Organizational Setting and Reporting
This post is located within the Governance and State-building Section, Emerging and Conflict Related Issues Division (ECRI) of the Economic and Social Commission for Western Asia (ESCWA). The Economic Affairs Officer reports directly to the Chief, Governance and State-building Section and will be under the overall supervision of the Director of ECRI.
Responsibilities
The Economic Affairs Officer will be responsible for carrying out the following:
Economic or sector analysis:
  • Monitors economic developments and governance trends in the region and identifies recurrent and emerging issues of concern to the United Nations - ESCWA;
  • Designs and conducts studies of selected issues in economic development, governance and public administration and draft resulting reports;
  • Interprets and applies results of analytical work to analysis of governance and economic prospects and policies;
  • Develops draft policy recommendations pertaining to area of work;
  • Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others;
  • Attends international, regional, and national meetings to hold discussions with representatives of other institutions;
  • Organizes expert group meetings, seminars, etc. on different dimensions of governance and development issues;
  • Prepares speeches and other inputs for presentations by senior staff.
  • Coordinates the collection of indicators on different dimensions of governance and creation of governance indices.
Intergovernmental support
  • Provides substantive support on economic issues to intergovernmental bodies (such as the General Assembly, the United Nations Conference on Trade and Development (UNCTAD), the Economic and Social Council, the Trade and Development Board, the regional commissions and the subsidiary bodies of each);
  • Represents organizational unit at international, regional and national meetings;
Technical cooperation:
  • Designs and monitors technical cooperation projects;
  • Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization's technical cooperation activities;
  • Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues;
  • Conducts training seminars and workshops for government officials and others;
  • Formulates technical modalities for the evaluation of individual technical cooperation projects.

  • Supports junior staff, reviewing their work and providing feedback;
  • Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit;

For this post, enrolment in at least the final academic year of a first university degree programme (minimum Bachelor's level or equivalent)in the following areas: Political Science, Economics, Social Sciences, Public Policy, Health and Nutrition is preferable.

Post Title:Development Expert (Syria Refugee Response)

General Background
The UNHCR Operation in Lebanon currently has over 800,000 refugees registered or awaiting registration (725,000 registered and 87,000 awaiting). Based on the trends in arrivals from January to April this year, it is estimated that the number of Syrian refugees in need of assistance in Lebanon by the end of 2013 might reach 1 million. Refugees are spread across the country in 1,179 locations with 34% of the population residing in the North, 34% in the Bekaa region, 18% in Beirut and Mount Lebanon, and 14% in the South. Overall coordination of the inter-agency response rests with UNHCR, with other UN agencies and NGOs playing critical roles in areas of their respective expertise. The Office has grown substantially since the beginning of the operation to more than 500 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and three Field Offices in Mt Lebanon, Tyr (South) and Qobayat (North). UNHCR's mandate is recognized but the role of the Office very much depends on maintaining clear, open and transparent communication with the Government so that it is able to maintain the position of authority and respect currently experienced by the Office. Lebanon is currently assessed at security level 4: substantial. The unrest in Syria has had an impact in Lebanon and security incidents are on the rise including cross-border shelling hitting Lebanese villages resulting in destruction of property and death; kidnappings for money and/or in retaliation by one sectarian group against another; violent and fatal clashes sparked by intra and inter-clan disputes; and ongoing concerns over weapons smuggling. Nonetheless, much has been achieved and refugees continue to receive a wide range of assistance, including food and nonâ€food items, shelter, medical care, education assistance and psychosocial support. UNHCR is engaging on activities addressed to the host communities to mitigate the impact of refugee presence on host communities, promote social cohesion and contribute to bridging the gap between humanitarian assistance programmes and development interventions.
Responsibilities
Under the direct supervision of the Assistant Representative (Programme) and in close consultation with the Senior Humanitarian/Development Advisor, the Development Expert will:
  • Be responsible for the management of the UNHCR Community Support Project (CSP) programme, including coordination with field offices, Programme Unit and sector specialists (in accordance with existing SOP on CSP);
  • chairing the Beirut CSP Endorsement Committee;
  • consolidation of monthly reports and updates, and ensuring dissemination i.a. through UNHCR's portal.
  • Represent UNHCR in the inter-agency response in support to host communities, including co-chairing with UNDP and the Ministry of Social Affairs (MoSA) the Task Force on Support to Host Communities;
  • co-chairing with UNDP the Working Group on Host Communities in the context of the
  • Regional Response Plan (RRP) and coordinate the drafting of stabilisation-related activities across RRP sectors, in consultation with the Senior Humanitarian/Development Advisor; and siting at the MoSA-chaired national Steering Committee on CSP (yet to be established).
  • Assist with the development of UNHCR's strategic partnership with the World Bank on stabilisation.
  • This function is to be performed on a needs basis and in close liaison and under the guidance of the UNHCR Senior Humanitarian/Development Advisor.
Qualifications (academic, experience)
  • Advanced university degree (Masters or equivalent) in social sciences, development, development economics or similar;
  • At least 10 years field experience (in development or a mixture of development / humanitarian), including extensive experience in a coordination, policy and analytical role;

General Background
The UNHCR Operation in Lebanon currently has over 800,000 refugees registered or awaiting registration (725,000 registered and 87,000 awaiting). Based on the trends in arrivals from January to April this year, it is estimated that the number of Syrian refugees in need of assistance in Lebanon by the end of 2013 might reach 1 million. Refugees are spread across the country in 1,179 locations with 34% of the population residing in the North, 34% in the Bekaa region, 18% in Beirut and Mount Lebanon, and 14% in the South. Overall coordination of the inter-agency response rests with UNHCR, with other UN agencies and NGOs playing critical roles in areas of their respective expertise. The Office has grown substantially since the beginning of the operation to more than 500 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and three Field Offices in Mt Lebanon, Tyr (South) and Qobayat (North).
UNHCR's mandate is recognized but the role of the Office very much depends on maintaining clear, open and transparent communication with the Government so that it is able to maintain the position of authority and respect currently experienced by the Office.
Lebanon is currently assessed at security level 4: substantial. The unrest in Syria has had an impact in Lebanon and security incidents are on the rise including cross-border shelling hitting Lebanese villages resulting in destruction of property and death; kidnappings for money and/or in retaliation by one sectarian group against another; violent and fatal clashes sparked by intra and inter-clan disputes; and ongoing concerns over weapons smuggling. Nonetheless, much has been achieved and refugees continue to receive a wide range of assistance, including food and non-food items, shelter, medical care, education assistance and psychosocial support.
UNHCR is engaging on activities addressed to the host communities to mitigate the impact of refugee presence on host communities, promote social cohesion and contribute to bridging the gap between humanitarian assistance programmes and development interventions.
Responsibilities
Under the direct supervision of the Assistant Representative (Programme) and in close consultation with the Senior Humanitarian/Development Advisor, the Development Expert will:
  • Be responsible for the management of the UNHCR Community Support Project (CSP) programme, including coordination with field offices, Programme Unit and sector specialists (in accordance with existing SOP on CSP); chairing the Beirut CSP Endorsement Committee; consolidation of monthly reports and updates, and ensuring dissemination i.a. through UNHCR's portal.
  • Represent UNHCR in the inter-agency response in support to host communities, including co-chairing with UNDP and the Ministry of Social Affairs (MoSA) the Task Force on Support to Host Communities; co-chairing with UNDP the Working Group on Host Communities in the context of the Regional Response Plan (RRP) and coordinate the drafting of stabilisation-related activities across RRP sectors, in consultation with the Senior Humanitarian/Development Advisor; and siting at the MoSA-chaired national Steering Committee on CSP (yet to be established).
  • Assist with the development of UNHCR's strategic partnership with the World Bank on stabilisation. This function is to be performed on a needs basis and in close liaison and under the guidance of the UNHCR Senior Humanitarian/Development Advisor.
Qualifications (academic, experience)
  • Advanced university degree (Masters or equivalent) in social sciences, development, development economics or similar;
  • At least 10 years field experience (in development or a mixture of development / humanitarian), including extensive experience in a coordination, policy and analytical role;
  • Several years of experience working with development actors (World Bank, UNDP, bilateral aid agency, or similar) in a staff or consultancy role;

Organizational Setting and Reporting
This post is located within the Information and Communications Technology Section (ICTS), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Telecommunications Technician reports directly to the Supervisor of the Communication Unit and will be under the overall supervision of the Chief, ICTS .
Responsibilities
Within delegated authority, the Telecommunications Technician will be responsible for the following duties:
Satellite Earth-station Operations
1 - Operates and maintains Intelsat Standard satellite earth-station equipment, inclusive of the antenna system, RF equipment, IF equipment, base-band equipment, and the control, supervisory, and test facilities;
2 - In coordination with INTELSAT, conducts periodic SSOG system testing and circuit line-up of existing digital carriers;
3 - Coordinates with the Intelsat Operations Center and remote earth-station sites the provisioning of point-to-point and multi-destination digital carriers;
4 - Performs preventative maintenance, fault diagnosis and repair;
5 - Maintains up-to-date earth-station records and documentation;
6 - Monitors spare parts and ensures that the earth station has sufficient spare parts.
Wide Area Network Operations
7 - Coordinates with leased line carrier and/or remote site technical support staff, service restoration during facility failures at Headquarters, the OAHs, and/or Missions;
8 - Carries out fault diagnosis and resolves transmission and switching impairments arising between the OAHs, Missions, and/or Headquarters;
9 - Ensures that the Network Control Center/Network Operations Center records and Wide Area Network records/documentation are kept current;
10 - Performs advanced technical support activities, including module level system repairs, with respect to Wide Area Network Switches, routers and frame relay nodal processors;
11 - Monitors transmission performance of all local and remote network nodes at the link and at the I/O levels;
12 - Prepares monthly reports on node and transmission facility performance, including detailed reports of leased facility outages for outage rebate purposes.
Voice and Messaging Operation
13 - Coordinates with telephone service requesting departments, Facilities Management Unit, local and long distance telephone service providers, leased line carrier and/or remote site technical support staff, service restoration during facility failures at Headquarters, the OAHs, and/or Missions;
14 - Ensures that telephone exchange and voice mail system operate smoothly and meet availability and reliability targets;
15 - Analyzes service level provided by contractors in correcting reported troubles in telephone and voice mail service;
16 - Ensures performance of traffic analysis and recommends measures to alleviate overload situations;
17 - Manages intranet site and post policies, procedures, and guidelines in intranet;
18 - Co-ordinates and provides advanced technical support to operating Units.
Audio-Visual Conference Services
19 - Ensures that all conference rooms are working properly;
20 - Ensures that all scheduling requests are prioritized, communicated to the appropriate technical focal points and handled in a timely manner;
21 - Coordinates with videoconference service requesting departments, Facilities Management Unit, videoconference, ISDN and videoconference bridging service providers leased line carrier and/or remote site technical support staff, service restoration during facility failures at Headquarters, the OAHs, and/or Missions;
22 - Ensures that installed videoconference systems operate smoothly and meet availability and reliability targets;
23 - Analyzes service level provided by contractors in correcting reported troubles in videoconference, ISDN and videoconference bridging services;
24 - Analyzes trends in videoconference service and supports requests and the level of service and support provided, and identifies future resource requirements needed to satisfy demand and advises Chief of Unit and Section accordingly;
25 - Co-ordinates and provides advanced technical support to operating Units.
Radio Communications (Microwave, HF/VHF) and point to point wireless Systems Installation and Maintenance
26 - Coordinates with UN Security, Facilities Management Unit, radio communications and point to point wireless systems service providers for service restoration during facility failures;
27 - Ensures that radio communications and point to point wireless systems operate smoothly and meet availability and reliability targets;
28 - Analyzes service level provided by contractors in correcting reported troubles in radio communications and point to point wireless systems and services;
29 - Co-ordinates and provides advanced technical support to operating Units.
General
30 - Installs, configures, tests, commissions and operates ESCWA's telecommunication systems inclusive of Satellite earth stations, radio communications (microwave, VHF/HF, point to point wireless systems), voice and messaging operation (Cisco call manager and unity messaging system), and audio visual conference services;
31 - Ensures that preventative maintenance and repairs schedules are carried out per established guidelines and procedures;
32 - Provides assistance in workflow analyses of existing procedures and drafting of new workflow to change operating environment or optimize operation;
33 - Advises the Unit/Section Chief on matters relating to operations of the telecommunication systems;
34 - Provides assistance in preparation of Requests For Proposals for equipment and services; performs cost-benefit analyses;
35 - Assists drafting operational performance standards and maintenance guidelines for telecommunication services;
36 - Gathers statistical data on operational performance of telecommunication equipment and prepares engineering drawings;
37 - Prepares monthly reports on node and transmission facility performance, including detailed reports of leased facility outages for outage rebate purposes;
38 - Monitors contractors performance in carrying out Moves, Adds and changes and ensures that established guidelines are met;
39 - Assists in large projects when services are to be provided in new locations;
40 - Assists in establishing performance benchmarks for contractor works;
41 - Assists the Chief of Section in implementation of projects;
42 - Performs other related duties as required.

English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required.
Assessment Method

Job: Assistant External Relations Officer

Since April 2011, Syrian refugees began entering Lebanon adding to a refugee population of concern of about 10,000 persons, mostly from Iraq. As of 15 of June 2013, the total number of Syrian refugees registered with UNCHR and awaiting registration reached more than 535,000 people. This number keeps growing by several thousand each week and it is expected to reach 1 million registered refugees by the end of the year. The dramatic increase in the size of the refugee population means that more is required to assist them as well as the hosting communities in which they reside. Refugees are spread across the country with 37% of the population residing in the North, 38% in the Bekaa, 13% in the South, and 12% in Beirut and Mount Lebanon. UNCHR response covers the entire country of Lebanon. While the central office that oversees the whole operation is located in Beirut, other five field offices cover the relative Areas of Responsibility (AoR). Field offices are located in Tripoli, Qobayat Zahle Tyre and Beirut/Mount Lebanon. Overall coordination of the interagency response rests with UNHCR and the Government of Lebanon at central and field levels, with UN agencies and NGOs playing critical roles in areas of the respective expertise. The inter-agency coordination established eight sectors to better respond to the needs of refugees and affected Lebanese. Funding requirements to cover the needs have been included into the new Regional Response Plan (RRP) appealing for USD 1.7 billion only for Lebanon, including USD 372 million for UNHCR. The Government of Lebanon is not a party of the 1951 Convention Relating to the Status of Refugees or its 1967 Protocol. There is no legislative or administrative framework governing refugee affairs. Refugees who cross unofficially into Lebanon, or overstay their visas, are considered to be illegally in the country and are at risk of arrest, detention and even deportation. However, since July 2012 no cases of deportation have been reported. UNHCR's mandate is recognized but the role of the Office very much depends on maintaining clear, open and transparent communication with the Government so that we are able to maintain the position of authority and respect currently experienced by the Office. The incumbent is closely supervised on issues concerning external relations by the External Relations Officer or Senior External Relations Officer who gives regular guidance and advice to the incumbent. Advice and operational support may also be received from other senior staff and support units at the country Office. S/he will assist in the daily management of relations and funding agreements with a portfolio of donor states including Germany, Italy, the United Kingdom, France and Switzerland. External contacts are generally with a broad range of officials from donor States, Embassies and partner organizations on matters of importance to the Organization.
