The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, 'Nuclear Safety and Security', which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Division of Nuclear Installation Safety's objective is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, inter alia, support for the IAEA's technical cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.The Safety Assessment Section helps to improve the capability of Member States in carrying out effective safety assessments and enhancing the safety of nuclear installations to achieve a high level of safety by developing safety standards and guides for design and safety assessment; by promoting the use of advanced safety assessment methods and tools with enhanced integration of deterministic and probabilistic approaches and the use of risk informed and performance based safety evaluation approaches.
The Senior Safety Officer manages projects, develops, organizes and implements IAEA activities on the safety of nuclear installations in the area of nuclear safety assessment for design and operation. He/she provides technical expertise and leads activities requested by Member States to enhance safety assessment capabilities in Member States and also promotes the development and use of IAEA safety standards, provides technical assistance at the request of Member States and supports the application of the IAEA's safety standards.
The Senior Safety Officer is: (a) a programme planner and implementer, planning, developing and implementing activities aimed at helping Member States to enhance nuclear safety in their installations and facilities; (b) a scientific secretary, planning and leading complex Technical Meetings and consultancies; (c) a mission leader, planning and leading complex technical safety and infrastructure review and follow-up missions; and (d) a substantive expert contributor and project officer, evaluating, developing and implementing complex technical cooperation and extrabudgetary projects and promoting, coordinating and evaluating coordinated research projects (CRPs) in the area of safety assessment for design and operation and integrated risk-informed decision making.
The Senior Safety Officer engages Member States' representatives to identify their needs and respond to the interests of Member States.
In addition, he/she exchanges expert knowledge with regulatory and operating organizations of Member States on objectives and findings of review and advisory services, and coordinates and cooperates with international organizations (i.e. OECD/NEA and the European Commission) in developing and publishing selected joint reports and documents.Furthermore, the Senior Safety Officer works closely with technical departments within the IAEA, Member States' institutions and other relevant international organizations to ensure the effective implementation of nuclear installation safety activities. He/she establishes and maintains contacts with individual scientists at various centres and at other relevant international organizations, committees and scientific societies.
  • Plan, develop and implement the IAEA's programme in the area of safety assessment.
  • Plan and lead complex Technical Meetings in the area of safety assessment, including proposing a subject, preparing the scope, selecting participants, coordinating the preparation of reports to produce IAEA documents e.g. safety standards, guidelines, technical documents etc.
  • Plan, implement, lead and participate in complex safety review missions and safety assessment review services and the assessment of Member States' needs.
  • Provide a technical lead for safety assessment topic areas to further develop the IAEA programme.
  • Provide a technical lead for safety assessment topic areas to review complex safety documentation submissions.
  • Evaluate complex technical cooperation projects, develop action plans, plan, organize and participate in seminars, workshops, and expert missions.
  • Lead and participate in the implementation of extra-budgetary projects, develop action plans, plan, organize and participate in seminars, workshops, and expert missions.
  • Plan, organize and conduct the training of the safety assessment education and curriculum to enhance the capability of Member States in relation to the application of the IAEA's safety standards.
  • Represent the IAEA at national and international meetings.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.
  • Ability to assess international nuclear safety issues in their complexity, including their international political and economic context.
  • In-depth knowledge of several of the following complementary fields which are an asset for the multi-disciplinary activities specific to the post such as: safety assessment tools; PSA (probabilistic safety assessment) methods, techniques and applications; design basis accident analysis and methods; severe accident analysis and management techniques; verification and validation and application of thermal hydraulics, neutronics and fuels codes etc.
  • Strong management and leadership capabilities.
  • Strong interpersonal, communication and team-building skills.
  • In-depth knowledge of nuclear safety principles and state-of the art nuclear safety techniques.
  • Thorough knowledge of common approaches to regulatory aspects of nuclear safety as well as international undertakings in the area.
  • Excellent drafting and presentation skills in English.
  • Advanced degree in engineering or physical/nuclear science, or a university degree in engineering or physical/nuclear science combined with equivalent experience.
  • Minimum of 10 years of experience in nuclear installation related applications, of which 5 should have been in a senior position.
  • Four years of experience at international level connected with safety assessment.
  • Excellent command of oral and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 887 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustmentwhich currently amounts to US $55 055*, dependency benefits, diplomatic status, rental subsidy, education grant,relocation andrepatriation expenses; 6 weeks' annual vacation,home leave,pension plan and health insurance.
