Context:
Under the overall supervision of the IOM Chief of Mission (CoM) in Yemen and the direct supervision of the Resources Management Officer (RMO) in Sana'a, the Administrative & Finance Officer is responsible and accountable for the day-to-day administrative and treasury functions of IOM Yemen.
Core Functions / Responsibilities:
  1. Perform PRISM related treasury functions, posting of bank entries and Cashbooks of Aden and Haradh sub-offices. Coordinate reconciliation of bank entries with the Resource Management Officer.
  2. Disbursement of Travel and Operational advances to staff.
  3. Clearing of Travel and Operational advances from Staff vendor accounts, ensuring that the supporting documentation is both accurate and satisfactory - alerting RMO to any discrepancies or inconsistencies and suggesting potential action.
  4. Preparing Payment Vouchers, ensuring that the correct supporting documentation is attached and appropriate authorizations received. Ensuring that payments are made only against authorized payment vouchers.
  5. Undertake a physical cash count on a monthly basis (or as often as required by RMO) and preparation of Cash Certificates for verification by the RMO.
  6. Manage Cash Requests from Sub-Offices ensuring that the cash is disbursed in a timely fashion to meet their operational requirements.
  7. Settlement of Travel Expense Claims ensuring that supporting documentation is sufficient and appropriate.
  8. Requesting and coordinating Travel Permits and Visas for staff and TDY'ers.
  9. Liaise with other IOM offices is applicable.
  10. Reconciliation of Monthly Statements/invoices from suppliers for movement operations – ensuring that the correct WBS / Vendor details are provided for staff and other operations movements.
  11. Calculation of Staff Allowances such as DSA and Hazard Pay.
  12. Maintain International Staff Attendance Records.
  13. Ensuring that UN ID cards of staff in Sana'a and sub-offices are renewed on time.
  14. Reconciliation of Monthly Fuel Reports for Sana'a and sub-offices.
  15. Perform such other duties that may be assigned.

Required Qualifications and Experience
a) completed advance university degree from an accredited academic institution preferably in Accounting, Business Administration and a professional qualification with an accounting or financial orientation;
  • two yeas of relevant professional experience for candidates holding a first level university degree in finance, accounting and administration;
  • ability to prepare clear and concise reports, supervise staff and coordinate administrative activities;
  • high level of computer literacy, in particular, experience in computerized accounting systems and software;
  • good knowledge of MS Office specifically EXCEL;
  • knowledge of IOM accounting systems, software and procedures a distinct advantage.
  • Languages Fluency in English is required.
  • Working knowledge of Arabic an advantage.
