Background
The Vorukh exclave populated by some 32,000 people the vast majority of them Tajiks. Legally, Vorukh is part of Tajikistan, but due to past redrawing of borders, it exists as an exclave some 20 kilometers inside Kyrgyzstan. The situation in the Vorukh district and throughout the Kyrgyz-Tajik border area involves water and territorial disputes, the illegal use of pastures and forest resources, the systematic violation of the border regime.
The 'Vorukh-Shurab' Water Pipeline Route (WPR) was built over forty years ago. It is physically deteriorated; at some places pipes are silted; there are breaks and leakage; water control valves were broken. Because of mud flows in Vorukh village three water storages, with capacity 1000m3 each, on the intake heading of pipeline route were sanded. After that, water to the pipeline route had been supplied directly from Isfara River. Water is never turned off in standpipes because it is supplied directly from the river and it helps to prevent water pipeline from silting, sanding and etc. In addition to multiple leakage and breaks and unauthorized hookups the above stated caused huge water losses.
Regarding water shortage situation, the residents of the Kyrgyz and Tajik villages accused each other of irrational and non-targeted water use. Against this background clashes emerged between the Kyrgyz and the Tajik people. Mutual accusations by Tajiks and Kyrgyz regarding use of 'Vorukh-Shurab' WPR acquire more aggressive tone and develop into unconcealed ethnic clashes
Based on its comprehensive approach to security, as well as confidence building and early conflict prevention commitments, the OSCE OiT in close co-operation with leading international educational and water technology centres, will implement a project on interactive education of children on trans-boundary water-sharing and efficient use of water resources in a Tajik district bordering with Kyrgyzstan.
Objectives:
The Water Management and Energy Security Unit (WATES) within the Department of Economic and Environmental Activities, therefore, will recruit an experienced International Expert for the development of the educational sets. The educational sets will consist of two different versions: one for children and another one for teachers and parents. This project focuses on raising awareness and education. Therefore, both educational sets will be designed to provide knowledge on principles of water use efficiency, protection of water resources, climate change and environment protection.
The project aims to conduct a creative educational program that seek to raise awareness on efficient use of water (water consumption, water scarcity, access to water) amongst people at various levels of society. The target groups are teachers, students, and schoolchildren between the ages of 9 and 12. Through this project, the OSCE expects that target audiences will have a better understanding and become more aware of the efficient use of water, and that this knowledge will change their attitudes to each other and encourage them to become active catalysts of change for sustainable resource use. Thus, it is also expected that, in the near future, these participants will play a more proactive role in addressing dialogue between two countries.
The duration of the assignment is 1 (one) month home-based work plus 3-5 days staying in Tajikistan.
Tasks and Responsibilities
Task 1. Identification of the distribution materials:
International Expert in close co-operation with the OSCE OiT will determine and compile the 'Water Education Set'. The main aim of the set is to raise awareness among children and those around them about the water resources, where they live and of which they are a part. The following materials will be included in the 'Water Education Set':
Cards. The cards will be prepared to enable pupils to learn main principles of efficient use of water resource. The cards will be grouped under five main categories:
- Water for life;
- Water sanitary;
- Water scarcity;
- Climate change;
- Environment protection;
Poster. The big colorful poster will be printed by OSCE including Vorukh Map and will be attached to the set.
Souvenir toy. A little souvenir toy will be attached to the set and will serve as a symbol of the First Initiative and reminder about Water Education activity.
The Water Education Set Teacher's Guide will consist of:
- Booklet with general information about the water resources in Tajikistan
- Demo CD
- The Cards- Why should we protect water resources?
- The demo posters - Challenges facing the water resource scarcity
- The game - How do we benefit from peaceful co-operation?
Task 2. Conduct the awareness campaign in selected areas:
International Expert in close co-operation with the OSCE OiT Implementing Partner will conduct a one-day interactive public event in Vorukh (Tajikistan) for approximately 100 participants in total. The participants will be invited by the Implementing Partner. Proposed day of event is 15th of September 2014, devoted to the Universal Peace Day.
The International Expert will participate at the event and will use its skills and knowledge to implement the following activities:
- Introduce the topics and brief teachers and parents on how to effectively use educational set;
- Conduct the public event with children (flash mob) to familiarize them with context of the distributed educational sets;
Within the above mentioned interactive education project, and in close cooperation with the OSCE Office in Tajikistan, the expert will:
- Identify and elaborate the educational sets;
- Plan, prepare and provide a comprehensive programme of the awareness campaign;
- Conduct a one-day public event in Vorukh for 100 participants;
- Produce concrete recommendations for further action in organizing follow-up events;
- Provide technical inputs (in form of check-list or other documents) related to logistics and other necessary aspect of the activity;
- Produce a final report.
- At least five years' experience in the field of education;
- University degree in education, psychology or other relevant social field;
- Experience to work with civil society groups, children and adult auditorium;
- Professional education in the field of civic education, child and/or adult education is preferable;
- Experience of interactive teaching methods, especially related to environment education;
- Familiar with interactive teaching methodology i.e., role plays, simulation games, group discussion;
- Ability to attract and activate young people and involve them into constructive dialogue on water issues;
- Ability to educate young people on democratic values and good neighboring relations based on efficient use of water;
- Awareness of gender issues and ability to incorporate gender perspective in training;
- Excellent communication, networking and negotiation skills;
- Good interpersonal skills and ability to establish effective relations with teaching auditorium;
- Fluency in written and spoken Russian. Ability to communicate effectively in English;
- Excellent health conditions;
- Regional knowledge preferred;
The consultant will be remunerated commensurate with consultant's experience and qualifications in accordance with OSCE established rates. Living costs in Tajikistan as well as travel costs by the most economic route from the consultant's place of residence to Dushanbe and return will be covered by OSCE.
