Background
UNDP is currently implementing the project Assistance to Building a Constitution (ABC) in Libya. The purpose of this project is to promote citizen's participation in the constitution making process through, inter alia, support to Libyan civil society organizations, non-governmental organizations, academia and political decision-makers.
To support UNSMIL's mandate to promote inclusive political public dialogue and support the constitutional and electoral process, it is of critical importance to ensure that civil society, academia and political actors are provided with technical and other assistance required to effectively engage in the constitutional process. UNDP's implementation strategy is based on the fundamental belief that the process and the outcome of the constitutional work must be owned and managed by Libyans. At the same time, UNDP understands and responds to the need identified by the Libyan counterparts for more exposure to the best practices of constitution-making process in other parts of the world.
This can be done, for example, by focusing on engagement with academia and students by way of organizing focused lectures at the university as well as public debates on constitutional issues. These activities have been discussed by UNDP with representatives of the Faculties of Law, History and Geography at the University of Tripoli.
In parallel to that UNDP, based on request by the High Judiciary Institute, plans to support the participation of the Libyan judiciary in the constitution-making process. To this end, trainings for representatives of the judiciary will be organized and efforts of developing relations between the judiciary and the civil society will be carried out. By doing so UNDP aims at enabling the Libyan judiciary to provide constructive inputs in the constitution-making process in the areas of designing independent and effective judiciary powers and contributing to drafting human rights protection mechanisms.
The proposed activities fall under output 2 of the UNDP project 'General population is empowered to provide meaningful input and make informed decisions on the national constitution'. Under this output UNDP is supporting the constitution making process by facilitating, inter alia, public round table discussions and working with academia to prepare presentation of constitutional issues.
Duties and Responsibilities
The Consultant will work under supervision of UNDP Assistance to Building a Constitution Project Manager and will be responsible for accomplishing the following event management activities:
- Constitutional debate on 'Democratic Constitution' at the University of Tripoli;
- Constitutional lectures at the University of Tripoli;
- Trainings for Representatives of Libyan Judiciary;
- Roundtable between representatives of Libyan Judiciary and Civil Society.
The specific tasks of the Consultant under this deliverable will include:
- Prepare a detailed work plan on activities related to the organization of the debate;
- Assist with liaising with the international experts;
- Arrange travel, transportation in Libya and accommodation for international experts visiting Libya;
- Assist in drafting necessary documents as needed;
- Assist UNDP and the University of Tripoli in logistical and administrative preparations for the debate. This can include assistance in arranging transportation, accommodation, venue, needed equipment, refreshments etc.;
- Assist in coordination between the University of Tripoli, High Judiciary Institute Students Union and UNDP in identification and coordination with members of particular discussion panels;
- Assist in liaising with relevant partners in the promotion of the event in order to ensure high attendances of representatives of the GNC, political blocs, religious leaders, academia, civil society;
- Assist in liaising with the media;
- Ensure UNDP's visibility during the implementation of the debate (coordination with UNDP will be maintained to ensure adherence to visibility requirements);
- Assist the Counterparts in the preparation of a report from the debate including a list of discussed issues and recommendations;
- Prepare his/her own report of the activities and submit it to UNDP;
- Perform other tasks and duties as requested by the UNDP Project Manager.

Required Skills and Experience
Education:
- Master's degree in Law, Political Sciences, Communications, Development studies or related field, or equivalent combination of academic qualification & professional experience.
Experience:
- Two years of work experience with civil society in the democratic transition context in Libya as well as in working with the UN in Libya on the constitutional process;
- Knowledge and expertise in the democratic transition process in Libya including the constitutional process;
- Work experience in conducting and organizing logistics for trainings and events addressed to government staff, civil society and youth; ability to work well with counterparts in the government, parliament, civil society, political parties, and the donor community; and know how to contribute to building national capacity for development;
- Strong network within the Libyan academia, civic education / civil society community;
- Fluency in Arabic. English or French is an asset.
