With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
The IT Officer will support RAIP staff in all the four provinces and trainees of the capacity building component that is also taking place in all the four provinces. The specific responsibilities include:
  • Provide advice to project in the conceptualization, management and coordination of the design, implementation and maintenance of ICT systems, network and systems integration projects, with a particular focus on reliability, availability and security aspects of networks.
  • Ensure adequate security measures exist to secure ICT resources including proper access control measures, specifically to database services, data repositories and internal ICT services
  • Advise the Project on network and hardware design and maintenance as well as implement network and hardware projects for the Project office and provincial offices, including server hardware, email and security systems, business applications, collaboration tools, operating systems and other applications
  • In coordination with the AFOH ICT/Project manager, draft plans and specifications for requisition of equipment and services related to networking, back-up, redundancy and security systems
  • Use network management and monitoring tools to prepare problem-analysis reports, resources utilization data, detect potential intrusions, suggest measures for network efficiency maximization and provide recommendations and reports for review and analysis
  • Design and implement fully functional PBX telephone systems in the office of the project that inter-connect with remote locations as well as external parties and provide technical support and maintenance when required
  • Develop protocols on the installation, maintenance, troubleshooting and upgrade of all ICT equipment, networks and systems
  • Organize and deliver ICT trainings and workshops when necessary in relation to all technical implementation and operation of networks, infrastructure, communications and other systems
  • Monitor systems and network (LAN, WAN, VPN) and perform daily control of servers and data integrity tasks
  • Establish relationship with local IT partners, suppliers and providers to ensure quick turnaround of new installation of equipment, accessories, consumables and spare parts
  • Provide end user IT supports to Project staff, visiting consultants, and trainees under capacity building in all the four provinces.
  • Maintain internet connectivity bandwidth as was agreed with the service provider operational 24/7.
  • Install licensed software application, antivirus perform windows update under the supervision provided by ICT section in AFOH Kabul.
  • Maintain problems tracking database, classify the problems by categories (hardware and software).
  • Prioritize them by low, medium, and high. Evaluate the problems and give suggested slution.
  • Recommend network enhancements and upgrades, indicate any relevant modifications required.
  • Maintain and provide operation support for system applications, analyze and implement system changes and up grades.
  • Track ICT equipment and handle all handover of IT equipment assigned to the staff.
  • Prepare proposal for the IT upgrade and system of management.
  • Support engineering department of project in operation of different engineering software and GIS system
  • Write monthly report and any report that may be asked by the supervisor.
  • Perform any other tasks as may be assigned

Education/Experience/Language requirements
  • Bachelor's Degree in Information Technology, Computer Science, Computer Engineering, Application Development or any other relevant field required.
  • Minimum 2 years of relevant experience in IT with illustrated experience on managing internet services and software solutions.
  • Prior experience with UN/UNOPS agency is desirable.
  • Fluent in both oral and written English.
