TECHNICAL ADVISOR – HUMAN RESOURCES AND ORGANIZATIONAL DEVELOPMENT, MINISTRY OF EDUCATION, PUNTLAND, SOMALIA (ONE POSITION)
CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
CARE is looking for a suitable candidate to fill one position of Technical Advisor for Human Resources and Organizational Development for the capacity building component of the EU funded Waxbarashadu Waa Iftiin (Education is Light) Project. The successful candidate will be based in the Ministry of Education (MoE) in Garowe and will be responsible for day to day implementation of capacity building of the program at central, regional and district levels. The Advisor will give technical capacity building/ training / guidance to the MoE on Human Resources and Organizational Development at central, regional and district levels under the supervision of the Director General of the Ministry of Education, Puntland State of Somalia.
Specific responsibilities: Reporting to the Director General, MOE, the Technical Advisor will:
  • Establish operational policy and procedures clearly specifying individual departmental portfolios, roles and responsibilities at all levels
  • Develop and apply Human Resource Development Tools and performance management systems for promoting achievement and effectiveness in service delivery based on the job-descriptions above
  • Support the implementation of the performance appraisal systems (PAS ) which is instrumental for motivating performance in staff which in the long term, necessitate commensurate rewards for good or above-par performance, in terms or promotion, etc.
  • Establish Local Area Network System (LAN) at MOE and train the senior MOE managers and professional staff on the use and benefits of the PAS
  • Support the creation of LAN in order to facilitate inter and intra–departmental communications protocol, this action will create a LAN system at the central level MOE
  • Support the roll out of LAN to the field offices (regional & district) Support to engaging an external expert to organize in-house training on the use of the LAN system at all levels.
  • Lead and establish MOE human resource data base/Personnel Data Base from the central to the district levels Introduce the performance management system for the MOE staff HR development Department and opertaionalise it.
  • Assist the HR Development Director and the Ministry staff in the HR and Development Unit in executing their responsibilities and transfer skill to the two interns assigned to work in the department
  • Any other duties assigned by the MOE.
Required (essential) skills and qualifications
  • A minimum post-graduate degree in relevant Human Resource Management and other related fields
  • Appropriate international experience in a similar technical advisory role with a Ministry of Education or education entity on HR development and related areas ;
  • Demonstrated ability to conduct policy reviews and provide technical assistance for mainstreaming of gender in education policy and planning;
  • Able to identify key issues through quickly establishing good working relationships with key stakeholders;
  • Oral and written fluency of the Somali language with awareness of local issues is an advantage;
  • Strong inter-personnel skills ;
  • Excellent presentational and report-writing skills
  • Skill and expertise in the use of the Microsoft Office package and other similar well-established computer programmes commonly used within a modern office setting
  • Excellent coordination and collaboration skills with government ministries, donors and INGOs;
  • Willingness to travel and work in a challenging environment;soma
