Functional Responsibilities
Under the guidance and direct supervision of the Human Resources Officer, the HR Associate provides support to HR services at UNOPS Myanmar ensuring high quality of work, accurate, timely and properly recorded/documented service delivery. S/he promotes a client-oriented and consistent with rules and regulations approach in the Unit. The HR Associate works in close collaboration with the Programme, Project and Operations staff in UNOPS Myanmar and IPAS HR and with UNOPS HQ staff to exchange information and ensure consistent service delivery.
The HR Associate will:
  • Ensure full compliance of HR processes and records with UNOPS rules, regulations, policies and strategies
  • Contribute to the elaboration of internal Standard Operating Procedures (SOPs) in HR management, in consultation with the direct supervisor and office management..
  • Provide support to recruitment and talent management, focusing on achievement of the following results: Initiation, processing, monitoring, review and follow-up on actions related to the administration of the unit's human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, learning, etc., ensuring consistency in the application of regulations and procedures.
  • Assist in the identification and proposal of the mechanisms to attract suitable candidates for the programmes in Myanmar. Liaise between unit and internal/ external clients to expedite completion of projects, disseminate information, etc.
  • Support to Human Resources Officer on management, implementation, monitoring of various HR initiatives.
  • Support to Human Resources Officer on management, implementation, monitoring of various HR initiatives (i.e., classification of the job level and processing of various ICA recruitment practices, the status of pending requests and work deadlines, identification of training and staff development activities)
  • Provide guidance to personnel in UNOPS Myanmar with respect to existing administrative procedures, processes and practices on their benefits related to different contract modalities
  • Perform personnel work, including interpretation and processing of entitlements, monitoring and issuance of contracts and maintenance of various personnel records and files,
  • Brief international personnel on general administrative matters relating to appointment/transfer to Myanmar, including arranging for the orientation package to be forwarded before arriving in the country, draft the orientation schedule, attend security briefings, provides advice and ensures administrative support as required
  • Coordinate with the finance unit any actions needed for the monthly payment to ICAs Administer ICA contracts through GLOCON and create Purchase Orders in the ATLAS system
  • Assist in preparation of HR Unit work plan and take necessary measures to fully implement the work plan
  • Produce statistical reports and preparation of data related to personnel and recruitment and other HR reports as required Conduct the HR orientation session on the arrival of new staff
  • Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
  • o Participation in the trainings for the operations/projects staff on HR.

Education/Experience/Language requirements
a. Education
  • Secondary Education with specialized certification in HR.
  • A Bachelor's Degree in Human Resources, Business or Public Administration would be desirable, but it is not a requirement.
  • Human Resources certification would be an asset.
b. Work Experience
  • Minimum 6 years of progressively responsible HR and/or administrative/ support services experience is required at the national or international level
  • Minimum 5 years of experience in undertaking a variety of standard tasks related to human resources management, and administrative issues is essential
  • Knowledge of UN HR/ Admin procedures is an asset.
  • At least 3 years of experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems is required
  • Ability to work on own initiative, mature, client-oriented creative and pro-active.
  • Minimum 2 years of experiences with UN/Humanitarian Organizations, NGOs would preferable
c. Languages
  • Fluency in written and spoken English & Myanmar Language is required.
