Since April 2011, Syrian refugees began entering Lebanon adding to a refugee population of concern of about 10,000 persons, mostly from Iraq. As of 15 of June 2013, the total number of Syrian refugees registered with UNCHR and awaiting registration reached more than 535,000 people. This number keeps growing by several thousand each week and it is expected to reach 1 million registered refugees by the end of the year. The dramatic increase in the size of the refugee population means that more is required to assist them as well as the hosting communities in which they reside. Refugees are spread across the country with 37% of the population residing in the North, 38% in the Bekaa, 13% in the South, and 12% in Beirut and Mount Lebanon. UNCHR response covers the entire country of Lebanon. While the central office that oversees the whole operation is located in Beirut, other five field offices cover the relative Areas of Responsibility (AoR). Field offices are located in Tripoli, Qobayat Zahle Tyre and Beirut/Mount Lebanon. Overall coordination of the interagency response rests with UNHCR and the Government of Lebanon at central and field levels, with UN agencies and NGOs playing critical roles in areas of the respective expertise. The inter-agency coordination established eight sectors to better respond to the needs of refugees and affected Lebanese. Funding requirements to cover the needs have been included into the new Regional Response Plan (RRP) appealing for USD 1.7 billion only for Lebanon, including USD 372 million for UNHCR. The Government of Lebanon is not a party of the 1951 Convention Relating to the Status of Refugees or its 1967 Protocol. There is no legislative or administrative framework governing refugee affairs. Refugees who cross unofficially into Lebanon, or overstay their visas, are considered to be illegally in the country and are at risk of arrest, detention and even deportation. However, since July 2012 no cases of deportation have been reported. UNHCR's mandate is recognized but the role of the Office very much depends on maintaining clear, open and transparent communication with the Government so that we are able to maintain the position of authority and respect currently experienced by the Office. The incumbent is closely supervised on issues concerning external relations by the External Relations Officer or Senior External Relations Officer who gives regular guidance and advice to the incumbent. Advice and operational support may also be received from other senior staff and support units at the country Office. S/he will assist in the daily management of relations and funding agreements with a portfolio of donor states including Germany, Italy, the United Kingdom, France and Switzerland. External contacts are generally with a broad range of officials from donor States, Embassies and partner organizations on matters of importance to the Organization.
