The following duties are generic and may differ depending on the requirements of the mission. Within delegated authority, the Telecommunications Technician Assistant will perform duties in one or more of the following telecommunications specialties: Billing: Supervises the Telephone Billing Unit based on the guidelines defined in the SOP for the Communications and Information Technology Section
  • Ensures that guidelines for Telephone Control, Procedures and Accountability are fully complied with as described in the various Administrative and Information Circulars
  • Prepares recurring reports on telephone accounts, compiles cost estimates and projected budget requirements as well assists in preparation of budget and audit reports
  • assesses and evaluates the costs of all services received, and provides reports as required on the cost trends and variations in the billing of all services being utilised
  • Assumes responsibilities for the stock of all satellite and mobile phones purchased for the mission
  • oversees and provides detailed work direction to junior staff within the unit. Performs other related duties as required.
Assets:
  • Supervises the operations within the Assets Management Unit that comprises of the Regional Stores Supervisor Cell, Inventory Cell, Warehouse Cell, Expendable Database Cell and the Property Control Cell
  • Oversees and provides work direction to junior staff within the unit
  • Responsible for the management of all Communications and Information Technology Section (CITS) assets and associated equipment, expendable items and spare parts assigned to CITS and for the movement of equipment throughout the mission area
  • Oversees physical inventory checks as per mission policy. Performs other related duties as required.
Communications Centre Support:
Supervises the operation of the Communications Centre on 24/7/365 basis
  • Oversees and provides work direction to junior staff within the unit
  • May serves as the Crypto custodian for the mission
  • Trains newly recruited Communications Assistants on appropriate UN protocols and standards
  • Develops, revises, and updates the Standard Operating Procedures (SOPs) for the Communications Centre including the distribution lists
  • Oversees the accurate processing of all incoming and outgoing Code Cables and facsimiles in a timely and efficient manner
  • Coordinates the installation, commissioning, and maintenance of the encrypted voice and facsimile devices within the unit
  • Observes and monitors the reliability of the communications equipment facilities
  • identifies any system malfunctions that might affect the efficiency and effectiveness of communications centre and escalate to appropriate technical staff
  • Oversees the maintenance of a proper filing system of all outgoing and incoming daily correspondences
  • Respects and observes the confidentiality of any or all of the documents that flow through the Communications Centre. Performs other related duties as required.
Operations Support:
  • Provides assistance to Section/Unit Chief related to the administration of the section/unit's human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures
  • Assists with the coordination of ICT services for the mission's senior management and administration offices
  • Assists in the preparation of budget performance submissions
  • prepares various standard financial reports and statistical tables
  • Provides details and input on the preliminary reviews of relevant expenditures, and compares same with approved budget
  • Assists with the review of requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds
  • Assist with the coordination of other administrative duties, such as: the administration of the section/unit's travel programme monitoring accounts and payment to vendors and individual contractors for services
  • physical space planning and coordinating administrative arrangements for seminars, conferences and meetings
  • Provides guidance, training and supervision to junior staff in the area of administration within the section/unit
  • Performs other related duties as required.
Common Duties:
  • Other duties and responsibilities common to the specialties above include, but are not limited to: Ensures that all required spare parts and supplies are in place so as to minimise downtime of ICT equipment
  • Coordinates the regularly scheduled and preventative and corrective maintenance on ICT equipment
  • Coordinates with the asset management unit regarding the upkeep of proper inventory records
  • Organises the receiving/inspection of new equipment
  • Assists in formulating technical training curriculum and the conduct of in-house training programs for national staff and others within the unit.

QUALIFICATIONS
Education
  • High school diploma or equivalent and certification/diploma of other supplemental academic qualifications or training in Telecommunications are required. Industry training and certifications is desirable.
Work Experience
  • At least eight (8) years of working experience in providing ICT operational support services related to assets, telephone billing, communications centre, and/or ICT operations support, including at least three (3) years of experience at the international level are required.
  • Experience in international operations in a post conflict environment is desirable.
Languages
  • French and English are the working languages of the UN Secretariat.
  • For this post, fluency in English (both oral and written) is required
  • Knowledge of another UN official language is desirable.
