The main purpose of the post is to strengthen the contribution of the evaluation function to the operational, strategic and policy levels through the conduct of agency specific and interagency evaluations of humanitarian actions. The purpose of the post extends beyond the conduct of evaluations to the entire range of actions to stimulate corporate utilization of the results at the policy, strategy, and operational levels. The Senior Evaluation Specialist, Humanitarian is responsible to conduct evaluations that include sectoral evaluations in emergency situations in areas such as health, water and sanitation and hygiene, nutrition, education and child protection. The Senior Evaluation Specialist will be the central focal point for evaluation of humanitarian action, s/he will ensure liaison with HQ divisions, regional offices and country offices as well as with UN agencies, NGOs, donors and other partners. The Senior Evaluation Specialist will contribute to the development of standards, methods and skills related to the evaluation of humanitarian action throughout UNICEF. The Senior Evaluation Specialist functions under the general direction and supervision of the Director, Evaluation Office.
Key Expected Results
1. Provide leadership, guidance and direction for overall strategy development for humanitarian evaluations conducted by UNICEF and / or in cooperation with the UN and other partners covering emergency preparedness, humanitarian response, early recovery, rehabilitation, reconstruction, and transition to development.
2. Manage independent humanitarian evaluations for UNICEF and / or in the inter-agency context, including preparation of TOR, designing and framing the evaluation questions, selection and supervision of consultants, managing the evaluation as per the standards, norms and codes set by UNEG, ALNAP and other relevant bodies, ensuring quality of the final reports, communicating the evaluation findings and recommendations.
3. To provide leadership, guidance, and direction for meta-analyses and lessons learnt from evaluation related to humanitarian action.
4. Contribute to methodological improvements to evaluation of humanitarian action and coordinate with external agencies in this regard in appropriate fora (e.g. ALNAP, IASC). Develop guidance for, and provide support to, humanitarian evaluations conducted by Regional and Country Offices, and contribute to quality assurance concerning such evaluation
5. Liaise and cooperate with professional evaluation bodies, learning and evaluation networks, in particular in the UN context. Act as the focal point for joint evaluations carried out as part of the humanitarian reform process such as CERF and Cluster Approach.
6. Effectively manages a team of highly technical and competent staff. Ensures that roles within the team are clear and that individuals know what is expected of them to achieve team targets and objectives. Delegates work, as appropriate, to others in own team, taking into account others` abilities, workload and preferences, and balances routine with interesting tasks. Provides staff with development opportunities and coaching, and sets appropriate standards of appropriate behavior.
7. Seeks and acts upon self-development opportunities to continue professional growth in evaluation and UN system-wide efforts. Identifies development needs in oneself, seeks input in areas for professional growth from others more senior than oneself, and pursues development and new growth learning opportunities.
Qualifications of Successful Candidate
- Advanced university degree in social science, international affairs, public health, education or a field related to the sectors that cover humanitarian programmes is required.
- Over ten (10) years of relevant work experience at national and international levels in programme management and humanitarian evaluation with knowledge of inter-agency evaluations.
- Cross-interdisciplinary perspective on and in-depth and current knowledge of: working operationally in the cluster system; designing and implementing inter-agency and real-time evaluation; and humanitarian commitments at the MTSP and UN system levels.
- Excellent analytical and writing skills, advocacy and presentation skills an asset.
- Fluency in English and another UN language. Competencies of Successful Candidate
