OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background,
The European Union (EU) Delegation in Jordan has funded the UNESCO Amman Office in order to provide technical support services requested by the Jordanian Ministry of Education (MoE) for implementing a sustainable overhaul of its Education Management Information System (EMIS) along with the provision of large-scale field operations for institutional and human capacity development to allow the MoE to be a in greater position to make use of accurate data and indicators in its effort to systematize evidence-based formulation and prioritization of policy responses to mitigate the challenges faced by the Jordanian Education Sector. This comes in addition to the EU support to the UNESCO Office in Amman in order to contribute to expanding relevant and good quality learning and skills development opportunities for the Syrian refugees children and youth in Jordan.
II. Duties and requirements
Under the overall authority of the Assistant Director-General for Education and of the Head of the UNESCO Amman Office , the direct supervision of the Project Officer, EMIS Specialist, the incumbent will be mainly accountable for the timely and efficient administration of the EU-funded Project entitled 'Technical Assistance to enhance accessibility and use of the Jordanian Ministry of Education - Education Management Information System (EMIS) for evidence-based policy formulation' in various aspects by performing technical tasks. Specifically, s/he will undertake the following tasks and responsibilities:
- support in the overall users' requirement mapping exercise including the quality assessment process of current data definitions, data collection procedures, database architecture, system documentation and indicators computation scripts;
- support with the data editing, the completion of a rigorous warehousing of existing data from EDUWAVE, the logical re-organization and the computation of educational indicators so as to increase the use and accessibility of the existing EMIS data including its integration with with other national data sources, focusing primarily on the automation of the 31 ERfKE II KPIs and out-of-school indicators.
- Support in the definition and implementation of routines/procedures that are compliant to core international standards for systematic quality control, data editing at all layers of data entry within the OpenEMIS.
- Contribute directly to the adaptation or modification of the OpenEMIS-Jordan application according to the specifications required by MoE-Jordan by developing specific queries for additional indicators required by MoEJordan;
- Contribute the detailed documentation of the Arabic version of all adaptations, extensions and enhancements required to the generic features of OpenEMIS-Jordan application for Jordan's specificities;
- Participate in the development and review of training manuals in Arabic and provide training particularly to MoEEMIS staff and at the MoE-Queen Rania Centre for Education Technology (QRC) staff including various MoE-Jordan technical staff to be involved in future modification of all functionalities of the new OpenEMIS-Jordan from data entry up to the use of OLAP tools to generate user-defined and user-friendly queries;
- Support to the establishment of wider dissemination, accessibility and serviceability policy for EMIS data/indicators in compliance with national laws on access to public information and with internationally acceptable confidentiality principles.
- Provide support as required by his/her supervisor in hardware deployment, for standard software installations and in the roll out of EMIS software to the relevant MoE-Jordan units at central and decentralized levels;
- Contribute to the transfer of knowledge and skills on the system maintenance so that MoE-Jordan EMIS staff can take ownership of the ongoing use, user-support services and sustain future evolution of the system.
EDUCATION
- University degree equivalent to Master of Science in Information technology, Computer Science or equivalent
- At least 2 years significant practical experience in data warehousing in web enabled database environment and with strong statistical background, with Business Intelligence tools such as Data Analysis Services, Data Transformation Services (DTS), Data Migration Services, ETL (Extract, Transform, and Load) Services, user-friendly Online Analytical Processing (OLAP) and Data-Mining tools especially using the capabilities of Microsoft SQL Server 2008 R2 for a smart and optimal storage/retrieval of large amount of data of highest value for users.
- Proven record in data modelling, in the design of rigorous database application(s) either in .Net, SQL Server 2008 R2 or Oracle 9i (or more recent version)
- Fluent in written and spoken English and Arabic.
- Proven experience in database coding, testing, and documentation;
- Strong analytical ability to assess users' requirements, to design functional system specifications;
- Strong analytical, and problem-solving skills;
- Good knowledge of applicable data privacy practices and laws in Jordan;
- Strong written and oral communication skills in Arabic and English;
- Able to prioritize and execute tasks in a high-pressure context;
- Good interpersonal skills and experience working in a team-oriented, collaborative multi-cultural environment.
UNESCO's salaries are calculated in Local currencies and exempt from income tax. They consist of a basic salary and other benefits such as 30 days annual leave, family allowance, pension plan and medical insurance.
