Organizational Setting and Reporting
This post is located in the Office of the Staff Administration & Recruitment Unit with the Human Resources & Planning Section/Division of Administrative Support Services, New York Unit. The incumbent will work under the general supervision of the Chief, Human Resources and Planning Section and the direct supervision of the Human Resources Officer, Staff Administration & Recruitment New York Unit.
Responsibilities
Under the general supervision of the Chief, Human Resources & Planning Section and the direct supervision of the Human Resource Officer, the incumbent will perform the following duties:
1.Review and determine all Arusha and Kigali internationally recruitment staff members' eligibility to allowances and benefits by verifying relevant personal documents. Process entitlements in accordance with Un Staff Rules and Regulations and established personnel practices. Review requisite personnel forms completed by the staff members.
2.Process various Personnel Actions through IMIS covering initial appointment, reappointment, transfers, promotion, post incumbencies, extension, entitlements, allowances and benefits, SLWOP, separation and other relevant actions as required.
3.Review files and relevant papers of separating staff members and take appropriate actions by processing Separation Personnel Action and P.35 forms for submission to Payroll and Termination Unit for review and implementation of final pay.
4.Calculate and process salary advance to staff members and submit requests to Payroll Unit for payment.
5.Draft correspondence on administrative matters related to eligibility of staff members to allowances and benefits, salary advances and other issues raised by staff members. Drafts routine correspondence such as contractual status of staff members, insurance enrolment, transmission of Personnel Actions and follow-up on missing required documentation.
6.Analyze and resolve some IMIS technical difficulties encountered during the processing of some Personnel Actions. Consult IMIS Help Desk for assistance, when necessary.
7.Monitor recommendations for extensions of appointments, review and process required Personnel Action through IMIS.
8.Analyze incoming correspondence, independently initiates actions (drafting or memoranda or processing of Personnel Actions) or locates and attaches background information for action by the immediate supervisor or Chief of Cluster.
9.Liaise between UN-Headquarters offices and ICTR Headquarters on various administrative and personnel matters.
10.Collaborate with Payroll Unit, Budget Office, Executive Offices, Insurance Unit, Pouch Unit and other UN Agencies on matters concerning salaries, post incumbencies, insurance coverage, assignments, secondments, separations etc. of staff.
11.Follow-up performance evaluation reports and other outstanding cases.
12.Prepare letters of appointments.
13.Gather and prepare weekly administrative report to ICTR, Arusha on all matters related to personnel, finance, procurement, payroll and other matters.

Education
Completion of high school diploma or equivalent supplemented with specialized training in personnel management and/or administration.
University or formal training in personnel management training programme is an advantage.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area preferably within the UN common system
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
