Background Information - Afghanistan
Afghanistan
With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.
Functional Responsibilities
  • Ensures that all business processes are backed-up by required supporting documents for subcontract payments, awarding and amending of contracts.
  • Receives and processes, Payment Certificates issued by field offices or through designated recipients.
  • Assist PSO for maintaining records of project and other support documents in hard and
soft copies.
  • Reviews quarterly financial reports vis-a-vis expected outputs based on the agreed work plan and
correlates financial report with program report.
  • Advises and proposes corrective actions, as necessary, including the re-phasing of activities and budgets, throgh ATLAS
  • Facilitates requests for disbursement of allocated financial resources of the project.
  • Assist PSO to prepare and maintain monthly financial reports through knowledge and use of
UNOPS financial reporting tools (ATLAS/Dashboard indicating the approved budget, monthly
disbursements and commitments to identify unspent balance of project budget.
  • Assist PSO, drafts periodic reports based on contractual obligations outlined in the Project
Document; or as otherwise required and requested by the Donor or Client (i.e. Project Delivery
Reports; Financial Monitoring Reports, Progress Reports, etc.).
  • Follows-up donor's contributions according to payment schedule/tranche payments reflected in the
signed agreement, including preparation of required and support documents.
  • Assist PSO to prepares and undertakes budget revisions if and when required and in
consultation with the PM and project partners.
  • Manages filing systems as well as archives.
  • Performs other duties as required.
  • Meet on weekly basis with Program Support Officer, or assigned project team, to review financial requirement of the project
Education/Experience/Language requirements
  • Knowledge of ATLAS & IPSAS or other accounting software
  • Able to create Macro in Excel.
  • Able to use basic office software, including Microsoft Word and Microsoft Excel.

  • Secondary Diploma required, Bachelor's Degree an Asset.
b. Work Experience
  • Minimum 5 years of relevant experience in financial or Administrative field
c. Language
  • Fluent in English (speak, read, write).
