INTRODUCTION
Better Work is a unique partnership programme between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in February 2007, it aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers. The project has severalcomponents including:
(1) stakeholder engagement and sustainability which aims to create an independent, self-financing and nationally managed institution within the coming five years;
(2) enterprise assessments against the principles of the ILO Declaration core international labor standards and Vietnamese labor law;
(3) enterprise advisory and training services designed to support practical improvements and increased social dialogue at the factory level;
(4) an influencing agenda with the goal of using programmatic learnings to impact national legislation and related policies. Better Work is currently launching a program in Bangladesh.
The ready-made garment (RMG) sector in Bangladesh has experienced very rapid growth over the past 20 years and has reached a point where it is now the country's largest export earner and employs over 3.5 million workers - of which 80% are women - in approximately 3,500 active factories. It is currently also the 2nd largest exporter of ready-made garments in the world. Whereas growth rates dipped for some time due to the economic problems facing the U.S. and Europe, the sector's main export markets, recent figures show impressive growth with garment exports totalling US$19.3 billion for the 11 months that ended in May 2013, nearly 12% more than a year earlier. It is generally considered though that national problems related to a lack of skilled workers, infrastructure, social compliance and labour-management interaction hamper growth. There exist significant problems in many factories around occupational health and safety (OHS), working conditions, wage payments, freedom of association, and the lack of effective human resource management. In addition, weaknesses in national labour administration, industrial relations and social dialogue systems exacerbate and prolong non-compliance with national laws and regulations. These problems and weaknesses lie at the heart of the series of industrial tragedies the RMG sector witnessed over the past 9 months. Two factory fires and a building collapse which housed five RMG factories took the lives of over 1,250 people and injured many more, leaving hundreds permanently disabled. In order to address these challenges, ILO recently launched a comprehensive Programme ' Improving Working Conditions in RMG industry in Bangladesh. Within the overall context and in close partnership with this programme, BWB will aim at building capacity at the factory and national structural levels, so that stakeholders will be able to identify, prevent, and address relevant problems through the most appropriate and effective means (tripartite, bipartite, individually).In practical terms this means that BWB will operate on two levels: (1) Factory-level: build in-factory capacity to improve working conditions and establish management systems in participating factories, and (2) National structural level: assist in building constituent capacity to achieve structural, sustainable change in labour administration, industrial relations and social dialogue systems.

Function Assist the Better Work Bangladesh Programme Manager in the implementation and expansion of the Better Work Bangladesh Program with a primary responsibility for the development and delivery of core services, training, consulting, and capacity building as well as to contribute to Better Work core services development and implementation in other Better Work countries programmes. Supervision Under the overall guidance and supervision of the Director, ILO Country Office for Bangladesh, the Technical Officer reports to the Better Work Bangladesh Program Manager and coordinates closely with the Better Work Global Teams based in Bangkok and Geneva.
Description of Duties
1. Act as part of Better Work Bangladesh management team, helping to make both operational decisions as well as strategic decisions regarding program direction. This will include participation in decisions regarding hiring and HR, budget, services development and expansion, programmatic targets, and other. This will also include staff management as needed, in particular with the Enterprise Advisor team.
2. Assist in the expansion of Better Work Bangladesh to larger numbers of factories and international buyers;provide support to the program on further evolution of internal systems to support this expansion.Responsibilities will include support in developing and managing relationships with factories and buyers through regular forums, one-on-one meetings, and answering ongoing inquiries.
3. Provide quality assurance forBetter Work Bangladesh's factory assessment, advisory and training services. Create internal processes for sharing information among staff so the program can best target itsservices to the needs of factories. Coach national staff to develop the skills to increasingly take the primary core services oversight role, acting as a mentor and coach during this process.
4. Contribute to Better Work core services systems development with the Better Work global team and selected country programs.
5. Oversee induction process for new Better Work Bangladesh enterprise advisors, in coordination with Better Work Bangladesh Program Manager and the Better Work global program; Specifically, the role will entail developing an induction schedule for new staff, selecting the most appropriate induction materials among the suite developed by the Better Work global team, scheduling in-factory induction activities and oversight mechanisms, and overseeing the final approval process for Better Work Bangladesh Enterprise Advisors to be able to conduct their factory activities independently.
6. Act as direct line manager for a key group of BWB staff members, ensuring high levels of performance in meeting set targets, overseeing their ongoing professional development, and allowing for the ongoing strengthening of the BWV national team. The position is expected to line manage staff at the NO level.Provide assistance to the Program Manager in ensuring high level of attention to good practices in Human Resources in the program, including ensuring adherence to all ILO Human Resources requirements as well as building a strong culture of open feedback, coaching, creative problem solving, risk taking, and helping embed a sense of accountability and ownership into the BWB culture.
7. Assist in communications and report writing as needed. This may includeliasing with the Better Work global team on communications and media requests, providing input into the BWB communications strategy, writing donor reports, and assisting the BWB Program Manager and ILO Country Director in drafts of public synthesis reports.
8. Support the Better Work Bangladesh Program Manager in meeting with national and international project stakeholders and other constituents, including factories and buyer representatives.This will include responding to regular meeting requests that come into the Better Work Bangladesh office as well as proactively reaching out to project stakeholders to provide updates and for other information needs.
9. Support ILO Country Office in meeting expectations of national and global stakeholders within the overall context of improving working conditions and workers rights in garment industry in Bangladesh.
Required Qualifications
Education First level university degree in education, social science, law, international studies or other relevant field.
Experience At least 5 years professional experience working in the areas ofsocial dialogue, capacity building, corporate social responsibility, enterprise development, and/or labour standards compliance including practical experience conducting enterprise assessments of labour standards complianceand advisory services in the region.Background working specifically with the apparel industry and specific experience of Bangladesha plus.
Languages Excellent command of English.A working knowledge of Bengali would be an advantage.
Competencies
1. Excellent knowledge of labour-related laws and regulations in Bangladesh, including a good understanding of common issues of non-compliance in the apparel industry;
2. Understanding of enterprise level human resource, production, and quality systems especially as they exist in practice in the apparel sector in Bangladesh;
3. Ability to contribute to the formulation, administration and evaluation of projects, including the ability to identify and analyse problems with project implementation;
4. Good understanding of corporate social responsibility and labour compliance issues in global supply chains in general and more specifically in the apparel sector in Bangladesh including practical knowledge of the practices of buyers in the US and Europe;
5. Capacity to manage, and to build effective teamwork, to achieve agreed outcomes including coordinating the work of others;
6. Experience in industrial relations and building social dialogue between management and unions\worker representatives at the workplace level;
7. Capacity to liaise and network with a range of stakeholders including staff, donors, buyers, government officials, management, unions and NGOs;
8. High level communications skills, both oral and written;
9. Excellent analytical skills;
10. Commitment to gender equality and knowledge of gender mainstreaming principles and approaches.
Additional Information:
