TERMS OF REFERENCE
Background
The Vice Presidency for Countries (VPC) leads the dialogue and the relationship of the Bank with borrowing countries; formulates the Bank's country strategies; coordinates and supervises the development of the operational program for the public sector, including the provision of expert fiduciary advice for project design and execution; leads the Bank's engagement with civil society; and manages the Bank's concessional lending to the poorest countries of the Region through the coordination of all issues related to the Fund for Special Operations (FSO).
VPC is looking for a consultant to support several operational activities, including Civil Society matters.
Consultancy objective S upport a broad range of operational activities, including Civil Society matters as requested by the VPC Senior Operations Advisor and other VPC front office personnel.
Main activities
- Review Bank project documents, policies and strategies submitted to management committees and the Board;
- Prepare committee and Board presentations and training materials;
- Provide analytical and research support for Civil Society, activities, including the p reparation of technical cooperation operations led by the Vice-presidency, the preparation of proposals for partnerships and financing, the development of impact indicators and general dialogue and dissemination activities. Conduct research on other operational topics of interest to the Vice-presidency, including the gathering and processing of information;
- Support the review of Country Strategies and Programming Documents; and
- Support the analysis and follow-up of other operational matters or initiatives, as requested by the Senior Operations Advisor and other front office personnel.

- Place of Work: IDB Headquarters in Washington, D.C
Qualifications
- Education: Bachelor's in International Development, Public Policy, Economics, Social Sciences, Communications, or equivalent from a recognized university. Master's degree a plus.
- Experience: At least 2 year of experience in one or more of the following areas: Country strategies, programming, projects design and execution, civil society fora, advocacy, and dissemination activities in developing countries, preferably in Latin America and the Caribbean. Knowledge of VPC's operational work, desired.
- Languages: English and Spanish required. Portuguese desired.
- Skills: Excellent analytical and research skills, ability to multi-task and abide to tight deadlines, solid knowledge of Microsoft Excel, PowerPoint and Word.
If the work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.
