Organizational Setting and Reporting
This post is located in the UNODC Country Office in Afghanistan (COAFG), in Kabul, Afghanistan. The Drug Control and Crime Prevention Officer (Training) will work under the overall guidance of the Regional Representative and the direct supervision of the Senior Law Enforcement Advisor. The focus of this job is to plan, organize, coordinate and/or provide substantive backstopping to the implementation, monitoring and evaluation of training components of the UNODC sub-programme for counter narcotics law enforcement within Afghanistan.

Responsibilities
The Drug Control and Crime Prevention Officer (Training) will be responsible for the following duties:
  • Plan, organize, coordinate, implement and evaluate activities aimed at the enhancing of the institutional knowledge and understanding of the Government of Afghanistan with specific regard to the development and delivery of counter narcotics training programmes, both at headquarters and remote locations, with a view to developing policies, strategies, plans and cooperation.
  • Review and appraise best practices and programmes in areas related to train-the-trainer programmes; promote these programmes with the Government of Afghanistan; pilot-test promising practices through the design and implementation of special programmes and projects; summarize experience from pilot projects.
  • Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, tool kits, guides, etc.
  • Lead and/or participate in large, complex programming, needs assessment and other technical missions, where necessary, to evaluate and elaborate assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies and non-governmental and civil society organizations (NGOs/CSOs).
  • Develop, organize, coordinate the preparation of, and evaluate draft programme and project ideas and documents for technical assistance in the assigned countries, regions or functional areas; review, finalize and submit to Co-financing Section project progress reports. In collaboration with others, prepare, review and/or evaluate the Country Profiles and Strategic Programme Frameworks; finalize their submission to the UNODC Executive Committee and Programme and Project Committee.
  • Organize and coordinate review and/or formulation of the memoranda of understanding (MOU) with relevant regional and/or national authorities; review and appraise such memoranda prepared by other staff; monitor and evaluate the implementation of regional agreements establishing frameworks for regional cooperation in the areas of drug, crime and terrorism.
  • Coordinate, participate and carry out periodic assessments of the programme performance of the UNODC field offices; organize and/or participate in the tripartite reviews and evaluations of ongoing and/or completed programme and projects; prepare, review and assess reports of field offices on the status of programme implementation.
  • Attend policy-making and expert group meetings to monitor, analyze and advise on events and discussions; when requested, represent the Section/Unit at those meetings.
  • Participate in the recruitment of personnel for the Office by coordinating/conducting panel interviews, by evaluating candidates' applications and qualifications, by drafting/finalizing substantive recommendations and reports, by drafting terms of reference.. As required, supervise other professional and support staff members, mentor and guide consultants, interns and Associate Experts in their work.
  • Liaise on substantive issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on the UNODC decisions, issues and documentation with their officials.
  • Monitor and /or certify the expenditures and utilization of funds in the assigned areas of responsibility; coordinate the preparation of and/or prepare the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, programme performance reports, etc.
  • Perform other duties as required.

Has knowledge of policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas, specifically counter narcotics law enforcement and training, with very good research and analytical skills. Education
An advanced university degree (Master's degree or equivalent) in business administration, economics, international relations, law, political science, statistics, public administration, pharmacology, pharmacy or related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible professional experience in drug control activities, crime or terrorism prevention, law enforcement, prosecution, criminal justice, international relations or related area, is required. Work experience in project and programme management and technical cooperation specifically related to training activities preferably in the area of counter narcotics, is highly desirable. Experience in field environment, is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of a local language would be an asset. Knowledge of another official United Nations language is an advantage.
Assessment Method
Evaluation of qualified applicants may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
