Context:
Under the direct supervision of the Programme Coordinator for the Transition Initiative for Stabilization (TIS), the successful candidate will work closely with the IOM-TIS M&E (Monitoring and Evaluation) Teams in the preparation of impact reports; M&E weekly, quarterly and annual reports; and all partner audio-visual stabilization communication materials designed to promote stabilization in Somalia. Stabilization Communications strengthens the Somali government's efforts to communicate with local communities and other stakeholders.
Core Functions / Responsibilities:
1. Increase partner/government/community information about stabilization activities, and promote the transparency of TIS activities.
2. Establish Stabilization Communications training programmes for IOM-TIS staff, Somali Government officials, local government and other partners, including methodologies of trust-building in media, event planning, among others.
3. Mentor, coach and guide the IOM-TIS communications, M&E, programme and management team on improved reporting and presentation of programme impact.
4. Participate actively in Monitoring and Evaluation design events, particularly by identifying the awardee group's information needs and capacities.
5. Improve capacity of TIS M&E Communication's staff.
6. Develop and training staff on IOM-TIS Communications Strategy.
7. Screen and analyze Monitoring and Evaluation reports and lead in the production of stabilization and impact materials including success stories, one-pagers, posters, short videos and other materials.
8. Develop Template for Photo Essays & TIS materials to demonstrate impact.
9. Prepare reports on monitoring and evaluation findings as required, working closely with awardees.
10. Ensure programme successes are appropriately promoted among Somali government, private sector and civil society.
11. Plan for regular opportunities to identify lessons learned and implications to inform programme design and implementation to ensure greater programme responsiveness and accountability to beneficiaries.
12. Design and organize regular trainings for programme staff in order to:
a. Train IOM-TIS staff on photography, improved writing, and video production skills;
b. Promote adherence to agreed standards for implementation; and,
c. Create greater awareness of reporting requirements for impact and strategic communication.
13. Support M&E/Stabilization Communications staff, as requested in the following:
a. Update and maintain IOM/TIS's photograph and short video archives;
b. Review weekly, monthly, and quarterly reports.
14. Undertake duty travel to Somaliland, Mogadishu, and elsewhere as required, to support implementation of M&E and to identify where adaptations might be needed.
15. Perform such other duties as may be assigned by the TIS Stabilization Coordinator.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in journalism, political science, international affairs or other related social sciences field;
  • two years of relevant professional experience (or four years of experience for candidates holding a first level university degree) in media or communications;
  • minimum of one year experience on USAID Stabilization Programes;
  • experience in media and communications in Somalia preferred. Languages Fluency in English is required. Working knowledge of Somali an advantage.
