Background Information - Myanmar
Myanmar
UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar.
The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM).
UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.
Functional Responsibilities
Under the direct supervision of the Management, Finance and Compliance Officer, the Management, Finance and Compliance Associate shall be responsible for performing the following duties:
Financial Management:
  • Assist in providing guidance and advice on financial management and internal control matters to project staff.
  • Prepare internal and external financial reports ensuring compliance with UNOPS financial regulations and rules and donor requirements.
  • Analysis of reports, investigation and preparation of adjustment as required.
  • Assist in quarterly and year-end financial closure for programme and project accounts in accordance with UNOPS guidelines.
  • Monitor and follow-up the implementation of cost sharing arrangements for MMOC shared services.
  • Keep track and calculate of project and admin asset depreciation.
  • Budget preparation and monitoring project budgets.
  • Assist in establishment and maintenance of proper financial controls and timely submission of monthly project accounts.
  • Monitoring of the project closure and ensure that the operationally completed projects are financially closed in a timely manner.
  • Periodically review of missing/error data relating to project profile and documents and ensure required action is taken by relevant staff.
  • Assist in the preparation of the MMOC administrative budget, monitors expenditures against budget allotments and reports on variances.
  • Assist in training of colleagues upon requests from portfolio managers, the supervisor and other finance officers in setting up projects, budget revisions, troubleshooting and understanding of the processes of day to day financial transactions, reporting and other related tasks
  • Assist in arranging and providing training to MMOC staff on UNOPS' ERP and financial reporting systems.
  • Perform any other job-related duties as assigned by Management, Finance and Compliance Officer.
Compliance:
  • Provide support to audits conducted by UNOPS' Internal Audit and Investigation Group.
  • Provide support to independent and objective reviews of the MMOC programmes and projects to assess compliance with UNOPS Financial regulations and rules, Organizational Directives and Administrative Instructions.
  • Assist in the coordination and follow-up on internal and external audits, including monitoring of the implementation of audit recommendations.
  • Monitor and report on the implementation of audit recommendations.
  • Review and monitor of asset register and reconciliation
  • Develop standard operating procedure (SOP) for working processes under compliance unit.
  • Review current standard operating procedure (SOP) and provide recommendation if it needs to be improved or updated.
  • Carry out other verification, audit and investigation tasks as may be requested by the Management, Finance and Compliance Officer.

  • Self- reliant: Ability to act independently with a minimum of supervision. Specific assignments may be reviewed while in progress; however the majority is reviewed on completion. Routine duties are performed independently.
  • Technological awareness - Excellent computer skills and ability to use software tools to present data clearly and concisely; Good working knowledge of MS Office applications including proficiency in Excel; Ability to work with accounting and auditing software.
Education/Experience/Language requirements
  • Completion of secondary school or equivalent. Diploma or certification in finance-related subjects or business administration essential.
  • Minimum 6 years of progressively responsible finance experience with a national or international organization in providing financial management services, etc.
  • Strong knowledge of general accounting principles and best practices required.
  • Prior experience with international organizations in financial management will be preferred.
  • Knowledge of UN financial regulations and rules is an asset.
  • Previous working experience with PeopleSoft Financials is an asset.
  • Prior auditing experience, either as an auditor or auditee will be preferred.
  • Fluency in English and Myanmar languages required.
Contract type, level and duration
Contract type: Local Individual Contractor Agreement (LICA) Contract level: LICA-4 Contract duration: 1 year with possible extension subject to fund availability and satisfactory performance
