RESPONSIBILITIES
This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Neiva, Colombia, and could be detached to one of the field Sub-Offices within Colombia. under the direct supervision of the Deputy Representative, and the overall guidance of the Representative , the Officer's main responsibilities and tasks will include:
  • Participate in and coordinating observation, specifically in the prioritized communities of the Sub Office.
  • Participate in and coordinate observation, specifically related to the thematic priorities of the Office.
  • Contribute to and coordinate developing an advocacy strategy to facilitate change in the level of respect for the full spectrum of human rights.
  • Contribute to an understanding of human rights violations related to state actors, illegal armed actors and business practices and coordinate development of a strategy to address the situation by working with companies, the Government and the community.
  • Coordinate the development, implementation and monitoring of the Office´s strategic plans and other planning tools such as the results matrix and other results-based management instruments.
  • Provide direction in terms of strategy development and advocacy to facilitate measurable change in the human rights situation in the region.
  • Provide direction and cross cutting assistance to professional staff within the Sub-Office. Supervise a core team of national and international staff;
  • Monitor, research and analyze the human rights situation in Colombia, specifically to:
- oversee investigations of selected cases to ensure that effective interventions are made through institutions, mechanisms or procedures at the national and international level;
- analyze relevant aspects of cases in order to identify trends, possible patterns of human rights violations and systematic practices, and to prepare thematic reports and briefing papers as appropriate, including analysis and proposed actions;
-identify structural causes of human rights violations to assist in developing technical cooperation interventions to address them;
- ensure that individuals and organizations working for human rights are able to carry out their work in safety;
- oversee observation of key trials.
  • Establish and maintain regular contact and co-operation with relevant government authorities, the judiciary, NGOs and other representatives of civil society in order to address specific cases and patterns, and to secure preventive action and effective remedy;
  • Prepare and contribute to regular internal and external reports in accordance with the Office's reporting requirements;
  • Provide briefings on the situation and assist in liaison with the media;
  • Oversee the classification and registration of cases in the Office database and track and analyze trends.
COMPETENCIES

QUALIFICATIONS
Education: Advanced university degree (Master's degree or equivalent) in Law, social/political science, international relations, journalism or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work experience: A minimum of 7 years of professional experience in the protection of human rights including a minimum of five years field experience in monitoring, collection of information and advocacy on human rights violations. Working experience in countries with internal crisis would be an asset. Working experience in Latin America would be an asset. Working experience in the UN would be an asset.
Languages: Proficiency in Spanish and in English is required.
