Myanmar UNOPS Myanmar develops, supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure and procurement services in Myanmar. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM). UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors and UN Agencies.

The Myanmar Operations Centre (MMOC) under the UNOPS Asia, Europe andthe Middle East Regional Office (AEMO) has been established to develop, support and oversee UNOPS' portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role inensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients (PR) of GFATM grants for Myanmar. The implementation of the grants commenced in January 2011.
To strengthen Financial Management of the GFATM grants, MMOC is seeking a qualified candidate to the position of Finance Officer – Funds Flow.
Functional Responsibilities
Under the direct supervision of the Financial Management Officer, the Finance Officer shall be responsible for Managed Cash Flow. Specifically, he/she shall perform the following duties and responsibilities;
  • Supervise a number of finance staff in Yangon and at the state, division and township levels.
  • Provide day-to-day financial management advice and support to MMOC, GFATM-PR and other projects as required.
  • Develop and implement effective standard operating procedures and internal control systems.
  • Support financial oversight mechanisms and internal control systems of the GFATM programme.
  • Ensure full compliance of financial activities and financial reporting with UNOPS financial regulations and rules and the GF guidelines
  • Manage cash management processes for GFATM-PR, including liquidity management, risk assessment, timely accounting and reconciliation of all transactions, and security for cash assets on site.
  • Manage UNOPS' fund flow mechanisms for GFATM-PR, including issuance and recovery of operational advances, direct disbursements and reimbursements in a timely and efficient manner, ensuring compliance with the zero cash-flow policy and other guidelines from GFATM.
  • Support MMOC Treasury section in preparing monthly cash flow forecasts. Provide responses to internal and external audit queries and observations. Support the implementation of audit recommendations. Support the PR capacity building activities in the area of financial management;
  • Assist in the preparation of annual work-plans for the Finance Unit, and monitor performance against the plans.
  • Establish good working relationships with other finance sections, including contributing to the achievement of the objectives of the MMOC Finance Unit.
  • Provide technical guidance and on the job training to ensure work standards are achieved, both in terms of quantity/quality of input/output processed.
  • Work closely with the GFATM programme staff in the review of quarterly workplans for the national programmes, implementation of activities and in resolving finance related matters.
  • Establish good working relationship with the Department of Health officials in the areas of GFATM operations;
  • Perform other relevant duties as required by the supervisor

Education/Experience/Language requirements
a. Education
  • Master's Degree in in accounting, financial management or other fields relevant to the above duties. A bachelor's Degree with additional 2 years of similar experience may be considered in lieu of a Master's Degree.
  • Certified Public Accountant or equivalent professional qualifications would be an asset.
b. Work Experience
  • Minimum 2 years of relevant professional experience in accounting, financial management, treasury management or other fields relevant to the above duties with a Master's Degree or 4 years of similar experience with a Bachelor's Degree.
  • Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices is highly preferred.
  • Previous successful involvement in a similar position with the UN system would be an asset.
  • Previous working experience with Peoplesoft Financials (ATLAS) would be an asset. Fluency in written and oral English and Myanmar language is required.
