The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, 'Nuclear Safety and Security', which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. It comprises four Sections: Programme Development and International Cooperation Section, Information Management Section, Nuclear Security of Materials and Facilities Section and Nuclear Security of Materials outside of Regulatory Control Section.The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States. As a member of a team led by the Section Head, the Training Officer assists in identifying the training needs of Member States and then coordinates nuclear security activities required for the development, planning, delivery and evaluation of training courses and workshops in the area of nuclear security in line with the IAEA's policy towards a sustainable training programme in States. The Training Officer is responsible for the evaluation of the programme and the oversight of the revision of the programme to take account of the recommendations contained in the Nuclear Security Series of documents, together with the oversight of the subsequent translation of documents into all official IAEA languages. The Training Officer works to develop innovative means of training delivery including the widening of the expert roster and new teaching techniques such as e-learning. A number of States are establishing Nuclear Security Support Centres (NSSC) or 'Centres of Excellence'. The Training Officer will be responsible for the development of IAEA assistance to such States and, in particular, the further development of the NSSC collaborative knowledge network of centres.
The Training Officer plays several key roles in the Section: (1) as leader of IAEA efforts to develop and maintain the knowledge network of support centres; (2) as coordinator of nuclear security training activities to ensure that they are effective, up-to-date and reflecting the official position or policy of the IAEA; (3) as facilitator for the delivery of a consistent and coherent nuclear security training programme, including developing and maintaining programmes and establishing innovative delivery mechanisms; (4) establishing an expert roster of professionals in the area of nuclear security and their organizations and, as appropriate, establishing procedures for effective outsourcing of training activities within a quality system; (5) as advisor providing advice to States on their training needs and the implementation of the self-assessment methodology; (6) as innovator for the further development of procedures for the analysis of needs and results, organization, design and implementation of nuclear security training programmes.
The Training Officer consults with representatives of States on the development of support centres and the knowledge network; with nuclear security specialists and professional organizations in order to compile information to assess States' specific training needs; provides direction and guidance to trainers/lecturers for the design and implementation of corresponding education and training programmes; consults with senior management on sections' training activities development and planning. Furthermore, the Training Officer compiles and analyses feedback from other technical departments within the IAEA and with external training professionals on specific programmes and projects relevant to the field of activity to ensure effective implementation of nuclear security training activities and acts as the NSNS Technical Cooperation (TC) liaison officer.
In order to provide a high quality training element of the Nuclear Security Programme, the incumbent will:
  • Design and develop the overall nuclear security training programme based upon input on Member States' needs.
  • Oversee the updating of the training programme to ensure that it reflects the Nuclear Security Fundamentals and Recommendations.
  • Coordinate the work of outsourced training courses, using training professionals in nuclear security and their professional organizations as necessary.
  • Further develop the collaborative knowledge network of Nuclear Security Support Centres building on synergies with existing structures.
  • Establish a series of agreements with such centres for the delivery of a predictable and assured IAEA training programme.
  • Establish methods for evaluation of the training delivered and measurable outcomes by compiling information and feedback on nuclear security training programmes, their effectiveness and experiences gained; reviewing, in consultation with nuclear security experts, training materials and proposing corresponding revision or development of new modules.
  • Establish procedures for the selection and introduction of instructors, lecturers and workshop facilitators to deliver nuclear security training material.
  • Demonstrated knowledge and experience of the principles and methods of training and curricula development, including the establishment and delivery of training programmes.
  • Excellent analytical skills and decision support capability in a results-oriented environment.
  • Excellent communication skills combined with a demonstrated ability for teamwork, sense of organizational orientation and an open and innovative approach.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Awareness of the IAEA's role and responsibilities in the prevention, detection and response to illicit trafficking and other malicious acts involving nuclear materials and other radioactive sources.
  • Computer skills: Proficiency in MS Office, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases and data analysis tools, including web-based resources.
  • Knowledge of activities in the nuclear security field.
  • University degree or equivalent relevant for education or training, public administration or business administration or another relevant area.
  • Minimum of seven years of experience in developing, establishing and delivering education and training in technical subjects, of which at least two years at the international level.
  • Experience in conducting training needs analyses and the ability to contribute to the development of a range of training resources.
  • Experience in working with national/international education or training projects.
  • Fluency in English essential. Knowledge of one or more other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustmentwhich currently amounts to US $46 854*, dependency benefits, rental subsidy, education grant,relocation andrepatriation expenses; 6 weeks' annual vacation,home leave,pension plan and health insurance.
