currencies requested in relevant countries, supervise processes of allowance hospitality, non-removal hardship, dependency, post adjustment and daily subsistence allowance, assignment grant relevant to duty station, process applications for rental subsidy/deductions, calculation, and reconciliation of operational assistance (OPAS) stipend, validation, restoration and entry into United Nations Joint Staff Pension Fund.
  • Ensure the timely preparation of statistical data of Technical Co-operation field staff for management purposes.
  • Coordinate common system surveys on conditions of service in coordination with Human Resources.
  • Propose revision of Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAP) local salary scale, upon request from Member State.
Function 5 (incl. Expected results)
Leads, supervises and manages the Quality Management System (ISO 9001 -2208) in FPA, achieving results such as:
  • Plan and participate in the development and implementation of the processes and procedures for the ISO 9001 – 2008 implementation and certification of FPS.
  • Prepare FPA for the ISO audits and maintain the ISO certification on a yearly basis.

Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Education al background An advanced level university degree (Masters' degree or equivalent, which should be substantiated by the applicant) in Human Resource Management, Business Administration or Social Sciences or in a related field, is required.
Professional experience and knowledge - Essential
  • Considerable experience (preferably ten years) in Human Resources Management, staff administration and field personnel, including a minimum of three years within the United Nations Common System, or International Organization.
  • Demonstrated professional competence in the delivery of effective administration of staff entitlements and benefits.
  • Skills and experience should be particularly strong in the case of analysis, discipline procedures, planning and organization.
  • Strong communication skills - both written and verbal.
Professional experience and knowledge - Desirable
  • Knowledge of best practices of UN Common System, and ability to interpret and apply Field Services Staff Rules and Regulations, Field Personnel Instruction Manual. Experience in using contemporary enterprise resource planning (ERP) systems as well as other electronic systems and applications is an asset.
Language Skills
Fluent reading, writing and speaking abilities in English are essential.
A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).

THE ORGANIZATIONAL SETTING
The Legal Affairs and External Relations Bureau (LEB) provides advice, guidance and assistance to the Secretary General and through him to the various bodies of the Organization and to ICAO Member States, on legal and external relations matters. With regard to legal matters, the Bureau is responsible for: the general development of air law; the provision of legal advice on international law and air law; and the performance of the treaty depositary functions of the Organization. The Bureau is the focal point for all matters related to the functions of the Supervisory Authority of the International Registry, which was established pursuant to the Cape Town Convention and the Aircraft Protocol. With regard to external relations matters, the Bureau is responsible for: maintaining close and harmonious working relations with Member States; serving as focal point for the Organization's relations with the Host Government; carrying out liaison and protocol functions; and monitoring and providing policy guidance and advice on current political events which might affect ICAO. The incumbent reports in the first instance directly to Legal Officer (International Registry Focal Point) who provides general guidance and with whom s/he consults on complex technical issues. The Director of the Bureau will provide instructions on special tasks.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Prepares correspondence and documentation relating to the International Registry, achieving results such as:
  • Reliably researching a range of legal and other issues related to the operation of the International Registry (e.g. computer assisted searches using the internet, intranet or other databases), and clearly and concisely presenting findings.
  • Contributing to the content of reports of the Commission of Experts of the Supervisory Authority of the International Registry (CESAIR), reports to Parties to the Cape Town Convention and Aircraft Protocol, working papers, State letters, facsimiles, minutes, circulars, notices, etc., related to the functions of the Supervisory Authority of the International Registry and other LEB areas, as required, often of a confidential or urgent nature.
  • Contributing to the content of material for sessions of the Legal Committee (LC) and the Legal Commission.
  • Compiling documentation for International Registry related meetings including CESAIR, sessions of the LC and other conferences/working groups.
  • Drafting, editing, proofreading and finalizing for signature/approval a variety of correspondence and other communications, and specialized legal documentation.
  • Establishing and maintaining files/records (electronic and paper).
Function 2 (incl. Expected results)
Performs quality control functions relating to the International Registry, achieving results such as:
  • Validating, drafting, editing and conducting final check of a variety of specialized documentation, legal publications and related correspondence for accuracy and completeness in conformity with established procedures (e.g.
  • Regulations and Procedures for the International Registry, Rules of Procedure for CESAIR).
  • Proposing amendments for clarity and/or improvement of style to Supervisors where necessary.
  • Creating PowerPoint presentations and Excel worksheets on Cape Town/International Registry matters.
  • Establishing methods for ensuring that priorities and deadlines are met.
  • Ensuring the application of appropriate policies, guidelines and procedures.
Function 3 (incl. Expected results)
Provides effective assistance with monitoring Cape Town and International Registry activities, achieving results such as:
  • Providing the Supervisors with International Registry compliance management support.
  • Maintaining a body of legal reference files, primarily on Cape Town and International Registry matters, both paper and electronic, to ensure rapid retrieval of critical information; conducting reference searches upon request; reviewing material and determining appropriate file category; identifying material for inclusion in files; and coordinating with Archives on storage and retrieval of files.
  • Maintaining and updating detailed 'index sheets' and ensuring that all related correspondence and other documentation are appropriately filed and followed up as necessary.
  • Maintaining file movement records, verifying for completeness.
Function 4 (incl. Expected results)
Coordinates services for meetings, videoconferences and teleconferences, achieving results such as:
  • Contributing to the preparation of pre-, in- and post-meeting documents, preparation of reports and summaries, notes for the Chairman, Director and Legal Officers as appropriate, coordinating with various Bureaus, editing working papers and other documentation for the meetings.
  • Preparing for meetings and videoconferencing by booking conference rooms, arranging for interpretation as appropriate. Providing technical and logistical assistance for meetings arrangements and servicing.
  • Responding to inquiries, obtaining background information and drafting correspondence.
Function 5 (incl. Expected results)
Coordinates with the Language and Publications Branch (LPB) on the submission of job requisitions, achieving results such as:
  • Ensuring accuracy and timely translation and production of material, e.g. new editions of the Regulations and Procedures for the International Registry, Rules of Procedure for CESAIR.
  • Providing specific instructions and marking up previous references, etc. prior to sending work to LPB.
  • Submitting jobs for translation and editing through the Electronic Documents and Enquiry Network (EDEN).
Function 6
Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
  • Educational background
  • Diploma of college studies (DEC) or equivalent is required; paralegal training or a higher level training, e.g.
  • legal training, is highly desirable.
Professional experience and knowledge - Essential
  • A minimum of six years' experience in administrative/paralegal support, preferably including some experience with the Organization, an international organization or a government.
  • Knowledge of organizational legal framework, relevant legal processes, procedures and terminology for review, examination, preparation and processing of legal documents.
  • Ability to conduct research using diverse legal research sources (including electronic sources on the internet, intranet and other data bases).
  • Ability to review and synthesize information and present findings and recommendations in a required format. Knowledge of information management, classification and retrieval systems.

Professional experience and knowledge - Desirable

THE ORGANIZATIONAL SETTING
The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community. The Information and Communication Technology Section (ICT) is a service provider which plans, acquires or develops and manages the Organization's information systems and infrastructure, including internal and external network communications; ICT also establishes security, hardware and software standards, policies and guidelines for information systems. The Knowledge Management Group has been established within ICT to engage business stakeholders in developing solutions targeted at fulfilling their operational mandates. The solution development, priority and focus of the team target systems with revenue generating potentials and those contributing significantly to the nurturing, preservation and maintenance of ICAO's knowledge assets. The incumbent supervises and leads some staff within the Knowledge Management Group. The supervisory level includes technical supervision, coaching and training if necessary, as well as performance evaluation, delegation and distribution of tasks and decision on priorities. The incumbent leads e-business related IT solution delivery projects for revenue generation across the organization. Until assigned to a planned ICT unit, the incumbent reports directly to the Chief, ICT in Information Management and General Administrative Services (IAS)/ADB, with whom s/he consults on complex technical issues, on project's progress and to coordinate priorities and delivery timelines.
MAJOR DUTIES AND R ESPONSIBILITIES
Function 1 (incl. Expected results)
Implements and maintains ICT systems and associated frameworks, achieving results such as:
  • Manage projects from feasibility study stages to systems analysis, design and development to roll out.
  • Develop detailed system and other functional specifications for Organization-wide systems.
  • Provide specialized advice to users, analysing requirements and translating these into new applications.
  • Oversee maintenance, upgrades or enhancement to existing systems; supporting troubleshooting and continuing user support, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  • Oversee maintenance of computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls considering both local and wide area issues.
  • Research, analyse and evaluate new technologies and make recommendations for their deployment.
  • Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • Handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
  • Provide guidance to, and may supervise, new/junior staff, consultants, etc.

Coordinates ICT dimensions of e-business related activities, achieving results such as:
  • Coordinate and provide technical advice for the implementation of client-relationship related projects: Client Relationship Management, Electronic Conference Management, Digital Rights Management, and Electronic Commerce, according to the respective project documents.
  • Participate in the support, and technical assistance, to ICAO Secretariat in the ICAO Knowledge Management initiative, contributing to the development of new strategies and reviewing and adapting current processes and methods to them.
  • Support and provide technical assistance and training to ICAO Regional Offices for client management initiatives and tools.
Function 3 (incl. Expected results)
Implements agreed strategies to support best practices in e-business, achieving results such as:
  • Oversee the implementation of defined e-business strategy with ICAO clients and partners.
  • Collaborate with Bureau business owners to develop, document, and plan the performance of their revenue generating assets.
  • Participate in creating customer analysis, testing, piloting and roll out of new products, plans and strategies.
  • Promote the ICAO brand of quality and ensure that products meet quality standards.
  • Develop cost proposals for contractual services, oversee the technical evaluation of proposals received and manage the contract service.
Function 4 (incl. Expected results)
Manages portfolio of projects targeted to meet ICAO IT and Product and Revenue Management (PRM) needs, achieving results such as:
  • Create and manage project plans ensuring that project's resources are properly balanced and project's milestones are delivere d in a timely manner.
  • Coordinate relationships among project stakeholders ensuring that proper communication is in place.
  • Ensure that risk management policies are applied and properly handled avoiding project delays.
  • Apply and oversee the use of PRINCE2 methodology for managing internal (Bureau's subject matter experts and groups) and exter nal ICAO clients (users of ICAO's products).
  • Report periodically to management regarding resource usage and project issues.

Supports Knowledge Management, collaborating in the creation of new PRM opportunities, achieving results such as:
  • Participate in the creation of Bureaus' assets that are transformed into products and make recommendations on the various stakeholders' needs.
  • Participate in technical working groups, inter-agency meetings and any other, for a related-to-UN-Knowledge-Management coordination.
  • Suggest marketing and sales strategic direction including an implementation plan for new products and assets.
  • Act as ICT focal point to the PRM Section on aligning ICT capacity and technical planning with PRM Section's marketing and sales implementation plan.

QUALIFICATIONS AND EXPERIENCE
Education al background A first level university degree with specialization in management information systems, or in a related field, is required.
Professional experience and knowledge – Essential
  • Preferably six years' experience in in the development of information products and systems, project management and coordination in civil aviation.
  • Experience and knowledge in the following is an asset: Microsoft Sharepoint, e-commerce systems, project management, programming and information technology.
  • Understanding of the key models and methodologies used in the planning, development, evaluation and management of information systems development. High level of proficiency in the use of new technologies: technical documentation of information systems, including database design, system flowcharting, statistical software and business intelligence systems.
  • Certification in one or more of the following is desirable: PRINCE2, PMI, and ITIL. Excellent communications skills to establish professional credibility in advocating the adoption of associated best practices. Demonstrated ability to work collaboratively in teams.
Professional exper ience and knowledge – Desirable
  • Familiarity with the work of ICAO and its Standards and Recommended Practices relating to aviation security and facilitation as well as other ICAO Annexes and documents is desirable.

THE ORGANIZATIONAL SETTING

Typesets Russian publications for printing and electronic publishing, achieving results such as:
  • Preparing page layout, graphics and tables that follow and are consistent in style of presentation with the English electronic files.

Function 3 (incl. Expected results)
Verifies and keeps up to date the Word and PDF versions of publications in Russian, which are regarded in the Organization as the definitive copies of Russian publications, achieving results such as:
  • Preparing consolidated versions of publications for on-line posting.
  • Placing the definitive copies of publications on the ICAO Central Database of documents (ICDB, ICAO-NET, etc.).
  • Preparing reprints of publications, to satisfy print-on-demand needs.

Prepares material for internal or external translators and for external editors and coordinates the work of external editors, achieving results such as:

Professional experience and knowledge
