OBJECTIVES OF THE PROGRAMME :
WHO Prequalification aims to ensure that diagnostics, medicines, vaccines and immunization-related equipment and devices for high burden diseases meet global standards of quality, safety and efficacy, in order to optimize use of health resources and improve health outcomes. The goal of the WHO prequalification programme for vaccines is to have safe and effective vaccines, targeted to population and programme needs, available for UNICEF purchase. UNICEF and the Global Alliance for Vaccines and Immunization (GAVI) purchase vaccines for eligible countries to accelerate the introduction of new, lifesaving vaccines. The WHO Prequalification programme is the means by which WHO assures regulatory oversight at international standards for UNICEF and GAVI vaccines.
The WHO Representative's Office, China provides technical support for the prequalification of medicines, diagnostics, vaccines, and devices.
Description of duties:
Under the supervision of the Medical Officer (EPI), the National Programme Officer will perform the following:
- 1. Advocate and promote the WHO National Regulatory Authorities (NRA) strengthening policy and programme activities conducted under the WPR Regional Allegiance for National Regulatory Authorities and WHO Strategic Plan 2010-15.
- 2. Provide specialist technical support to the National Health and Family Planning Commission, including the Chinese Center for Disease Control and Prevention (China CDC), China Food and Drug Administration (CFDA) and its affiliated institutions, provincial drug authorities, and vaccine manufacturers, in the area of vaccine quality, safety and efficacy. Participate, facilitate, lead, assist and/or manage WHO NRA technical seminars, workshops, and/or country training courses.
- 3. Assist the China CDC and the CFDA including affiliated institutions in planning routine WHO NRA assessments and follow-up activities in China. Coordinate with Regional Office and Headquarters in the planning of these activities.
- 4. Coordinate the updating of the WHO NRA institutional development plan (IDP) with all relevant institutions in China, and maintain and provide routine feedback to the Regional Office and HQ.
- 5. Participate in the WPR Regional Allegiance for NRA activities (assessment, follow-up, capacity building, etc.) upon request of the Regional Office.
- 6. Ensure that the Global Vaccine Action Plan (GVAP), Decade of Vaccines Collaboration and the Essential Medicines and Pharmaceutical Policies' activities are synergized, coordinated and not conflicting in the area of vaccine quality, safety and efficacy.
- 7. Expand and maintain the roster of Chinese regulatory experts, and coordinate with HQ and the Regional Office to include them in the relevant rosters. Monitor conflict of interest (COI) declaration of Chinese experts involved in WHO activities and report any issue.
- 8. Assist in updating the NRA global/regional databases (doses of vaccines, lot release, production, capacity building, country profile, NRA planning, good manufacturing practice (GMP) inspections, assessment/follow-up).
- 9. Update and organize reporting and feedback using the Regional Office and HQ SharePoint site consistent with Country Office, Regional Office and HQ policies, and keeping in mind confidentiality and conflict of interest issues. Work with relevant institutions, and/or the national teams involved to provide input.
- 10. Provide NRA technical support by: providing specialist advice on NRA strengthening activities and relevant regulatory matters; participating, facilitating, leading and/or managing WHO NRA technical seminars, workshops, and/or country training courses.
- 11. Identify articles, draft articles, and edit scientific publications, technical documents and reports related to NRA activities in China which will help to increase awareness and increase China credibility in vaccine regulation and production.
- 12. Works as a member of the WHO China Country Office Prequalification Team.
- 13. Undertakes other tasks as required by direct supervisors.
REQUIRED QUALIFICATIONS
Education:
Essential:
- University degree in biology, or in pharmacy, or in chemistry, or in biochemistry, or in medicine, or in microbiology, or in related field.
Desirable:
- Specialization in vaccine regulation and/or vaccine production and/or Good Manufacturing Practices and/or vaccines/immunization.
- Postgraduate degree in microbiology, biotechnology, bioengineering or related sciences. Strategic planning and project management
Skills:
- Knowledge of the specific or technical area of public health.
- Ability to contribute to the development of norms and standards, as well as training materials.
- Capacity to plan and conduct operational activities with political and technical elements.
- Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

Experience:
Essential:
- At least five years' experience in biological standardization and production/control/quality assurance of vaccines and biologicals, acquired by working with a vaccine manufacturer, national regulatory authority (NRA), or by working in a recognized national or international institution leading or managing an equivalent area.
- Experience collaborating with regulators and/or scientists from a national regulatory authority or national control laboratory, governmental and non-governmental organizations and/or vaccine industry.
Desirable:
- Experience in one or more specific areas such as marketing authorization, licensing, vaccine testing including batch release, pharmacovigilance, oversight of clinical trial.
- Good Clinical Practice (GCP) inspections, and quality assurance.
- Familiarity with WHO prequalification procedure and/or NRA assessment procedures an asset.
- Experience in WHO or in UN setting an asset.
Languages:
- Fluency in written and oral English and Mandarin.
