Purpose of the Position Under the general guidance of the Associate Director, Social Inclusion, Policy and Budgeting Section, provide technical and intellectual leadership, expert advice and technical support to UNICEF`s work on multidimensional child poverty analysis and child-sensitive social protection systems, contributing to Governments` overall efforts to promote social inclusion and enhance equity by addressing the economic and social vulnerabilities of children and their families. Lead a small team of experts to support UNICEF`s country level work by ensuring updating and sharing of good practice, global evidence, and technical guidance, and contribute to global agenda setting, research prioritisation and policy advocacy on these topics. Develop strategic partnerships, including south-south, in support of these objectives. Key Expected Results 1. Technical support and capacity building: Guide and lead UNICEF efforts to develop operational guidelines, tools and applications that support UNICEF field offices in promoting useful child poverty analysis and contributing to child sensitive social protection programming. - Lead the Section`s support and advice on child sensitive and equity-focused social protection program design and implementation, including through better linking with situation analyses (particularly child poverty/inequity, vulnerability, and causality/bottleneck analyses) and through monitoring to refine social protection programming -Guide and support UNICEF efforts to build investment cases for social protection programs and systems, and lead global advocacy efforts to raise visibility on child poverty and social exclusion and the role of social protection - Analyse economic, social, and demographic trends with a view to identifying impact on child poverty, inequity, and social protection, thereby guiding UNICEF field in developing and implementing policy and programmatic responses; -Identify capacity building needs globally in the areas of child poverty/equity analyses and social protection, and organize or support trainings and other means of addressing gaps in close collaboration with regional offices. End Result(s): Organization knowledge on child poverty/inequity and social protection is used at the country level and field capacity strengthened 2. Knowledge management: Provide leadership in advancing evidence and knowledge on how social protection policies, programs, and systems can effectively address economic and social vulnerabilities of children and their families: - Guide UNICEF-wide efforts in generating lessons learned and identifying good practices, and lead the global dissemination and sharing of knowledge on child-sensitive social protection, through Community of Practice and databases on child poverty/inequity analyses and social protection; - Promote and support systemic data collection on social protection interventions including innovative research methodologies and impact evaluations, with a focus on assessing the child-sensitivity and equity-focus of social protection interventions; - Network with academic institutions, multilateral agencies and civil society to facilitate exchange of lessons and experiences in designing, implementing and financing social protection policies and programs that effectively address poverty, inequities, and social exclusion for children and their families; and - Monitor and assess the international literature and policy debate to ensure that UNICEF knowledge is updated and fed back to UNICEF organizational knowledge and programming. End Result(s): Updated organizational knowledge on child-sensitive, equity-focused social protection policies and programming in different contexts, visibility of and recognition to UNICEF as a global partner in child poverty alleviation and social protection 3. Strategic partnership: -Serve as Division`s focal point with other organizations initiating and/or supporting processes, policies, or instruments aiming to coordinate and synergize development assistance in the areas of child poverty alleviation and social protection; -Develop and maintain networks with internal (OoR, HQ, RO, CO) and external partners (IFIs, UN agencies, donors) to raise visibility of UNICEF as a global partner and knowledge leader on child poverty and inequity analyses and child-sensitive social protection End Result(s): UNICEF regional offices and country offices effectively supported in engaging in processes, policy development and programs in the areas of child poverty alleviation and social protection, at the country and regional levels. 4.Management and Support: -Contribute to the conceptual integration of UNICEF`s policy and programming approaches, effectively linking child poverty/inequity analyses, to social protection, to social budgeting, as well as other cross-cutting sectoral approaches, to maximize the efficacy of policies and programs in reducing child poverty and social exclusion -Prepare reports on progress in UNICEF`s engagement in child poverty alleviation and social protection, and prepare briefs on the subject for senior management and the Executive Board. End Result(s): Organizational integration of new cutting-edge development issues and approaches Qualifications of Successful Candidate - Advanced university degree in Public Policy, Economics, International Relations, Social Sciences or other relevant disciplines - Ten years of relevant work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area. - Relevant experience at country level is preferred. - Fluency in English and another UN working language.
