UNICEF Vacancy - Fixed-term Appointment Chief, Field Office (NO-C), based in Mandalay

UNICEF Myanmar is seeking to recruit a dynamic, motivated and committed professional to manage the Mandalay Field Office and to support UNICEF supported work across all programmes with components of service delivery, capacity building and technical support at the State, district and township level. Establish and strengthen partnership with State Government and other stakeholders at the sub-national level to support polices, programing and budgeting - within the context of decentralization - contributing to the realization of the most disadvantaged children.
Under the overall guidance and direct supervision of the Chief, Field Coordination, the incumbent will carry out the following tasks:
MAJOR DUTIES AND RESPONSIBILITIES:
- Provide effective leadership and management of the Field office including development of work-processes and systems to take forward the Country Programme vision and implementation at the Field Office level;
- Support and facilitate collection and analysis of State and Township level data and information on children for key child related indicators including quantitative and qualitative assessments on selected strategic issues for children.
- Ensure Gender/sex disaggregated data and inputs are available for programming purpose across all sectors;
- Ensure programme funds are optimally used as per the work-plan and monitor progress and compliance Lead the multi-sectoral team from the Field Office to monitor and assess programme implementation promoting cross-sectoral monitoring.
- Participate in the quarterly, midyear and annual review meetings with government counterparts at State level establishing and strengthening inter-departmental linkages and coordination including joint field monitoring.
- Ensure effective monitoring in humanitarian contexts;
- Within the decentralization process, undertake effective advocacy efforts to raise awareness on children's rights with both the general public and with local leaders and decision makers and to ensure local buy-in and continued relevance of UNICEF programming;
- Establish and strengthen effective partnership and collaboration with other partners at State level for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking for children.
- Support and facilitate institutional capacities of the Government and other partners at State, district and township level towards systems building;
- Ensure state government, and UNICEF programming, in support of it takes into account conflicts sensitivity and the latest UNICEF approaches to emergency preparedness, resilience building early development and development phase.
QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:
- Education
Advanced University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development or other relevant disciplines with specialized training in conflict resoluttion.
- Work Experience
Five years of relevant professional work experience;
Field work experience.
Experience in decentralization work is a strong asset;
Background/familiarity with Emergency;
- Language Proficiency
Fluency in English and Myanmar is required.
Working knowledge of another UN language is an asset.
