Responsibilities
  • Within delegated authority, the Chief of Office will be responsible for the following:
  • Provides advice and support to the Executive Secretary and Deputy Executive Secretary in discharging their strategic leadership functions in the programmatic and managerial areas;
  • Plans and oversees the management of programmatic, legal and administrative activities undertaken by the Office determining priorities, allocating human resources and coordinating diverse processes to ensure that the ES and DES receive the required support in an efficient and timely fashion;
  • Liaises with Directors of Division of the Commission to ensure an efficient and timely two-way flow of information between them and the ES and the DES;
  • Oversees the coordination of internal processes within the Commission to ensure the adequate involvement of and supervision by the ES and DES in the preparation of the main substantive institutional outputs i.e. meetings and publications;
  • Provides programmatic and substantive reviews of drafts prepared by members of the team of the OES and clears the final drafts of ES and DES's speeches, statements, talking-points, presentations, forewords, meeting reports, internal communications and circular and all official correspondence;
  • Coordinates with the Secretary of the Commission the systematic monitoring of regional events for matters with implications for the strategic position of the Commission and follow-up in consultation with the ES and DES;
  • Liaises with Departments at HQs, Regional Commissions and Funds, Programmes and Specialized organizations to ensure coordination;
  • Liaises with offices of high-level government officials from within and outside the region, including at Heads of State and Ministerial level in close cooperation with the Secretary of the Commission, in preparation and follow-up to interactions between those officials and the ES and DES in a wide array of issues, including highly sensitive matters;
  • Oversees the internal and interagency coordination of the follow-up to the implementation of Agenda 21 and the outcome of the World Summit on Sustainable Development and to the formulation post 2015 Development Agenda;
  • Plans and oversees the preparation of the ES and DES's meetings and official missions, including designing their agenda, logistical arrangements, compilation of background material and talking-points;
  • Supervises the effective follow-up to the ES and DES's meetings and official missions, including dissemination of relevant information and follow-up to commitments;
  • Coordinates the appointment of Representatives/Focal Points of the Commission at inter-agency meetings, seminars and for Inter-Departmental and Inter-agency processes;
  • Carries out programmatic, and administrative tasks necessary for the functioning of the Office, including assigning and monitoring of performance parameters and critical indicators, reporting on programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates;
  • Supervises Protocol activities and the Conference Services Unit;
  • Recruits staff for the Office taking into due account geographical and gender balance and other institutional values;
  • Provides guidance, coaching and training to staff under his/her supervision to promote their career development;
  • Fosters teamwork and communication among staff in the Office and across organizational boundaries;
  • Undertakes other activities of an ad hoc nature, as requested by the ES and the DES including representation.

Education
Advanced university degree (Master's degree or equivalent) in economics, management, public administration, international relations or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of ten years of progressively responsible experience in public administration and/or programme management are required. Extensive experience working in intergovernmental organizations, inter-agency affairs, supporting the front office of the Head of an International Organization is highly desirable. Experience in the Latin America and Caribbean region is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this post, fluency in oral and written Spanish and English are required. Working knowledge of French or Portuguese is desirable.

Suitable candidates will be invited for competency-based interviews and other assessment methods.
