Background Information -AEMOBased in Copenhagen, Denmark, the Asia, Europe and Middle East Office (AEMO) supports UNOPS offices throughout the region, providing financial oversight of projects, procuring goods and services and managing human resources. AEMO helps ensure that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between projects across the entire region.Functional Responsibilities
Under the overall guidance of the Deputy Regional Director AEMO, the Partnerships Advisor, Asia, is responsible for identifying new business opportunities and facilitating the development of projects and programmes as well as agreements between AEMO and its partners within the Asia. The incumbent works in the Bangkok office and reports to the Deputy Regional Director. In performing his/her responsibilities, s/he works closely with Regional Practice Advisors, AEMO OC/PC/Cluster Management (in Asia) and the Corporate Outreach and Partnerships Group to expand AEMO's portfolio and partnership networks in Asia.
In achieving the latter, the Partnerships Advisor, Asia, shall be responsible for the following functional responsibilities, but not limited to:
Provide leadership in the development and implementation of an integrated AEMO business development strategy:
  • Formulate and implement business development strategy to promote UNOPS services to key external constituencies in Asia.
  • Assist in the preparation of business plans OH/OC/PC/Cluster(s) in Asia.
  • Scan opportunities for business development intelligence (facilitate assessments of partner needs, UNOPS comparative advantages, and partner survey analysis, among others).
  • Active marketing and promotion of UNOPS services by building a network of key partners, keeping abreast of market, social, economic, and political trends in the region.
  • Maintain and develop contacts and partnerships within the donor community (UN agencies, donor governments, donor organizations, etc.), monitor communications, follow-up activities and proposal submissions;
  • Establish contacts with potential partners, organize high-level meetings and negotiations, prepare subsequent plan of action and follow-up for potential business acquisition and partnership development opportunities. Maintain close coordination of business development/external relations activities with UNOPS HQ and AEMO.
  • Prepare briefs and reports related to business development activities in Asia as and when requested.
Lead the programme development and business acquisition activities of UNOPS in Asia:
  • Identify potential markets and partners to pursue new/repeat business opportunities and ensure portfolio growth.
  • Actively participate in the identification, design, formulation and negotiation of new projects and programmes.
  • Draft concept notes and project document briefs for further discussion with partners and donors.
  • Respond to EOIs, ITBs and RFPs when considered consistent with UNOPS mandate and strategic goals.
Ensure expansion of AEMO's partner base and building of newstrategic partnerships in Asia
  • In coordination with HQ and AEMO identify requirements related to corporate marketing materials and the distribution thereof, as well as any reports/publications required for existing and potential partners.
  • Close interaction with operations staff to share information and knowledge; and to provide proactive support and follow-up in building and maintaining effective partner relations.
  • Consolidate newly-established partnerships
Provide implementation support to new business:
  • Draft agreements and/or contractual documents for the implementation of new projects in Coordination with HQ and AEMO Review and comment on technica land progress reports prepared by projects and provision of advice as needed to improve content and quality.
  • Manage a roster of qualified consultants.
The Partnerships Advisor, Asia, is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Education/Experience/Language requirements
  • Advanced university degree (Master's degree or equivalent) preferably in business/commerce, economics, management, international affairs, political science, development studies or related area. A first-level university degree with relevant combination of academic qualifications and extensive experience related to the nature of the position may be accepted in lieu of an advanced university degree.
  • Minimum 7 years of progressively responsible experience in international relations, development cooperation or/and business administration.
  • Experience in the area of client relationships, business development/ partnerships and marketing, in working with a network of development clients and agencies at senior level.
  • Certificate and knowledge of Prince2 methods and approach an asset.
  • Previous experience in Asia highly desirable.
  • Knowledge of UN/UNOPS rules and regulations an asset.
  • Knowledge of Peoplesoft (ATLAS) an added advantage.
  • Fluency in both written and oral English required. Knowledge of a second UN working language is desirable.
  • Excellent computer skills
