Job: Regional Adviser HIV AIDS

Purpose of the Position
To provide technical leadership, management and programme support at the regional and country level. Facilitate the application and adaptation of UNICEF policies and strategies with respect to HIV/AIDS prevention and mitigation, in the framework of Human Rights Approach to Programming and Capacity Development, and contribute to inter-agency regional strategies and plans in support of Country level Programmes and actions for children orphaned and made vulnerable by HIV/AIDS.
Key Expected Results
1. Technical support and capacity building: Ensure implementation of the HIV/AIDS key results under MTSP focus Area 3 (all key results). Provide Strategic and Technical Leadership for accelerated HIV/AIDS program activities in the region, including coordination of regional technical, communication and advocacy support and guidance on capacity building of HIV/AIDS-related activities of UNICEF-supported country programmes. Provide specific support to the RO CSD section to meaningfully incorporate PMTCT and Pediatrics HIV/AIDS into support provided by the RO CSD section, to ensure good integration with other UNICEF support in the health sector in country progamme. Provide specific support to the RO Education section to meaningfully incorporate and strengthen HIV prevention activities into education support to country programmes. Provide specific support to the RO Child Protection section to meaningfully incorporate care and support for children affected by HIV/AIDS in other child protection support to country offices. Provide guidance and capacity building support for regional intergovernmental organizations and institutions.
2. Monitoring and evaluation, quality assurance and oversight: Ensuring continuous monitoring, quality assurance and oversight of the progress of all aspects of HIV/AIDS programme activities in ESAR countries with respect to the key result areas of the MTSP and the regional leadership agenda in collaboration with all relevant sections of the Regional Office
3. Strategic Partnerships: Ensure effective coordination and collaboration with other UN agencies globally and regionally, donors, governments, parliamentarians, regional economic communities, intergovernmental organizations and institutions, and NGOs in the management, development, resource mobilization and implementation of the national HIV/AIDS responses in countries in the ESA region. Ensure effective UNICEF participation in other regional intergovernmental, donor and civil society coordination meetings and mechanisms related to children affected by HIV/AIDS programmes.
4. Regional strategy development, support and coordination: Advise the Regional Director and the Regional Management Team on strategic HIV/AIDS issues, policy and programme strategies. Assist with the coordination of all ESAR HIV/AIDS-related annual workplans acrss the YCSD, Education, Child Protection and Prevention components as part of regular ESARO work planning processes and in consultation with the RMT HIV/AIDS Leadership group. Act as a Convener and Coordinator of the core and extended RO HIV/AIDS teams. Manage ESARO participation and help coordinate ESAR participation in the UN wide activities and processes related to children affected by HIV/AIDS.
5. Knowledge management: Monitor emerging development in the field of HIV/AIDS as they affect children. Ensure the maintenance and updating of a knowledge base on HIV/AIDS, drawing on available data, knowledge research in the region. Ensure COs have access to this knowledge in order to develop evidence based advocacy and interventions for UNICEF supported programming and broader strategic planning and budgeting instruments such as NDPs, PRSP and CCA/UNDAFs. Promote and support systematic data collection on HIV/AIDS including innovative research methodologies, at national level.
6. Regional Office Management: Provide managerial support to and supervise the HIV/AIDS Technical Hub Coordinator and general direction and oversight for the overall section in the Johannesburg HIV/AIDS Cluster. Ensure financial management oversight and efficient donor reporting.
Qualifications of Successful Candidate
- Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
- Ten to twelve years of relevant professional experience in programme formulation, planning, management and evaluation of social policy and national development instruments (including poverty reduction and SWAP), with specific experience in directly managing HIV/AIDS related programmes. Prior working experience in Africa is a prerequisite for this post.Background/familiarity with Emergency. Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
- Fluency in English and another UN working language. Knowledge of the local working language of the duty station is an asset. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
