THE ORGANIZATIONAL SETTING
The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community. The Information and Communication Technology Section (ICT) is a service provider which plans, acquires or develops and manages the Organization's information systems and infrastructure, including internal and external network communications; ICT also establishes security, hardware and software standards, policies and guidelines for information systems. The Knowledge Management Group has been established within ICT to engage business stakeholders in developing solutions targeted at fulfilling their operational mandates. The solution development, priority and focus of the team target systems with revenue generating potentials and those contributing significantly to the nurturing, preservation and maintenance of ICAO's knowledge assets. The incumbent supervises and leads some staff within the Knowledge Management Group. The supervisory level includes technical supervision, coaching and training if necessary, as well as performance evaluation, delegation and distribution of tasks and decision on priorities. The incumbent leads e-business related IT solution delivery projects for revenue generation across the organization. Until assigned to a planned ICT unit, the incumbent reports directly to the Chief, ICT in Information Management and General Administrative Services (IAS)/ADB, with whom s/he consults on complex technical issues, on project's progress and to coordinate priorities and delivery timelines.
MAJOR DUTIES AND R ESPONSIBILITIES
Function 1 (incl. Expected results)
Implements and maintains ICT systems and associated frameworks, achieving results such as:
- Manage projects from feasibility study stages to systems analysis, design and development to roll out.
- Develop detailed system and other functional specifications for Organization-wide systems.
- Provide specialized advice to users, analysing requirements and translating these into new applications.
- Oversee maintenance, upgrades or enhancement to existing systems; supporting troubleshooting and continuing user support, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Oversee maintenance of computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls considering both local and wide area issues.
- Research, analyse and evaluate new technologies and make recommendations for their deployment.
- Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
- Provide guidance to, and may supervise, new/junior staff, consultants, etc.
Coordinates ICT dimensions of e-business related activities, achieving results such as:
- Coordinate and provide technical advice for the implementation of client-relationship related projects: Client Relationship Management, Electronic Conference Management, Digital Rights Management, and Electronic Commerce, according to the respective project documents.
- Participate in the support, and technical assistance, to ICAO Secretariat in the ICAO Knowledge Management initiative, contributing to the development of new strategies and reviewing and adapting current processes and methods to them.
- Support and provide technical assistance and training to ICAO Regional Offices for client management initiatives and tools.
Implements agreed strategies to support best practices in e-business, achieving results such as:
- Oversee the implementation of defined e-business strategy with ICAO clients and partners.
- Collaborate with Bureau business owners to develop, document, and plan the performance of their revenue generating assets.
- Participate in creating customer analysis, testing, piloting and roll out of new products, plans and strategies.
- Promote the ICAO brand of quality and ensure that products meet quality standards.
- Develop cost proposals for contractual services, oversee the technical evaluation of proposals received and manage the contract service.
Manages portfolio of projects targeted to meet ICAO IT and Product and Revenue Management (PRM) needs, achieving results such as:
- Create and manage project plans ensuring that project's resources are properly balanced and project's milestones are delivere d in a timely manner.
- Coordinate relationships among project stakeholders ensuring that proper communication is in place.
- Ensure that risk management policies are applied and properly handled avoiding project delays.
- Apply and oversee the use of PRINCE2 methodology for managing internal (Bureau's subject matter experts and groups) and exter nal ICAO clients (users of ICAO's products).
- Report periodically to management regarding resource usage and project issues.
Supports Knowledge Management, collaborating in the creation of new PRM opportunities, achieving results such as:
- Participate in the creation of Bureaus' assets that are transformed into products and make recommendations on the various stakeholders' needs.
- Participate in technical working groups, inter-agency meetings and any other, for a related-to-UN-Knowledge-Management coordination.
- Suggest marketing and sales strategic direction including an implementation plan for new products and assets.
- Act as ICT focal point to the PRM Section on aligning ICT capacity and technical planning with PRM Section's marketing and sales implementation plan.
Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Education al background A first level university degree with specialization in management information systems, or in a related field, is required.
Professional experience and knowledge – Essential
- Preferably six years' experience in in the development of information products and systems, project management and coordination in civil aviation.
- Experience and knowledge in the following is an asset: Microsoft Sharepoint, e-commerce systems, project management, programming and information technology.
- Understanding of the key models and methodologies used in the planning, development, evaluation and management of information systems development. High level of proficiency in the use of new technologies: technical documentation of information systems, including database design, system flowcharting, statistical software and business intelligence systems.
- Certification in one or more of the following is desirable: PRINCE2, PMI, and ITIL. Excellent communications skills to establish professional credibility in advocating the adoption of associated best practices. Demonstrated ability to work collaboratively in teams.
- Familiarity with the work of ICAO and its Standards and Recommended Practices relating to aviation security and facilitation as well as other ICAO Annexes and documents is desirable.
- Fluent reading, writing and speaking abilities in English are essential.
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is an asset.
- Communication: The ability to convey oral and written communication clearly and concisely; listening to understand, and asking questions to verify understanding.
- Human Relations: The willingness and ability to respect and value diversity, treat others with equality and respect, and to understand the impact of one's own behaviour on others.
- Judgment and Decision-making: The person is in a role where s/he is expected to identify key issues quickly, gather relevant information, consider positive and negative impacts, check assumptions against facts and make tough decisions when necessary.
- Planning and Organizing: The ability to set clear goals, to prioritize, to anticipate problems or risks and use time efficiently.
- Teamwork: The willingness and ability to work collaboratively with others.
- Technological awareness: The willingness and ability to keep abreast of available technology, understand the applications and limitations of technology, and actively seek to apply and learn about new technology.
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65.
