Consultant - Web Project Manager

Terms of reference
IPU is looking for an experienced and talented web professional, who under the direct supervision of the Director of Communications, will see through the development of a new modern website for the Organization.
A strong team player with excellent organizational and technical skills and knowledge, the Web Manager will have solid experience in web project management to ensure a dynamic and engaging new IPU website is built to deadline.
He/she will be expected to suggest ideas, devise solutions for the website, extranet and online databases.
Tasks will include: Website management
- Working with the Director of Communications, contribute to the planning and implementation of the strategic direction of the website, including the analysis of user needs and website architecture;
- Project manage the development of a new content management system and content migration process;
- Identify and manage service providers in the design and construction of the website;
- Develop and manage an extranet as a tool for strengthening relations with member parliaments;
- Keep up-to-date with emerging web technologies and ICT developments;
- Solid experience in developing online databases;
- Track and report on all site metrics;
- Manage and trouble-shoot web-related problems, manage the positioning of the site on different search engines and oversee other routine site maintenance;
- Help manage the bilingual (English-French) web site on a daily basis;
- Carry out any other related tasks required by the Director of Communications.
Competencies required:
- Solid web project-management skills;
- Strong budget management skills and knowledge of procurement processes;
- State-of-the art knowledge in the field of user-centric web design methodologies and information architecture, content organization, including information and knowledge management;
- Mastery of open-sourced content management systems for multi-lingual web sites;
- Strong understanding of web usability and user-centred design;
- Experience of managing web re-launches for international organizations;
- Ability to assess/survey client groups' needs;
- Experience in working with external partners;
- Ability to develop user training materials;
- Knowledge of the following tools: information and animation graphics; Dreamweaver, Flash, Photoshop, Illustrator, InDesign;
- Familiarity with HTML, Javascript, ASP, PHP and SQL languages an asset;
- Excellent knowledge of English, good command of French. Knowledge of other languages an asset;
- Proven experience in time management;
- Strong inter-personal and team skills.
Qualifications:
- University degree in a relevant subject, relating either information technology or communications;
- Between 5-10 years of experience in managing multi-lingual re-builds and re-designs of websites using open-sourced CMS, preferably for international organisations;
- Knowledge of parliaments desirable.
Remuneration
This post is being offered as a 12 month consultancy at 10,000 CHF per month.
